Pursuant to the Ordinance on Protection of State Secrets dated December 28, 2000;
Pursuant to Decree No. 33/2002/NĐ-CP dated March 28, 2002 of the Government detailing the implementation of the Ordinance on Protecting State Secrets;
Pursuant to Decree No. 136/2003/ND-CP dated November 14, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Public Security;
After reaching consensus with the Minister of Construction;

Article 1. The list of state secrets of the Construction sector at the Confidential level includes information within the following scope:
1. Proposals for constructing regional planning schemes, special economic zones, and border gates that have not yet been announced;
2. Data and maps of key urban underground projects prepared and managed by the Construction sector that have not yet been or will not be announced;
3. Content of negotiation preparation, negotiation documents, and results of negotiations and signed agreements on economic and scientific-technical cooperation in the construction field with foreign countries or international organizations that have not yet been or will not be announced;
4. Bidding files and materials regarding the organization of bidding for construction projects during the bidding phase;
5. Materials and statistical data on the national reserve plan for the Construction sector;
6. Inspection and supervision files and materials, inspection and supervision results, complaint and accusation resolution files in the Construction sector that have not yet been announced;
7. Personnel files of Construction sector officials at the Deputy Minister level and above;
8. Design documents, technical specifications, and internal network security regulations and conventions of the Construction sector.
Article 2. This Decision shall take effect fifteen days from the date of publication in the Official Gazette. Competent agencies of the Ministry of Construction and the Ministry of Public Security are responsible for guiding and supervising the implementation of this Decision.
Article 3. Ministries, ministerial-level agencies, government agencies, provincial people's committees, and centrally-administered city people's committees are responsible for implementing this Decision.
