Pursuant to the Law on Organization of the Government dated December 25, 2001;
Considering the proposal of the Committee for Ethnic Minorities Affairs at document No. 17/TTr-UBDT dated September 10, 2007, the Ministry of Finance at document No. 12599/BTC-NSNN dated September 19, 2007, and the Ministry of Planning and Investment at documents No. 6677/BKH-KTDP< dated September 14, 2007, No. 7265/BKH-KTDP< dated October 5, 2007, and No. 6428/BKH-KTDP< dated September 5, 2007 regarding investment norms and capital allocation to implement Program 135,
DECISION:
Article 1. The investment norms for projects under Program 135 for the year 2007 shall be adjusted as follows:
1. For particularly difficult hamlets and villages in Zone II communes:
a) Project to Support Production Development: 30 million VND per hamlet or village.
b) Project for Infrastructure: 150 million VND per hamlet or village.
c) Project for Training Commune Cadres and Community Members: 15 million VND per hamlet or village.
d) Policy to Support Improvement of People's Livelihood: implemented based on the number of beneficiaries according to regulations.
2. For communes implementing Phase II of Program 135: apply the investment norms stipulated in Decision No. 1102/QD-TTg dated August 18, 2006 of the Prime Minister.
Article 2. The investment norms for projects under Program 135 for the year 2008 shall be applied as follows:
1. For communes implementing Phase II of Program 135:
a) Project to Support Production Development: 200 million VND per commune (investment capital: 95 million VND per commune; operational capital: 105 million VND per commune).
b) Project for Infrastructure: 800 million VND per commune.
c) Project for Training Commune Cadres and Community Members: 60 million VND per commune.
d) Policy to Support Improvement of People's Livelihood: implemented based on the number of beneficiaries according to regulations.
2. For particularly difficult hamlets and villages in Zone II communes:
a) Project to Support Production Development: 30 million VND per hamlet or village.
b) Project for Infrastructure: 150 million VND per hamlet or village.
c) Project for Training Commune Cadres and Community Members: 15 million VND per hamlet or village.
d) Policy to Support Improvement of People's Livelihood: implemented based on the number of beneficiaries according to regulations.
Article 3. The Ministry of Planning and Investment shall take the lead and coordinate with the Committee for Ethnic Minorities Affairs and the Political Bureau to allocate specific funds to localities based on the investment norms stipulated in this Decision and the number of communes, hamlets, and villages that have been decided to be invested in Phase II of Program 135 according to regulations.
Article 4. This Decision shall take effect from the date of signing.
Article 5. THE MINISTERS, HEADS OF GOVERNMENT-LEVEL MINISTRIES, HEADS OF GOVERNMENT-LEVEL AGENCIES, AND CHAIRMEN OF PROVINCE AND CITY PEOPLE'S COMMITTEES DIRECTLY UNDER THE CENTRAL GOVERNMENT SHALL BE RESPONSIBLE FOR ENFORCING THIS DECISION./.
