On Providing Rice for Disaster Relief to the People During the Lunar New Year Festival and the Harvest Season in 2011

PRIME MINISTER

Pursuant to the Law on Organization of the Government dated December 25, 2001;
Considering the proposal of the Ministry of Labor, Invalids, and Social Affairs at Document No. 186/LDTBXH-BTXH dated January 17, 2011, and the opinion of the Ministry of Finance at Document No. 1189/BTC-NSNN dated January 24, 2011,

DECISION:

Article 1.

1. The Ministry of Finance shall allocate (without charge) 3,730 tons of rice from the national reserve to support the localities for disaster relief to the people during the Lunar New Year Festival and the harvest season in 2011, specifically:

- Yen Bai Province: 1,000 tons.

- Ninh Binh Province: 1,730 tons.

- Ninh Thuan Province: 1,000 tons.

2. The People's Committees of the provinces shall promptly and appropriately provide the allocated rice to the people for disaster relief according to the target groups; report the results of implementation to the Ministry of Finance and the Ministry of Labor, Invalids, and Social Affairs for consolidation and reporting to the Prime Minister. In case of misuse, incorrect allocation, or failure to use the full amount of allocated rice, there shall be responsibility to return it to the national reserve.

Article 2. This Decision shall take effect from the date of signing.

Article 3. The Ministers of Finance, Labor, Invalids, and Social Affairs, Planning and Investment, and the Chairpersons of the People's Committees of the provinces mentioned in Article 1 are responsible for implementing this Decision./.
