DIRECTIVE
ON YOUTH PARTICIPATION IN ECONOMIC AND SOCIAL PROGRAMS
To implement Resolution No. 4 of the Central Committee of the Communist Party (Term VII) on strengthening the leadership of the Party over youth work and to fully utilize the role of young people in implementing economic and social programs, the Prime Minister issues the following directives to relevant ministries, sectors, and local authorities:
1. Regarding employment for young people, the main direction is for young people to seek suitable jobs themselves, contribute capital to develop production, and expand service activities according to policies encouraging various forms of ownership that the State has issued. To create conditions for the Ho Chi Minh Communist Youth Union to actively participate in this issue, the State Planning Commission, Ministry of Finance, State Bank, Ministry of Labor, Invalids and Social Affairs, and related ministries and sectors shall cooperate with the Ho Chi Minh Communist Youth Union to provide investment capital for the Union to establish some vocational training centers and job introduction centers for young people based on projects approved by competent authorities. Local People's Committees at all levels (province, city, district, and county) shall proactively coordinate with the Ho Chi Minh Communist Youth Union to develop employment programs for young people within their jurisdiction, providing convenient material conditions within their capacity to help build such centers.
These centers will operate under general management mechanisms and specific regulations set by the Central Committee of the Ho Chi Minh Communist Youth Union at the central level and provincial cities responsible for managing and directing these centers to operate effectively.
2. The State Planning Commission, Ministry of Finance, State Bank, Ministry of Agriculture and Food Industry, and Ministry of Forestry shall create favorable conditions for the Communist Youth Union to actively participate in agricultural extension programs, provide investment capital, and guide planning for the Central Committee of the Ho Chi Minh Communist Youth Union to establish some centers for transferring advanced agricultural techniques to young people in economic regions such as the Red River Delta, Mekong Delta, Northwest, Central Highlands, with particular attention to fruit tree centers. These centers will operate through a combination of technical training and model demonstration, mobilizing broad participation from the public.
The Ministry of Agriculture and Food Industry, Ministry of Forestry, and the Vietnam Academy of Science and Technology shall provide guidance and support for the operation of these centers. The Central Committee of the Ho Chi Minh Communist Youth Union shall be responsible for managing and directing these centers to operate effectively.
3. The State Planning Commission, Ministry of Finance, Ministry of Labor, Invalids and Social Affairs, Ministry of Education and Training, and Ministry of Health shall allocate budgets, reorganize existing facilities, clearly define plans, and provide investment capital for the Ho Chi Minh Communist Youth Union to establish some facilities for medical treatment, literacy education, vocational training, production bases, and job placement for children in difficult circumstances, street children, young people addicted to heroin, and women engaged in prostitution. These facilities will be located in Hanoi, Ho Chi Minh City, Hue, Da Nang, Hai Phong, Nha Trang, and Can Tho. People's Committees of the aforementioned provinces and cities shall provide material conditions to build these facilities.
4. The Central Committee of the Ho Chi Minh Communist Youth Union shall develop a proposal and discuss with the State Planning Commission, relevant ministries, and the Ministry of Labor, Invalids and Social Affairs regarding the Youth Union receiving capital to construct and implement projects under Decision No. 327-CT dated September 15, 1992, of the Chairman of the Council of Ministers concerning afforestation of barren hills and mountains... based on projects already approved by competent authorities.
The State Planning Commission, State Bank, Ministry of Finance, and Ministry of Labor, Invalids and Social Affairs shall balance the budget to find additional sources of funding, or allocate from the national fund for job creation to provide initial capital for young people to start businesses and find jobs, especially local banks and credit organizations should prioritize loans for poor young households for production and business operations, with support from the Ho Chi Minh Communist Youth Union from the commune level upwards.
The Communist Youth Union shall organize and mobilize young people to settle on some islands to develop the economy, build new residential areas on islands, such as Bai Long Vi Island, Tho Chu Island, Truong Sa Islands, Con Dao Island, etc.
The Ministry of Fisheries, Ministry of National Defense, relevant ministries and sectors, and People's Committees of the provinces and cities shall create conditions to assist the Ho Chi Minh Communist Youth Union in building islands into economic zones and residential areas.
5. Starting from 1994, the Ho Chi Minh Communist Youth Union shall be a key entity in developing economic and social programs, including agricultural extension programs, poverty reduction programs, projects under Decision No. 327-CT dated September 15, 1992, of the Chairman of the Council of Ministers, and projects funded from the job creation fund, with allocated capital provided at the beginning of the year for the Youth Union to implement and manage programs and projects approved by competent authorities.
6. Ministries, sectors, and People's Committees of the provinces and cities shall have specific plans to coordinate with the Ho Chi Minh Communist Youth Union to effectively implement the above contents, organizing young people's participation in state economic and social programs efficiently.
The Central Committee of the Ho Chi Minh Communist Youth Union is requested to strengthen guidance for grassroots Youth Union organizations to proactively propose vocational training projects and production organization projects with appropriate forms using capital contributed by young people and state support; guide all levels of the Youth Union on the content, procedures, and methods for developing programs and projects; and develop various social activities, such as "Young Family Clubs," to assist rural youth in implementing family planning plans, transferring technology, exchanging experiences, and capital for developing production, and carrying out local socio-economic programs, thereby increasing income and improving the quality of life.
The Minister, Head of the Government Office, and the Deputy Prime Minister responsible for youth affairs and sports shall monitor, urge, and regularly report to the Prime Minister on the results of implementing this directive./.
