JOINT CIRCULAR

Guidelines on the allowance system for work at sea for workers and officials of public service units in the Geology sector

Pursuant to Decision No. 611/TTg dated September 4, 1996 of the Prime Minister and the opinion of the Prime Minister in Government Document No. 854/CP-VX dated August 14, 1999 regarding the allowance system for work at sea for workers and officials of public service units, after exchanging opinions with relevant Ministries and sectors, the Ministry of Labor, War Invalids and Social Affairs and the Ministry of Finance provide guidelines on the allowance system for work at sea for workers and officials in certain special occupations in public service units in the Geology sector as follows:

I/ APPLICABLE OBJECTS:

The application subjects of the allowance system are workers and officials engaged in geological research, investigation, surveying, geodetic, geophysical, hydrogeological, and engineering geological work when working at sea.

II/ BENEFITS TO BE ENJOYED:

1/ Rationed meal system:

a. The subjects mentioned above shall be subject to the rationed meal system level II as specified in the annex accompanying Decision No. 611/TTg dated September 4, 1996 of the Prime Minister.

b. The method of enjoying the rationed meals is stipulated in Point 3, Section I, Circular No. 06/LB-TT dated February 28, 1997 of the Ministry of Labor, War Invalids and Social Affairs and the Ministry of Finance guiding Decision No. 611/TTg dated September 4, 1996 of the Prime Minister.

c. Public service units shall not pay in cash but must organize meals to ensure that the subjects receive the standard rationed meals in kind. In exceptional cases (where the subjects work in dispersed locations), if it is impossible to organize meals, they may be granted the rationed meal standard in cash for workers and officials to organize their own meals.

d. Subjects receiving the rationed meal system must contribute 30% of the stipulated meal allowance amount, while the remaining 70% of the cost of the rationed meal system shall be borne by the unit from the annual regular budget expenditure (for budgetary units) or included in the value of the project.

e. Subjects receiving the rationed meal system shall not enjoy the hazardous and dangerous allowance in kind; mid-shift meals; travel expenses according to current regulations; and shall not be included in the wage rate.

2/ Freshwater shortage system:

a. The above-mentioned subjects shall apply the freshwater shortage system as stipulated in Point 2, Article 1, Decision No. 611/TTg dated September 4, 1996 of the Prime Minister.

b. The determination of areas with freshwater shortages and the calculation of costs for purchasing and transporting freshwater are regulated in Joint Circular No. 06/LB-TT dated February 28, 1997 of the Ministry of Labor, War Invalids and Social Affairs and the Ministry of Finance guiding the implementation of Decision No. 611/TTg dated September 4, 1996 of the Prime Minister.

c. Public service units have the responsibility to ensure the provision of clean water for daily use for workers and officials according to the regulations, and shall not pay in cash for staff to arrange their own.

d. The difference between the actual cost of purchasing and transporting daily water and the water cost already included in the salary shall be paid from the annual regular budget expenditure of the unit (for budgetary units) or included in the value of the project.

III/ IMPLEMENTATION:

Based on the provisions of this Circular, the Ministry of Fisheries and the General Department of Meteorology and Hydrology shall guide units under their jurisdiction to implement in accordance with state regulations.

This Circular takes effect from January 1, 2000.

During the implementation process, if there are any difficulties, please report to the Ministry of Labor, War Invalids and Social Affairs and the Ministry of Finance for study and resolution./.
