Decision No. 148/2007/QĐ-TTg Approves the Project "Adjustment and Supplement to the Orientation for Investment and Development of the Economy and Society in the Revolutionary Base Area of Tuyen Quang Province until 2010"

Based on the Law on the Organization of the Government dated December 25, 2001;

考虑到宣光省人民委员会主席的提议（提案第11/TTr-UBND号，二零零七年五月十二日和第1619/UBND-GT号公文，二零零七年七月九日）以及计划与投资部部长的提议（第5602/BKH-TĐ&GSĐT号公文，二零零七年八月六日），

DECISION:

Article 1. 批准《调整、补充宣光省革命根据地经济社会发展投资方向至二零一零年项目》，主要内容如下：

一、宣光省革命根据地区域内的乡范围（以下简称“ATK区”）：共有19个乡，包括：

a) 根据政府总理第26/1998/QĐ-TTg号决定，二零零七年二月六日，有18个乡；

b) 增加一个美榜乡，延山县（老挝抗法政府工作地点）。

2. Objectives:

加快经济结构调整，向增加工业和服务比重、减少农业比重的方向转变；有效开发土地、森林和历史革命遗迹等潜力和优势，促进经济社会快速可持续发展；恢复和修缮历史革命和文化遗迹；建设技术基础设施，确保经济社会发展；建设新农村，符合省级总体规划；解决就业问题，实施减贫措施，提高各民族同胞在革命根据地的生活物质和精神水平。

力争到二零一零年达到以下主要指标：

- 年人均收入达1000万越盾；

- 革命根据地区域贫困家庭比例降至22%以下；

- 获得帮助修缮和新建住房的贫困家庭比例达100%；

- 使用电力的家庭比例超过90%；

- 使用清洁水的家庭比例超过80%；

- 收听收看国家广播和电视节目的家庭比例超过90%；

- 五岁以下儿童营养不良率降至15%以下；100%的一岁以下儿童接种了六种疫苗；

- 达到100%的乡设有文化邮政点；每百人拥有7部电话以上；

- 达到100%的乡、村、寨设有文化室和群众文艺队；100%的家庭达到文明户标准；100%的村、寨达到文明村、寨标准；

- 乡级干部、公务员具有中专及以上学历的比例达到100%，其中：大专及以上学历占60%以上；100%的乡、村、寨干部接受过专业知识、业务技能、法律知识和管理技能的培训。

三、主要内容和任务：

a) 关于基础设施建设

- 关于水利：有效管理和利用现有工程；加快渠道硬化；新建一些工程以保障灌溉和排水服务农业生产；

- 关于交通：继续投资升级6条从县到乡的道路，尚未按政府总理第26/1998/QĐ-TTg号决定建设的乡间道路，以及连接乡中心到有历史遗迹的村寨的道路，按山区VI级公路标准铺设沥青；建设藏克桥、贞桥（澄化县）；新建和升级村寨道路，结合重新规划村寨；力争到二零一零年基本完成连接19个ATK乡与县府、市镇、国道2C、255号公路及所有村寨通达乡中心的道路建设。

- 关于生活用水、供电和通信：

提高输电系统的质量，符合规划，改造和发展宣光省二零零六年至二零一零年的电网系统；将国家电网接入所有ATK乡的村寨；安全管理和使用电网，保证生产生活的稳定用电。

继续投资建设和提高乡村邮政文化点的服务效率；建设澄化—金平、新桃—中山—道院、潭槽—中安—道院等光缆线路；提供邮政、电信服务，使每百人拥有7部电话以上。

集中投资建设2651个集中供水工程和井，确保为民众提供足够的清洁饮用水。

b) 关于农林业发展和居民安置规划

- 有效利用4472公顷粮食种植面积，确保粮食安全，形成和发展商品化专业种植区域；

- 妥善保护现有森林面积；新植1870公顷森林；保护68854公顷森林（天然林57881.3公顷；人工林7277.7公顷；承包林3695公顷）；保持并提高革命根据地森林覆盖率超过65%；

- 规划居民聚居区和乡中心，与居民点相结合。搬迁和稳定安置革命根据地区域内1189户居民；集中搬迁位于防护林脆弱区、历史遗迹区、受自然灾害和洪水影响区的居民，迁移到安全且有利于发展的地区定居；

- 加强农业推广、林业推广和渔业推广工作；指导民众生产，主动摆脱贫困；

- 有效管理和利用水利工程，提高灌溉能力。加快渠道硬化，建设中小型水库，为生产提供水源；

- 支持家庭经济发展、家庭农场经济和各种合作经济形式的发展；支持建设一些农村手工艺村；

- 继续发展农村市场体系，在各乡设立满足民众交流和交易需求的服务点。鼓励各种经济成分签订合同，收购农民的农产品和林产品。

c) 关于旅游业发展

- Mobilize resources to concentrate on investing in infrastructure construction, upgrading, restoring historical sites. Restore revolutionary historical cultural relics at the Tan Trao - ATK area in Tan Trao, Trung Yen, Minh Thanh, Binh Yen, Hop Thanh, Tu Thinh communes (Son Duong district), Kim Binh commune (Chiem Hoa district), Kim Quan, My Binh communes (Yen Son district).

