 THE MINISTER OF PUBLIC SECURITY

Pursuant to the Ordinance on Protection of State Secrets dated December 28, 2000;

Pursuant to Decree No. 33/2002/NĐ-CP dated March 28, 2002 of the Government detailing the implementation of the Ordinance on Protecting State Secrets;

Pursuant to Decree No. 136/2003/ND-CP dated November 14, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Public Security;

After consultation with the Minister of Industry,

Pursuant to …;

Article 1. The List of State Secrets of Confidential Level in the Industry Sector includes the following information:

1. Strategies, planning, development plans for the industry sector and measures to ensure their implementation that have not been published;

2. Documents prepared for negotiations and signing agreements in the industrial field, signed documents with foreign countries that have not been published;

3. Documents, locations, reserves of rare metal, non-metal, precious stone mines, radioactive mines, oil and gas fields that have not been published;

4. Documents, satellite images, aircraft images of Vietnam showing the locations of mines, factories, enterprises, industrial zones according to national or local coordinate systems;

5. Plans and schemes for protecting key facilities in the industry sector and reservoirs, dams of hydropower projects;

6. Special technological secrets, inventions, utility models, particularly important scientific and technological solutions for producing industry products that have not been published;

7. Storage locations, quantities of industrial explosives placed in state reserves and managed by the Ministry of Industry;

8. Information, files, documents on bidding and tendering for investment projects in the industry sector that are under review and have not been published;

9. Pricing plans for industry products listed in the state directory that have not been published;

10. Information, documents on technical accidents in the industry sector causing serious consequences that have not been published;

11. Planning and design documents for dual-use industrial facilities;

12. Information, documents on the implementation of the Chemical Weapons Convention that have not been published;

13. Files, documents, inspection results, and resolutions of complaints and reports in the industry sector that have not been published;

14. Files of leaders from the department level and above, planning documents for leadership cadres in the industry sector that have not been published;

15. Technical design documents for internal computer networks; encryption keys, passwords, conventions for ensuring security in the application of information technology in the industry sector.

Article 2. This Decision shall take effect fifteen days after its publication in the Official Gazette. Competent agencies of the Ministry of Industry and the Ministry of Public Security are responsible for guiding and supervising the implementation of this Decision.

Article 3. Ministries; ministerial-level agencies; government agencies; People's Committees of provinces and centrally governed cities are responsible for implementing this Decision.
