On the basis of Decree No. 86/2012/NĐ-CP dated October 19, 2012, issued by the Government detailing and guiding implementation of certain provisions of the Metrology Law;

Pursuant to Decision No. 107/2009/QD-TTg dated August 26, 2009 of the Prime Minister stipulating the functions, tasks, powers, and organizational structure of the Vietnam Highway Administration under the Ministry of Transport;

Pursuant to Circular No. 09/2013/TT-BGTVT dated May 6, 2013 of the Minister of Transport on issuing the National Technical Regulations on vehicle weight inspection stations - QCVN 66:2013/BGTVT;

Considering the proposal of the Director of the Science, Technology, Environment and International Cooperation Department,

DECISION:

Article 1. Issued together with this Decision Operation and maintenance procedures for mobile vehicle weight inspection stations.

Article 2. This Decision shall take effect from the date of signing.

Article 3. The Heads of the Office, Inspectorate, Departments, Directors of the Construction Management Department, Heads of relevant agencies of provinces and centrally governed cities, Heads of units and individuals related shall be responsible for implementing this Decision./.

Operation and maintenance procedures for mobile vehicle weight inspection stations

Chapter 1.

GENERAL PROVISIONS

Article 1. Scope and Applicability

Article 1. These procedures apply generally to the operation and maintenance work of mobile vehicle weight inspection stations (MVWIS) for checking vehicle weights on roads.

Article 2. These procedures apply to organizations and individuals involved in the management, operation, and maintenance of MVWIS.

Article 2. Interpretation of Terms

In these procedures, the following terms are understood as follows:

1. "Mobile Vehicle Weight Inspection Station" is a station equipped with portable, handheld, or vehicle-mounted devices for monitoring and handling overloaded and oversized vehicles at locations required by authorized authorities; the MVWIS operates according to the operational regulations of the MVWIS issued by the provincial People's Committee;

2. "Vehicle Overload Scale" is a portable scale used to check vehicle weight that can operate in two modes: static weighing mode and low-speed dynamic weighing mode;

3. "Specialized Vehicle" is a vehicle specially designed to install equipment for monitoring and handling overloaded and oversized vehicles;

4. "Station Manager of MVWIS" is the person assigned by the authorized authority to manage and direct the operations of the MVWIS;

5. "Shift Leader" is the person assigned by the authorized authority or the Station Manager of MVWIS to manage and direct the operations of the MVWIS during a shift;

6. "Technical Scale Staff" is the person trained to use the equipment of the MVWIS and assigned to operate the equipment of the MVWIS;

7. "Manufacturer's Operation and Maintenance Guidelines" are detailed operation and maintenance guidelines prepared and provided by the equipment manufacturer according to the acceptance documentation;

Chapter 2.

OPERATION AND MAINTENANCE OF MVWIS

PART 1. BASIC REQUIREMENTS

Article 3. Equipment and technical scale staff of the MVWIS

Clause 1. Depending on specific conditions, the MVWIS may be equipped with the following devices:

a) A direct display overload vehicle scale connected to a computer for confirming the weight;

b) Computer, printer, and mobile network connection devices;

c) Vehicle speed measuring device while moving;

d) Measuring tools;

đ) Binoculars, camera, video recorder;

e) Various types of extension cords and signal cables;

g) Various types of mobile signs;

h) Fixed or handheld loudspeakers;

i) Specialized vehicle;

k) Other supporting devices.

Clause 2. During operation, the MVWIS uses grid electricity. In case there is no grid electricity, it uses power from the specialized vehicle.

Clause 3. At least four technical scale staff are required to operate the MVWIS.

Article 4. Testing and inspection of equipment

The overload vehicle weighing devices and mobile vehicle speed measuring devices (if any) must be tested and inspected according to the current measurement regulations as required by QCVN 66:2013/BGTVT before conducting on-road vehicle weight checks.

Specifically, the overload vehicle weighing devices must undergo initial inspection, periodic inspection, and post-repair inspection in accordance with the manufacturer's guidelines and must comply with the Vietnamese technical measurement document ĐLVN26:2012 Portable Overload Vehicle Weighing Scales - Inspection Procedures (or any amended version thereof).

Article 5. Selection of station KTTTXLĐ location

1. The temporary station KTTTXLĐ is established on a section of road requiring control and enforcement of overloaded vehicles at locations that have sufficient conditions for arranging measurement devices and parking spaces, ensuring safety for equipment and traffic.

