PRIME MINISTER

        On the basis of the Law on Government Organization dated December 15, 2001;

        On the basis of the Decree No. 36/CP dated April 24, 1997 of the Government on the issuance of the Regulations on Industrial Zones, Export Processing Zones, and High-Tech Zones;

        On the basis of the Decree No. 52/CP dated July 8, 1999 of the Government on the issuance of the Management Regulation for Investment and Construction;

        In accordance with the proposal of the Chairman of the People's Committee of Ho Chi Minh City at the Report No. 2846/UB-VX dated August 19, 2002, the opinions of the Minister of Planning and Investment, the Minister of Home Affairs, and the Minister of Science and Technology, Establish the Ho Chi Minh City High-Tech Zone under the People's Committee of Ho Chi Minh City, with a scale of 804 hectares located in District 9 of Ho Chi Minh City.

DECISION:

Article 1. The Ho Chi Minh City High-Tech Zone is an economic-technical area built and developed based on high technology, having special characteristics aimed at attracting foreign investment, while mobilizing domestic resources in science and high technology to form a modern production force, effectively combining business production with research, absorption, transfer, development of high technology, and training human resources to serve the high-tech industry, contributing to improving the efficiency of business operations, creating a driving force to promote the industrialization and modernization of the country.

Article 2. Entrust the People's Committee of Ho Chi Minh City:

Article 3. a) To direct the implementation of the steps to build the Ho Chi Minh City High-Tech Zone according to current regulations; submit

b) To perform state management functions over the Ho Chi Minh City High-Tech Zone according to current regulations.

The Ministers: Ministry of Science and Technology, Ministry of Planning and Investment, Ministry of Finance, Ministry of Construction, Ministry of Agriculture and Rural Development, Ministry of Natural Resources and Environment, Ministry of Industry, Ministry of National Defense, Ministry of Home Affairs; Governor of the State Bank of Vietnam, Chairman of the People's Committee of Ho Chi Minh City, and heads of relevant agencies are responsible for implementing this Decision.

Article 4. This Decision takes effect fifteen days after the date of signature.

The Ministers: Minister of Science and Technology, Minister of Planning and Investment, Minister of Finance, Minister of Construction, Minister of Agriculture and Rural Development, Minister of Natural Resources and Environment, Minister of Industry, Minister of National Defense, Minister of Home Affairs; Governor of the State Bank of Vietnam, Chairman of the People's Committee of Ho Chi Minh City, and Heads of relevant agencies shall be responsible for implementing this Decision.
