Regarding the list of State secrets of Confidential level in the Transport sector

 THE MINISTER OF PUBLIC SECURITY

Pursuant to the Ordinance on Protection of State Secrets dated December 28, 2000;

Pursuant to Decree No. 33/2002/NĐ-CP dated March 28, 2002 of the Government detailing the implementation of the Ordinance on Protecting State Secrets;

Pursuant to Decree No. 136/2003/ND-CP dated November 14, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Public Security;

After reaching consensus with the Minister of Transport,

DECISION:

Article 1: The list of State secrets of Confidential level in the Transport sector includes information within the following scope:

1. Transportation plans of significant political, economic, and social importance serving national defense, security, and unannounced plans for special aircraft flights;

2. Plans, results of bilateral and multilateral negotiations with foreign countries in the transport sector that have not been announced;

3. Legal normative documents drafted by the Ministry of Transport related to political security and crime prevention in the transport sector that have not been announced;

4. Information and materials regarding inspections, audits, complaints, accusations, and resolution of complaints and accusations in the transport sector that have not been announced;

5. Personnel files of department and bureau-level cadres and equivalent positions in the transport sector;

6. Information and materials concerning cadre planning, appointment, reappointment, dismissal, transfer, rotation, and disciplinary actions that have not been announced;

7. Information and materials about illegal interventions and measures to prevent and combat such interventions in transport activities that have not been announced or will not be announced;

8. Information and materials related to transport activities provided by organizations and individuals to agencies and organizations within the transport sector, according to the provider's request and approved by the Minister of Transport, which have not been announced or will not be announced;

9. Handwritten instructions, opinions guiding the handling and resolution of work by the leadership of the Ministry of Transport regarding planning, investment, inspection, audit, international cooperation, and finance of the Ministry of Transport recorded on submission forms, letters, and documents that have not been announced or will not be announced;

10. Design documents, technical specifications, and regulations and conventions ensuring internal computer network security of the Ministry of Transport.

Article 2: This Decision takes effect fifteen days from the date of publication in the Official Gazette.

Article 3: Competent agencies of the Ministry of Transport and the Ministry of Public Security are responsible for inspecting the implementation of this Decision.

Article 4: Ministries; ministerial-level agencies; government agencies; provincial People's Committees and municipal People's Committees directly under the central government are responsible for implementing this Decision./.