2. Stations KTTTXLĐ shall only be set up at locations with two lanes or more and must have a sufficiently wide shoulder or natural land beside the road to serve the purpose of stopping and parking vehicles.

3. The location of the station KTTTXLĐ must ensure adequate visibility, with an average longitudinal slope within a length of 50 meters at the weighing scale placement area being less than 2%. On the portable weighing scale placement area, the longitudinal and transverse slopes must be below 1%.

4. The base for placing scales on the portable weighing scale placement area must be made of reinforced concrete, with a flat surface to ensure balanced placement of scales; the base must have a minimum load-bearing capacity three times the maximum allowable load limit; it must not sink unevenly, excessively, or deform under load. The minimum width of the base is 3.5 meters, and the minimum length is 6 meters to ensure sufficient area for placing portable scales and the ramp leading to the scales lying entirely on the base.

5. The management and operation unit of the station KTTTXLĐ is responsible for surveying and selecting potential locations for setting up stations KTTTXLĐ on national highways and local roads to prepare the site for station placement in compliance with the above requirements.

Article 6. Arrangement of equipment on specialized automobiles

On specialized automobiles of the station KTTTXLĐ, equipment must be neatly arranged to ensure the safety of the equipment during work and movement. Refer to Appendix 1 for the arrangement of equipment on specialized automobiles.

Article 7. Arrangement of station KTTTXLĐ

Refer to Appendix 2 for the arrangement of equipment at the station KTTTXLĐ location. Depending on specific site conditions, the placement of equipment may be adjusted accordingly.

SECTION 2. OPERATION OF STATION KTTTXLĐ

Article 8. Installation and trial operation of station KTTTXLĐ equipment

1. At the station KTTTXLĐ location, the equipment is transported down and installed on the ground according to the guidance provided in Article 7.

2. The installation process of the equipment must follow the Operation and Maintenance Guide provided by the supplier and must ensure the safety of the equipment.

3. After installation, the equipment must be trial-operated to ensure the entire system operates smoothly and to set the main working parameters into the vehicle weight control software.

Article 9. Operation of specialized automobiles

1. Operating specialized automobiles must adhere to the following principles:

a) Start and operate specialized automobiles according to the instructions in the vehicle user manual;

b) Before starting the vehicle, visually check the vehicle's condition. Only start the vehicle if no abnormal conditions are detected;

c) When stopping the vehicle at the location of the mobile station KTTTX, turn on the yellow signal lights;

d) Specialized automobiles must be parked on a wide shoulder without obstructing the view of other vehicles;

đ) In stationary mode: after every four hours of continuous operation, the engine must be turned off (shut down) for at least one hour.

2. The driver of the specialized automobile must hold a valid driving license as prescribed and must comply with road traffic rules when participating in traffic on the road.

3. Drivers maintain a logbook tracking the use of specialized automobiles according to the model provided in Appendix 3.

Article 10. Operation of Overload Vehicle Inspection Scales

The operation of overload vehicle inspection scales to check vehicle load must comply with the following principles:

1. Always operate the overload vehicle inspection scale in dynamic weighing mode. Switch to static weighing mode only when necessary;

2. Ensure that vehicles pass over the overload vehicle inspection scale straight, with wheels within the operational range of the scale, and at a speed ≤ 5 km/h (or ≤ 10 km/h depending on the technical specifications of the overload vehicle inspection scale);

3. If the wheels exceed the operational range of the overload vehicle inspection scale or if the vehicle passes over the scale at a speed exceeding the permitted limit, reweighing must be conducted;

4. Protective devices for connections between the scale and other equipment (cables or data transmission antennas) must be provided, and wheels must not directly press on these devices;

5. When operating in static weighing mode, technical staff must guide drivers to avoid braking and stopping on the guidance strip;

6. The overload vehicle inspection scale and connected equipment may operate in rainy conditions but must not be operated in flooded conditions.

Article 11. Installation and Removal of Equipment at Overload Vehicle Inspection Stations

1. Before ceasing operations at the overload vehicle inspection station, all equipment must be shut down according to the sequence specified in the Operator and Maintenance Guide provided by the supplier.

2. The installation and removal of equipment onto specialized vehicles must be carried out according to the specific sequence detailed in the Operator and Maintenance Guide provided by the supplier, ensuring the safety of the equipment.

