DECISION OF THE PRIME MINISTER
Regarding the list of state secrets in the Civil Aviation sector
PRIME MINISTER
Based on the Government Organization Law dated September 30, 1992;
Pursuant to Article 11 of the State Secrets Protection Ordinance dated October 28, 1991;
Considering the proposal of the Director of the Civil Aviation Administration of Vietnam and the Minister of Public Security,
DECISION:
Article 1.The list of state secrets of degree "TOP SECRET" in the Civil Aviation sector of Vietnam includes the following information:
1. Economic and technical arguments, design documents of civil aviation construction projects related to national defense and security;
2. Information and materials related to civil aviation activities provided by foreign countries or international organizations, as required by the provider or determined by the Government to be of Top Secret level.
Article 2Approving the list of state secrets of degree "SECRET" in the Civil Aviation sector of Vietnam including the following information:
1. Plans and strategies for developing the Civil Aviation sector of Vietnam that have not been or will not be disclosed;
2. Itineraries and plans for protecting special flights that have not been disclosed;
3. Information, materials, audio recordings, video recordings, films about illegal interference with civil aviation operations, aircraft accidents, incidents, and countermeasures against such illegal interference that have not been or will not be disclosed;
4. Plans and results of negotiations in the field of civil aviation with foreign countries or international organizations that have not been disclosed;
5. Documents and data on basic construction projects in the Civil Aviation sector of Vietnam during the bidding phase that have not been disclosed;
6. Personnel files of key staff in the Civil Aviation sector of Vietnam;
7. Inspection and audit documents in the Civil Aviation sector of Vietnam that have not been or will not be disclosed.
Article 3The Director of the Civil Aviation Administration of Vietnam and the Minister of Public Security are responsible for guiding and supervising the implementation of this Decision.
Article 4Ministers of Ministries, Heads of agencies at ministerial level, Heads of government agencies, Chairmen Within 10 working days from the date of receipt of the dossier as mentioned in Sub-clause b, Clause 1, Article 3 above, the Ministry of Foreign Affairs will review and submit to the competent authority for decision (Issues exceeding the Ministry of Foreign Affairs' jurisdiction will be referred to the Prime Minister for consideration and decision).of provincial people's committees under the central government are responsible for implementing this Decision./.
