REGARDING THE REPORT ON FINAL ACCOUNTS FOR 1997 AND IMPLEMENTATION OF THE 1998 PLAN
IMPLEMENTATION PLAN FOR THE YEAR 1998

EAST SEA - ISLAND PROGRAM

Implementing Circular Jointly Issued by the Ministry of Planning and Investment, the Ministry of Finance, and the Government Border Committee No. 06/KHĐT-TC-BBGCP dated July 25, 1996 on the use of the East Sea - Island program budget; Circular No. 66/TC-ĐTPT dated November 2, 1996 of the Ministry of Finance on guiding final accounts for basic construction investment; the Ministry of Finance reminds ministries, sectors, and localities using East Sea - Island program funds of the following points:

I. ON THE REPORT OF FUNDS IN 1997 AND FINAL ACCOUNTS OF COMPLETED PROJECTS:

1. Report on funds in 1997:

- When the 1997 plan year ends, the project owner must prepare a report on accounting for investment capital implemented during the year to be sent to the ministry or sector in charge (for projects at the central level), and to the provincial finance and price department (for projects at the local level). Ministries, sectors, and provincial finance and price departments must review and consolidate the reports to be submitted to the Ministry of Finance according to the content and attached forms.

- Due to the special nature of the East Sea - Island program funds, the first quarter of 1997 still received the remaining plan of 1996 for ongoing work unfinished in 1996; it is requested that project owners, ministries, sectors, and provincial finance and price departments clearly report the implementation of funds in 1997, separating the portion of funds from 1996 allocated in the first quarter of 1997.

- Reporting time: Project owners must send their reports to the ministries, sectors in charge, and provincial finance and price departments no later than March 31, 1998; ministries, sectors in charge, and provincial finance and price departments must submit their reports to the Ministry of Finance no later than April 15, 1998.

2. Report on final accounts of basic construction investment and completed scientific research topics:

- Construction projects are reported according to the content, forms, and reviewed for final accounts according to the provisions of Circular No. 66/TC-ĐTPT dated November 2, 1996 of the Ministry of Finance.

- Reports on final accounts of industrial products and ships are made according to the approved budget items and cost categories under current regulations. The final account report and approval request for prices must be sent to the Ministry of Finance and the State Price Board at least seven days before the price review council chaired by the State Price Board convenes.

- Scientific research topic final accounts are carried out according to Decision No. 257 TC/CĐKT and Circular No. 15/TC-HCVX dated May 29, 1992 of the Ministry of Finance and other specific guidelines under current regulations.

II. ON THE IMPLEMENTATION OF THE 1998 PLAN:

- After receiving the official 1998 plan index, it is requested that ministries, sectors, and localities immediately notify project owners to implement.

- Domestic production projects, imported equipment, and construction works under the East Sea - Island program must organize bidding in accordance with current regulations.

- Research, testing, basic investigation, information, propaganda about sea and islands... projects of some specialties, projects requiring special confidentiality if not bidding must have a decision from the competent authority.

- To enable the Ministry of Finance to base the advance payment of capital for new projects started according to regulations:

+ Projects must have feasibility study reports,

+ Approved design and budget estimates,

+ Approval decision on bidding results (or direct award),

+ Construction contracts (or purchase contracts).

For ongoing projects, there must be a report on completed volume (or work) according to the progress reported by the project owner, verified and confirmed by the ministry or sector in charge (for central projects), and the provincial finance and price department (for local projects) in accordance with current regulations, to be submitted to the Ministry of Finance.

The above are some points the Ministry of Finance reminds ministries, sectors, and localities using funds from the East Sea - Island program to improve financial management and timely implementation of the 1998 plan effectively.

If it is a scientific research topic, record the items: salary and outsourcing fees, raw materials, tools, spare parts, and energy, specialized machines and equipment, small construction and minor repairs serving research, administrative management, and other expenses of the topic.

- Approved total estimate: including initial approval and supplementary approval by the competent authority. If the project uses multiple sources of funding, separate the East Sea - Island program funds.

- Volume completed: for construction projects and industrial products, shipbuilding, it is the volume completed according to the approved estimate. For scientific research topics, it is the progress of work completed according to the approved estimate.

- VOLUME OF IMPLEMENTATION: for construction works of shipbuilding products, it is the volume implemented according to the approved budget that has been accepted upon completion. For scientific research projects, it is the progress of work completed according to the approved budget that has been accepted upon completion.
