Regarding the establishment of communes under Bac Quang district
and the establishment of Quang Binh district, Ha Giang province

THE GOVERNMENT
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Considering the proposal of the Minister of Interior and the Chairman of the People's Committee of Ha Giang province;
DECREE:
Article 1. Now, the administrative boundaries are adjusted to establish communes under Bac Quang district and adjust the administrative boundaries of Bac Quang, Hoang Su Phi, and Xin Man districts to establish Quang Binh district, Ha Giang province as follows:
1. Establish Tan Bac commune under Bac Quang district based on 5,690 hectares of natural area and 3,644 population of Tan Trinh commune.
Administrative boundary of Tan Bac commune: East borders Tan Trinh commune; West borders Yen Binh commune; South borders Bang Lang commune; North borders Hoang Su Phi district.
After establishing Tan Bac commune, Tan Trinh commune remains with 5,102 hectares of natural area and 4,192 population.
2. Establish Dong Thanh commune under Bac Quang district based on 3,891.10 hectares of natural area and 2,293 population of Dong Yen commune, 1,478 hectares of natural area and 443 population of Vinh Hao commune.
Dong Thanh commune has 5,369.1 hectares of natural area and 2,736 population.
Administrative boundary of Dong Thanh commune: East borders Tuyen Quang province; West borders Dong Yen commune; South borders Yen Bai and Tuyen Quang provinces; North borders Vinh Phuc, Vinh Hao communes and Vinh Tuy town.
After establishing Dong Thanh commune:
- Dong Yen commune remains with 4,053.90 hectares of natural area and 6,034 population.
- Vinh Hao commune remains with 5,082 hectares of natural area and 4,565 population.
3. Establish Quang Binh district based on 52,767 hectares of natural area and 42,947 population (including all communes Ban Ria, Yen Thanh, Yen Binh, Bang Lang, Xuan Giang, Na Khuong, Yen Ha, Tien Yen, Huong Son, Tan Trinh, Vi Thuong, Tan Bac) of Bac Quang district; 17,013 hectares of natural area and 5,457 population (including all communes Tien Nguyen, Xuan Minh) of Hoang Su Phi district; 7,683 hectares of natural area and 2,482 population (all of Tan Nam commune) of Xin Man district.
Quang Binh district has 77,463 hectares of natural area and 50,886 population, including 15 administrative units comprising communes Ban Ria, Yen Thanh, Yen Binh, Bang Lang, Xuan Giang, Na Khuong, Yen Ha, Tien Yen, Huong Son, Tan Trinh, Vi Thuong, Tan Bac, Tien Nguyen, Xuan Minh, Tan Nam.
Administrative boundary of Quang Binh district: East borders Bac Quang district; West borders Lao Cai province; South borders Bac Quang district and Yen Bai province; North borders Hoang Su Phi and Xin Man districts.
After adjusting the administrative boundaries to establish Quang Binh district:
- Bac Quang district remains with 108,359 hectares of natural area and 102,293 population, including 23 administrative units comprising communes Dong Tam, Dong Tien, Dong Yen, Duc Xuan, Bang Hanh, Hue An, Kim Ngoc, Lien Hiep, Quang Minh, Tan Lap, Tan Quang, Tan Thanh, Thuan Binh, Tien Kieu, Vo Dem, Viet Hong, Viet Vinh, Vinh Hao, Vinh Phuc, Dong Thanh and towns Viet Quang, Vinh Tuy.
- Hoang Su Phi district remains with 62,942 hectares of natural area and 53,447 population, including 25 administrative units comprising communes Dan Van, Ban Loc, Ban Mai, Ban Nhung, Ban Peo, Ban Phung, Chien Pho, Ho Thau, Nang Don, Nam Son, Nam Dich, Nam Khoa, Nam Ty, Ngam Dang Ve, Po Lo, Po Ly Ngai, San Sa Ho, Tan Tien, Ta Su Chong, Tong Nguyen, Thang Tin, Then Chu Phin, Tu Nhan, Tung San and Vinh Quang town.
- Xin Man district remains with 58,192 hectares of natural area and 50,748 population, including 19 administrative units comprising communes Na Chi, Khuon Lung, Quang Nguyen, Ban Diu, Ban Ngo, Che La, Chi Ca, Coc Pai, Coc Re, Nan Ma, Nan Xyn, Nam Din, Ngan Chien, Pa Va Su, Ta Nhu, Then Phang, Thu Ta, Trung Thinh, Xin Man.
Article 2. This Decree shall take effect fifteen days after its publication in the Official Gazette. All previous provisions contrary to this Decree are hereby abolished.
Article 3. The Chairman of the People's Committee of Ha Giang province, the Minister of Interior and heads of related agencies are responsible for implementing this Decree./.
