DECISION OF THE PRIME MINISTER

Regarding certain preferential policies for members of voluntary youth teams participating in rural and mountainous area development

PRIME MINISTER

Pursuant to the Government Organization Law dated September 30, 1992;

Pursuant to Decision No. 354/QĐ-TTg dated April 28, 2000 of the Prime Minister on organizing voluntary youth teams to participate in rural and mountainous area development;

At the proposal of the Minister, Head of the Organization and Cadre Department of the Government,

DECISION:

Article 1. Members of voluntary youth teams participating in rural and mountainous area development organized by the Communist Youth Union Central Committee pursuant to Decision No. 354/QĐ-TTg dated April 28, 2000 of the Prime Minister shall enjoy the following preferential policies:

1. After completing their tasks, members shall be considered for the award of the "Voluntary Youth" Medal and a set of traditional uniforms representing the voluntary youth team participating in national construction and development.

2. After completing their tasks, members shall be granted two months of living expenses equivalent to the monthly living allowance they received during their service in the voluntary youth teams.

3. Members returning to their place of origin shall have their household registration transferred by local authorities and shall be assisted to stabilize their lives.

4. Members who wish to remain long-term at the location where they volunteered to work shall be given priority by local authorities in job placement, provided with housing conditions, production means, and other living conditions to stabilize their lives.

5. After completing their tasks, members participating in civil service examinations or higher education entrance examinations shall be given priority in adding points to their examination results.

6. Members recruited into civil service positions shall, after the probationary period, be promoted to the rank and receive their first salary increase one year earlier than the current regulations stipulate.

7. During their service in voluntary youth teams, members shall enjoy sickness, maternity, work injury benefits, etc., according to the Social Insurance Law regulations and shall be paid by the state.

During their service in voluntary youth teams, members who bravely protect national security, state property, and the lives and property of citizens, if injured, shall be considered and recognized to enjoy policies similar to those for war invalids, and if martyred, shall be recognized as martyrs according to the Ordinance on Preferential Treatment for Revolutionary Activists, Martyrs, and Their Families, War Invalids, Veterans, and Those Who Contributed to the Revolution, dated August 29, 1994 of the Standing Committee of the National Assembly.

Article 2. The Government's Organization and Cadre Department shall take the lead, in coordination with the Communist Youth Union Central Committee and relevant ministries and sectors, to provide detailed guidance and implement the preferential policies for members of voluntary youth teams participating in rural and mountainous area development as stipulated in Article 1 of this Decision; report to the Prime Minister on the implementation results and any issues arising during the process.

Article 3. THIS DECISION SHALL TAKE EFFECT 15 DAYS AFTER THE DATE OF SIGNATURE.

Article 4. Ministers, Heads of ministerial-level agencies, Heads of agencies under the Government, Chairpersons of provincial and centrally-administered city People's Committees are responsible for enforcing this Decision./.
