Regarding the adjustment of administrative boundaries of Kiến Thụy district to establish Dương Kinh district; establishing Đồ Sơn district; establishing wards under Dương Kinh, Đồ Sơn districts and Hải Phòng city

Pursuant to the Law on Organization of the Government dated December 25, 2001;
Considering the proposal of the Minister of Home Affairs and the Chairman of the National Assembly; of the People's Committee of Hải Phòng city,
DECREE:
Article 1. Adjusting the administrative boundaries of Kiến Thụy district to establish Dương Kinh district; establishing Đồ Sơn district; establishing wards under Dương Kinh, Đồ Sơn districts and Hải Phòng city as follows:
1. Establishing Dương Kinh district
Establishing Dương Kinh district under Hải Phòng city based on adjusting 4,584.87 hectares of natural area and 50,051 population from Kiến Thụy district (including the entire natural area and population of the communes: Anh Dũng, Hưng Đạo, Đa Phúc, Hòa Nghĩa, Hải Thành and Tân Thành commune of Kiến Thụy district).
Administrative boundary of Dương Kinh district: East borders with Hải An district and the Northern Gulf; West borders with Kiến Thụy district and Kiến An district; South borders with Đồ Sơn district; North borders with Ngô Quyền district and Lê Chân district.
2. Establishing Đồ Sơn district
Establishing Đồ Sơn district under Hải Phòng city based on the entire 3,141.89 hectares of natural area and 35,561 population of Đồ Sơn town (including the entire natural area and population of the wards: Ngọc Hải, Vạn Sơn, Vạn Hương, Ngọc Xuyên and Bàng La commune) and 1,095.40 hectares of natural area and 15,856 population of Hợp Đức commune, Kiến Thụy district.
Administrative boundary of Đồ Sơn district: East borders with the Northern Gulf; West borders with Kiến Thụy district; South borders with the Northern Gulf; North borders with Dương Kinh district.
3. Establishing wards under Dương Kinh district
a) Establishing Đa Phúc ward based on the entire 595.64 hectares of natural area and 9,666 population of Đa Phúc commune.
Đa Phúc ward has 595.64 hectares of natural area and 9,666 population. Administrative boundary of Đa Phúc ward: East borders with Hưng Đạo ward; West borders with Kiến An district; South borders with Kiến Thụy district; North borders with Lê Chân district and Kiến An district.
b) Establishing Hưng Đạo ward based on the entire 627.05 hectares of natural area and 10,265 population of Hưng Đạo commune.

d) Establishing Hải Thành ward based on the entire 532.69 hectares of natural area and 5,659 population of Hải Thành commune.

đ) Establishing Hòa Nghĩa ward based on the entire 1,114.26 hectares of natural area and 12,245 population of Hòa Nghĩa commune.

4. Establishing some wards under Đồ Sơn district
a) Establishing Bàng La ward based on the entire 966.73 hectares of natural area and 8,765 population of Bàng La commune.

b) Establishing Minh Đức ward based on adjusting 523.80 hectares of natural area and 7,763 population of Hợp Đức commune.

Administrative boundary of Minh Đức ward: East borders with Ngọc Xuyên ward and Dương Kinh district; West borders with Kiến Thụy district; South borders with Bàng La ward; North borders with Hợp Đức ward.
c) Establishing Hợp Đức ward based on the entire 571.60 hectares of natural area and 8,093 remaining population of Hợp Đức commune.

Administrative boundary of Hợp Đức ward: East borders with Dương Kinh district; West borders with Kiến Thụy district; South borders with Minh Đức ward; North borders with Dương Kinh district.
After adjusting the administrative boundaries of Kiến Thụy district to establish Dương Kinh district, Đồ Sơn district and establishing some affiliated wards:
Dương Kinh district has 4,584.87 hectares of natural area and 50,051 population, with 6 affiliated administrative units, including Đa Phúc, Hưng Đạo, Anh Dũng, Hải Thành, Hòa Nghĩa and Tân Thành wards.
Đồ Sơn district has 4,237.29 hectares of natural area and 51,417 population, with 7 affiliated administrative units, including Ngọc Hải, Vạn Sơn, Vạn Hương, Ngọc Xuyên, Bàng La, Minh Đức and Hợp Đức wards.
Kiến Thụy district remains 10,753 hectares of natural area and 126,041 population, with 18 affiliated administrative units, including Đông Phương, Đại Đồng, Hữu Bằng, Thuận Thiên, Du Lễ, Ngũ Phúc, Kiến Quốc, Thụy Hương, Thanh Sơn, Đại Hà, Ngũ Đoan, Tân Trào, Đoàn Xá, Đại Hợp, Tú Sơn, Tân Phong, Minh Tân communes and Núi Đối town.
Hải Phòng city has 1,507,570 hectares of natural area and 1,884,685 population, with 15 affiliated administrative units, including Hồng Bàng, Lê Chân, Ngô Quyền, Kiến An, Hải An, Dương Kinh, Đồ Sơn districts and An Dương, An Lão, Kiến Thụy, Thuỷ Nguyên, Tiên Lãng, Vĩnh Bảo, Cát Hải and Bạch Long Vĩ counties.
Article 2. This Decree takes effect 15 days after its publication in the Official Gazette. All previous regulations contrary to this Decree are abolished.
Article 3. The Minister of Interior, the Chairman of the People's Committee of Haiphong City, and the Heads of relevant agencies are responsible for implementing this Decree.