- Develop a connection route for national-level ranked revolutionary historical sites and those built with investment from central ministries and sectors to meet tourists' needs visiting Tan Trao - the Capital of the Liberated Zone and the Capital of Resistance. Mobilize capital to develop tourism infrastructure in tourist areas and build the Tan Trao historical tourist site into a national tourist destination.

- Integrate programs and projects for protecting and restoring historical sites, maintaining the environment, and landscape in tourist areas.

d) On education and training development

- Continue to invest in developing the education and training cause in ATK communes; develop all levels of education and fields in a synchronized and balanced manner; invest in kindergartens, primary schools, junior high schools, senior high schools, community learning centers, and regular education centers to meet the learning needs of local children.

- Build some kindergartens, primary schools, and junior high schools to reach national standards by 2010; construct 430 new classrooms, including 166 solid classrooms and 264 semi-solid classrooms.

- Invest in upgrading senior high schools: Kim Binh, Trung Son, ATK Tan Trao to reach national standards by 2010.

- Create fundamental changes in the structure and quality of human resources. Strive to achieve 100% of commune-level cadres and civil servants having a professional level of at least college by 2010.

đ) On healthcare development

- Continue to invest in developing the county healthcare system; build the multi-disciplinary hospital in the ATK region (Trung Son commune, Yen Son district); ensure healthcare services for the people and improve the quality of medical services.

- Promote socialization of healthcare services.

- Effectively implement population and family planning programs.

Strive to achieve 100% of ATK communes maintaining national health standards and having doctors by 2010; 100% of hamlets and villages having health workers integrated with family planning and child welfare volunteers.

e) On building material facilities serving the cultural and spiritual life of the people.

- Invest in constructing radio relay stations and television rebroadcasting stations for communes without radio and television coverage; increase broadcasting time, especially ethnic language programs. Strive to achieve full radio and television coverage in all hamlets and villages in revolutionary base areas by 2010; over 90% of households able to listen to the radio and watch national television programs.

- Invest in cultural facilities serving the people in the region: build four communal cultural houses and 53 village cultural houses.

Improve the quality of mass cultural activities; maintain and develop library networks at cultural houses; equip bookshelves, tables, chairs, books, newspapers, and magazines to serve the people.

g) On poverty reduction and employment generation

- Develop and implement the Poverty Reduction Program for the period 2006-2010; classify poor households according to causes to implement specific and appropriate support measures.

- Generate employment for local labor through specific programs and projects; assign simple technical tasks from investment projects within the locality to local residents.

4. Total investment capital: 516,076 million VND, including:

- State budget capital: 483,429 million VND;

+ Local capital: 67,680 million VND;

+ Central targeted support capital: 170,720 million VND;

+ Integrated other target program capital: 186,240 million VND;

+ Investment through ministries and sectors: 58,789 million VND;

- Borrowed capital: 20,912 million VND;

- Mobilize other sources of capital: 11,735 million VND.

5. Implementation period: from 2008 to the end of 2010.

1. The People's Committee of Tuyen Quang Province shall be responsible for:

a) Establishing the Provincial Project Management Board.

b) Assigning responsibilities for coordination among provincial departments, county and commune People's Committees, and related organizations in implementing the Project.

c) Directing the project owner to prepare component projects for submission to competent authorities for approval in accordance with current regulations.

d) Based on the ability to mobilize capital, integrate various sources of capital, select reasonable priorities for construction projects and components to effectively implement the Project.

đ) Monitor, inspect, supervise, compile information, and promptly address difficulties and obstacles to prevent corruption, waste, and negative phenomena during the implementation of the Project.

2. The Ministry of Planning and Investment shall take the lead, coordinate with the Ministry of Finance and relevant ministries and sectors to balance targeted support capital in the annual state budget plan for Tuyen Quang Province to implement the Project according to the prescribed schedule and timeframe.

3. The central ministries and sectors shall direct their subordinate agencies and units under their management to integrate relevant programs and projects related to investment in the ATK area.

Article 3. This Decision shall take effect fifteen days from the date of publication in the Official Gazette.

Article 4. The Chairman of the People's Committee of Tuyen Quang Province, the Ministers, Heads of ministerial-level agencies, and Heads of government-affiliated agencies are responsible for implementing this Decision./.