Article 12. Operation of Other Equipment

Other equipment must be operated according to the specific instructions provided in the Operator and Maintenance Guide supplied by the manufacturer.

Section 3. MAINTENANCE OF OVERLOAD VEHICLE INSPECTION STATIONS

Article 13. Maintenance Work for Equipment at Overload Vehicle Inspection Stations

1. Maintenance work for equipment at overload vehicle inspection stations includes regular maintenance, periodic maintenance, and repairs.

2. Maintain a logbook for tracking maintenance work on equipment at overload vehicle inspection stations using the form provided in Appendix 4.

Article 14. Maintenance of Specialized Vehicles

1. Specialized vehicles must be maintained according to the maintenance guidelines in the User Manual.

2. Conduct periodic maintenance on specialized vehicles according to the usage conditions in harsh environments.

3. During maintenance, if any damage requiring repair or incidents needing repair are discovered, the driver must prepare a repair request form and submit it to the management and operation unit of the overload vehicle inspection station.

4. Maintain a logbook for tracking the maintenance and repair process of specialized vehicles using the form provided in Table 1 - Appendix 4.

Article 15. Maintenance of Overload Vehicle Inspection Scales

1. After completing the shift, clean the scale equipment and inspect the condition of the connections between the scale and other equipment.

2. Conduct periodic maintenance on overload vehicle inspection scales according to the specific instructions provided in the Operator and Maintenance Guide supplied by the manufacturer.

3. In case of malfunction during operation, handle it according to the specific instructions provided in the Operator and Maintenance Guide supplied by the manufacturer. If the malfunction cannot be resolved, the Head of the Overload Vehicle Inspection Station must prepare a repair request form and submit it to the management and operation unit of the overload vehicle inspection station. After repair, a re-inspection must be conducted as required.

4. Maintain a logbook for tracking calibration and repair of overload vehicle inspection scales using the form provided in Table 2 - Appendix 4.

Article 16. Maintenance of other equipment

1. After the end of the work shift, the equipment must be cleaned to ensure cleanliness. For optical equipment, specialized cleaning tools according to the manufacturer's instructions must be used.

2. Equipment maintenance shall be carried out in accordance with the manufacturer's instructions.

3. In case of equipment malfunction, the malfunction shall be handled according to the manufacturer's instructions. If the malfunction cannot be resolved, the Head of the KTTTXLĐ Station shall decide on repair at a suitable repair unit.

4. A record of maintenance and repair of equipment shall be established according to the model in Table 3 - Appendix 4.

Chapter 3.

IMPLEMENTATION

Article 17. Implementation Organization

1. Vietnam Highway Administration

a) Organize training for local trainees in management, operation, and maintenance of the KTTTXLĐ station.

b) Conduct inspections of management, operation, and maintenance activities of KTTTXLĐ stations in local areas.

2. Provincial People's Committee

a) Issue the Operation Regulations of the KTTTXLĐ station.

b) Allocate annual funds for the operation and maintenance of the KTTTXLĐ station.

c) Organize training and issue certificates of training in operation and maintenance of the KTTTXLĐ station to technical staff, and send the list of certificate issuance to the Vietnam Highway Administration (Training Certificate Model according to Appendix 5).

3. Unit managing and operating the KTTTXLĐ station

a) Develop a budget plan to organize activities, operation, and maintenance of the KTTTXLĐ station annually.

b) Operate and maintain the KTTTXLĐ station according to this Procedure and the maintenance and operation guidelines provided by the supplier.

c) Be responsible for repairing specialized vehicles and overload inspection scales.

4. Head of the KTTTXLĐ station

a) Be responsible for the installation of equipment on specialized vehicles and the installation, setup, and trial operation of equipment at the KTTTXLĐ station location.

b) Maintain a logbook of maintenance activities for equipment at the KTTTXLĐ station.

c) Be responsible for repairing equipment at the KTTTXLĐ station except for specialized vehicles and overload inspection scales.

5. Shift Leader is responsible for the operation of the KTTTXLĐ station during their shift.

Article 18. Effective Date

During the implementation of this Procedure, if there are difficulties or obstacles related to the operation and maintenance of the KTTTXLĐ station, relevant agencies and organizations shall report in writing and propose supplements or amendments to be sent to the Vietnam Highway Administration for consideration and resolution./.
