THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT
Pursuant to the Law on Legislative Acts of 03 June 2008;
Pursuant to Decree No. 16/2013/NĐ-CP dated February 6, 2013 of the Government on reviewing and systematizing normative legal documents;
Pursuant to Decree No. 199/2013/ND-CP dated November 26, 2013 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development
Considering the proposal of the Director of the Legal Department,
DECISION:
Article 1. Annexed to this Decision is the result of the consolidation of legal normative documents within the scope of management under the Ministry of Agriculture and Rural Development up to December 31, 2013, including:
1. The consolidated set of legal normative documents still in effect within the scope of management under the Ministry of Agriculture and Rural Development up to December 31, 2013;
2. A comprehensive list of legal normative documents subject to consolidation within the scope of management under the Ministry of Agriculture and Rural Development up to December 31, 2013;
3. A list of legal normative documents still in effect within the scope of management under the Ministry of Agriculture and Rural Development up to December 31, 2013;
4. A list of legal normative documents that have been fully or partially invalidated within the scope of management under the Ministry of Agriculture and Rural Development up to December 31, 2013;
5. A list of legal normative documents requiring amendment, supplementation, replacement, abolition, or issuance of new documents within the scope of management under the Ministry of Agriculture and Rural Development up to December 31, 2013.
Article 2. Based on the results of the consolidation of legal normative documents published in this Decision:
1. The Legal Affairs Department shall take the lead in coordinating with the Information Technology and Statistics Center and relevant units to publish the results of the consolidation of legal normative documents on the Ministry of Agriculture and Rural Development's electronic information website; submit for publication in the Official Gazette the list of legal normative documents that have been fully or partially invalidated within the scope of management under the Ministry of Agriculture and Rural Development up to December 31, 2013, in accordance with the provisions of the law.
2. Based on the list of documents in Clause 5, Article 1 of this Decision, relevant units under the Ministry shall promptly draft and submit to competent authorities for issuance of legal normative documents for amendment, supplementation, replacement, abolition, or issuance of new documents. In cases where these documents have not been included in the Ministry’s or higher-level agency’s plan or program for drafting legal normative documents, they shall promptly propose their inclusion in such plans or programs.
Article 3. This Decision shall take effect from the date of signing.
Heads of units under the Ministry and related agencies are responsible for implementing this Decision./.
