CIRCULAR
Issued by the Ministry of Agriculture and Rural Development under Decision No. 15/2001/TT-BNN-PCLB dated February 23, 2001 guiding the establishment of unit prices and budgeting regulations for dike maintenance work using idle rural labor.
To implement the directive of the Prime Minister in Circular No. 889/CP-NN dated September 29, 2000 regarding the permission granted to provincial People's Committees under the central government to utilize idle rural labor in annual dike maintenance work, the Ministry of Agriculture and Rural Development hereby guides the establishment of unit prices and budgeting regulations for dike maintenance work utilizing idle rural labor as follows:
1. Daily work quota for idle rural labor.
The daily work quota for idle rural labor in construction, repair (including maintenance and upkeep) of dikes, revetments, and sluices under the Ministry of Agriculture and Rural Development shall be applied according to Decision No. 1199/QĐ-XDCB dated July 2, 1994 of the Ministry of Water Resources (former) and Decision No. 818/QĐ-XDCB dated May 9, 1997 of the Ministry of Agriculture and Rural Development.
2. Unit price for daily work of idle rural labor.
The unit price for one day of work for idle rural labor shall be determined by the Provincial People's Committee or the People's Committee of a centrally governed city in accordance with local actual conditions, but the maximum level must be lower than 120% of the minimum wage for one day as stipulated by the State.
3. General cost standards, pre-tax income, value-added tax.
The general cost standards, pre-tax income, and value-added tax for construction, repair, maintenance, and upkeep of dikes, revetments, and sluices using idle rural labor shall be implemented similarly to the labor force performing public welfare duties as specified in Circular No. 181/1999/BNN-XDCB dated December 30, 1999 of the Ministry of Agriculture and Rural Development.
4. Scope of application.
In dike construction and repair work, where site conditions and technical requirements do not allow mechanized construction, the use of idle rural labor for construction is permitted.
1. This Circular takes effect from May 15, 2013.
The unit prices and budgeting regulations for dike repair work using idle rural labor stipulated in this Circular shall take effect from January 1, 2001.
This Circular shall be uniformly applied in dike, revetment, and sluice construction, repair, maintenance, and upkeep throughout the Ministry of Agriculture and Rural Development.
Any difficulties encountered during implementation should be promptly reported to the Ministry of Agriculture and Rural Development for study and resolution.
