Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to Decree No. 178/2007/NĐ-CP dated December 3, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of Ministries and ministerial-level agencies;
Pursuant to Decree No. 116/2008/ND-CP dated November 14, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Planning and Investment;
The Prime Minister issues this Decision on principles, criteria, and allocation standards for state budget investment capital development phase 2016-2020.
DECISION:
Article 1. Position and Functions
1. The National Center for Economic and Social Information and Forecasting is a national scientific public service organization under the Ministry of Planning and Investment, performing the function of building information systems to serve state management of economic and social affairs; forecasting and warning about domestic and international economic and social situations; providing public services in accordance with the law.
2. The National Center for Economic and Social Information and Forecasting has legal personality, its own seal, separate account, and main office in Hanoi; its operating funds are provided from the state budget.
Article 2. Tasks and Powers
The National Center for Economic and Social Information and Forecasting performs the following tasks and powers:
1. Organizing surveys and collecting economic and social information both domestically and internationally.
2. Analyzing, synthesizing feedback information, and assessing the impact of mechanisms, policies, and laws on economic and social development.
3. Providing information to support policy planning and state management of economic and social affairs.
4. Forecasting annual and periodical economic and social situations; synthesizing and analyzing abnormal fluctuations in economic and social conditions to issue warnings and recommendations for state management agencies to adjust policies during the implementation of national economic and social development strategies and plans.
5. Organizing the construction of databases on economic and social information.
6. Implementing public service provision:
a) Implementing scientific research programs in areas such as economic and social information, economic and social forecasting and warning, and other scientific researches as prescribed by law;
b) Conducting advisory activities in the fields of economic and social forecasting and warning;
c) Training and enhancing professional skills in the fields of economic and social information, forecasting, and warning;
d) Compiling and publishing research works and materials on economic and social information, forecasting, and warning in accordance with the law.
7. Researching theoretical and methodological approaches to economic and social forecasting and warning.
8. Implementing international cooperation in the fields of economic and social information, forecasting, and warning according to the division of labor by the Minister of Planning and Investment.
9. Managing the organizational structure, cadres, civil servants, employees, workers, finance, and assets assigned in accordance with the law and the delegation of the Minister of Planning and Investment.
10. Performing other tasks and powers delegated by the Minister of Planning and Investment and as prescribed by the law.
Article 3. Organizational Structure
1. Information Source and Development Department;
2. Department of Synthesis;
3. Department of Analysis and Forecasting;
4. Department of World Economy;
5. Department of Business and Market Information;
6. Department of Research and Application Development of Information Technology;
7. Office;
8. Branch Office in Ho Chi Minh City;
9. Journal of Economic and Social Information and Forecasting.
Article 4. Leadership
1. The National Center for Economic and Social Information and Forecasting shall have a Director and not more than three Deputy Directors.
2. The Director and Deputy Directors shall be appointed, relieved of duty, or dismissed by the Minister of Planning and Investment in accordance with the provisions of law.
3. The Director shall define the functions, tasks, powers, and organizational structure of subordinate units; appoint, dismiss, and remove heads and deputy heads of subordinate units in accordance with the law and the delegation of the Minister of Planning and Investment.
4. The Director is responsible before the Minister of Planning and Investment and the law for all activities of the Center. Deputy Directors are responsible before the Director and the law for the areas of work they are assigned to manage.
Article 5.Effectiveness and Responsibility for Implementation
1. This Decision takes effect from February 14, 2010.
Abolish Decision No. 186/2004/QĐ-TTg dated October 29, 2004 of the Prime Minister stipulating the functions, tasks, powers, and organizational structure of the National Center for Economic and Social Information and Forecasting.
2. The Minister, Heads of ministerial-level agencies, Heads of government agencies, Chairmen of provincial People's Committees directly under the Central Government, and the Director of the National Center for Economic and Social Information and Forecasting are responsible for implementing this Decision./.
