RESOLUTION
The third session of the tenth National Assembly
(From April 21 to May 20, 1998)

NATIONAL ASSEMBLY OF THE SOCIALIST REPUBLIC OF VIETNAM

BASED ON ARTICLE 84 OF THE CONSTITUTION OF THE SOCIALIST REPUBLIC OF VIETNAM IN 1992;

After considering the supplementary report of the Government on the implementation of tasks and state budget for 1997; the situation of implementing tasks and state budget in the first months of 1998; the responses to questions raised by the Government; the report of the Standing Committee of the National Assembly on the results of addressing citizens' suggestions; reports from relevant agencies and opinions of National Assembly deputies;

RESOLUTION: 

1. Approves the supplementary report of the Government on the implementation of tasks and state budget for 1997, and the situation of implementing tasks and state budget in the first months of 1998.

Continues to implement the Resolutions on tasks and state budget for 1998 which were adopted at the second session of the National Assembly.

The Government needs to have specific solutions, promptly address difficulties caused by natural disasters, minimize the negative impact of the financial and monetary crisis in the region and worldwide on our country.

2. Mobilize all domestic resources, all capital from the people for investment in development, ensuring major balances and maintaining the growth rate of the economy.

Accelerate the restructuring of agricultural economy towards industrialization and modernization. Focus efforts on overcoming the consequences of drought, forest fires, salinity intrusion, and epidemics; proactively prevent and combat typhoons and floods. Pay attention to investing in repairing and building new water conservancy, transportation, and electricity projects serving agriculture and protecting water sources. Implement reasonable policies on the sale prices of agricultural materials and purchase prices of agricultural products to ensure farmers earn profits. Ensure food security and prevent shortages.

Continue to invest deeply, innovate technology, improve enterprise management capacity to enhance the competitiveness of industrial products, restructure state-owned enterprises in conjunction with administrative reform within enterprises. Strive to implement shareholding of state-owned enterprises according to the planned schedule.

Promote exports, encourage organizations and individuals to seek and develop new markets. Expand trade relations both domestically and internationally, make the domestic market healthy. Organize marketing information, avoid price disadvantages in exports. Eliminate cumbersome customs procedures. Reasonably protect domestic production.

Improve procedures to create fundamental changes and improvements in the investment environment to encourage foreign investment and enhance the effectiveness of international cooperation.

3. Ensure accurate and full collection of revenue, linked with nurturing revenue sources and creating new revenue sources for the state budget. Combat tax evasion, smuggling, corruption, and fraudulent trade practices. Thoroughly reduce expenditures. Address the dispersion in state budget investment; concentrate funds on projects that will quickly yield benefits; postpone or reduce investment levels for non-urgent projects. Continue to reform management and clean up the national financial and monetary system.

4. Resolve pressing issues in culture and society.

Focus on improving the quality of education. Promptly conclude on the division of secondary schools, two-stage universities, and comprehensive universities.

Actively address the current situation of unemployment and underemployment.

Strengthen and improve the effectiveness of support for poor regions, poor communes, and poor people, especially in mountainous areas, remote regions.

Promptly resolve the status of former military and civilian personnel who received salaries when they went to battlefields B, C, K without relatives in the North.

Strengthen the struggle against social evils. Ensure social order and safety.

5. Summarize and evaluate achievements and shortcomings to continue effectively implementing administrative reform.

Quickly put enacted laws and ordinances into practice. Timely issue guiding documents for the implementation of laws and ordinances. Review and amend overlapping and conflicting contents.

Promptly develop specific plans to implement the Anti-Corruption Ordinance, the Thrift and Anti-Waste Ordinance, and the Cadres and Civil Servants Ordinance.

Prepare well the draft Law on Petitions and Complaints and other draft laws to be submitted to the National Assembly at the fourth session.

Vigorously promote the dissemination, education, and popularization of laws among cadres, the public, and schools. Implement the establishment of "legal bookshelves" at communes and wards.

Strengthen the fight against crime and violations of the law. Enhance the effectiveness and efficiency of inspection, investigation, prosecution, trial, and enforcement work.

6. The National Assembly welcomes the active participation of citizens across the country in making many suggestions to state agencies, demonstrating a high sense of responsibility in the cause of renovation to build and defend the country.

State agencies have made efforts, studied, and absorbed these suggestions, gradually resolving them, viewing them as important foundations to improve the effectiveness of their work and meet the aspirations of the people. The National Assembly requests state agencies to continue addressing unresolved issues raised by citizens at previous sessions and to study and promptly resolve suggestions made during this session.

The National Ethnic Council and the Committees of the National Assembly, Delegations of National Assembly members, and National Assembly deputies should promptly reflect citizens' suggestions and supervise the resolution of issues raised by citizens.

The Standing Committee of the National Assembly is tasked with issuing a Resolution on the work of addressing citizens' suggestions.

The National Assembly assigns the Government to proactively propose specific measures to guide and manage the successful implementation of tasks and the state budget for 1998. Closely monitor and timely forecast developments in natural disasters, regional financial and monetary crises, and when necessary, request the Standing Committee of the National Assembly to consider and decide on adjustments and supplements to targets and measures during the implementation process and report to the National Assembly at the fourth session.

The Supreme People's Court and the Supreme People's Procuracy need to strengthen supervision, trials, and ensure that laws and resolutions of the National Assembly are strictly implemented.

The Standing Committee of the National Assembly, the National Ethnic Council, and the Committees of the National Assembly, the Delegations of the National Assembly, and the Members of the National Assembly shall strengthen supervision over the implementation of tasks for the year 1998.

The Vietnam Fatherland Front and its member organizations shall intensify propaganda and mobilization work to encourage all strata of the people to uphold the spirit of unity and successfully implement the Resolution of the National Assembly.

The National Assembly calls upon compatriots and soldiers throughout the country, overseas Vietnamese, to raise their patriotic spirit and strive to successfully fulfill the tasks for the year 1998.

This Resolution was adopted by the National Assembly of the Socialist Republic of Vietnam, the tenth session, third meeting on May 20, 1998./.
