DECISION
Regarding the conversion of the Civil Aviation Air Traffic Control Center of Vietnam into a state-owned enterprise for public service
Considering the proposal of the Director General of the Civil Aviation Administration of Vietnam
PRIME MINISTER
Pursuant to the Government Organization Law dated September 30, 1992;
Pursuant to the State Enterprise Law on April 20, 1995;
Pursuant to Decree No. 56/CP dated October 2, 1996 of the Government on state-owned enterprises operating public services;
The Civil Aviation Air Traffic Control Center of Vietnam shall be converted from a revenue-generating public institution to a state-owned enterprise for public service under the Civil Aviation Administration of Vietnam.,

Article 1. The Civil Aviation Air Traffic Control Center of Vietnam has the international trading name of VIET NAM AIR TRAFFIC MANAGEMENT, abbreviated as VATM; it possesses legal personality; it enjoys civil rights and bears civil obligations as prescribed by law; it is responsible for all its activities and business within the scope of the capital it manages; it owns assets and funds; it has a seal; it may open bank accounts according to the regulations of the State; its main office is located at Gia Lam Airport, Hanoi.
Article 2. The charter capital at the time of conversion to a state-owned enterprise is 517,416 million Vietnamese dong.
The Civil Aviation Air Traffic Control Center of Vietnam shall perform the following primary tasks:
Article 3. 1. Managing, directing, and providing air traffic services and other services to ensure the safety, regulation, and efficiency of flight operations.
2. Receiving and effectively utilizing, preserving, and developing the capital assigned by the State; receiving and effectively utilizing land and other resources assigned by the State to fulfill assigned tasks.
3. Organizing and managing research work, application of scientific and technological advancements, and training and development of staff belonging to the Center.
The Director General of the Civil Aviation Administration of Vietnam shall base on the Law on State-Owned Enterprises and current legal documents to approve the Charter of Organization and Operation, appoint the Director, Deputy Directors, and Chief Accountant of the Civil Aviation Air Traffic Control Center of Vietnam, and direct the implementation of subsequent procedures stipulated in Decree No. 50/CP dated August 28, 1996 of the Government regarding the establishment, restructuring, and bankruptcy of state-owned enterprises.
Article 4. Ministers, the Director General of the Civil Aviation Administration of Vietnam, heads of relevant agencies, and the Civil Aviation Air Traffic Control Center of Vietnam are responsible for implementing this Decision./.
Article 5. This Decision takes effect from the date of signing.
The Ministers, the Director of the Vietnam Civil Aviation Authority, the Heads of relevant agencies, and the Vietnam Civil Aviation Management Center shall be responsible for implementing this Decision./.
