REGARDING THE PURCHASE OF MOTOR VEHICLES FOR USE IN ADMINISTRATIVE AND PUBLIC SERVICE ORGANIZATIONS
ADMINISTRATIVE SERVICES
Respectfully submitted to: - Ministries, ministerial-level agencies, agencies under the Government,
- Central-level organizations and mass organizations,
- Provinces and centrally-administered cities,
Implementing the guidance of the Prime Minister in Circular No. 1407/KTTK dated March 25, 1997 on the purchase and use of motor vehicles in administrative and public service organizations, the Ministry of Finance requests that ministries, ministerial-level agencies, agencies under the Government, central-level political and socio-political organizations, and provinces and centrally-administered cities, when considering and proposing to the Ministry of Finance for the resolution of purchasing motor vehicles for subordinate administrative and public service units within their jurisdiction, must fully implement the following tasks:
1. Require administrative and public service units under their jurisdiction to report means of transportation up to December 31, 1996 and consolidate and send to the Ministry of Finance according to Circular No. 391 TC/QLCS dated January 31, 1997 of the Ministry of Finance.
2. Reorganize and adjust the number of existing motor vehicles within each ministry, sector, and locality, aiming to use them reasonably, economically, and effectively, in accordance with Directive No. 368/TTg dated June 22, 1995 of the Prime Minister on practicing thrift.
3. During the time the Government has not officially issued regulations on usage quotas for motor vehicles in administrative and public service organizations at different levels, only consider and aggregate the need to purchase motor vehicles for newly established administrative and public service units without existing vehicles, or for units already having vehicles but which are damaged and unusable and have been allocated funds for vehicle purchases in the 1997 state budget approved by the competent authority.
4. Proposals to purchase new motor vehicles for administrative and public service organizations from a sector or locality sent to the Ministry of Finance must include the following documents:
a. A circular from the ministry, sector, or locality requesting consideration and resolution for administrative and public service units under their management to purchase motor vehicles, clearly stating the necessary quantity, value of the type of vehicle to be purchased, and the source of funding.
b. The decision establishing the administrative and public service unit by the competent authority (photocopy) for newly established units.
c. The proposal to purchase motor vehicles directly made by the units requesting the purchase (attached as an appendix).
5. The Ministry of Finance will only consider and process proposals to purchase motor vehicles for administrative and public service units of ministries, sectors, and localities after fully implementing the above requirements. The State Treasury will not carry out payment for cases where administrative and public service units purchase vehicles without written approval from the Ministry of Finance.
