Decision No. 15/2006/QĐ-BCN of the Ministry of Industry (now the Ministry of Industry and Trade) promulgates three leather and footwear industry standards, including: Technical standard and testing method for soft cowhide used for making bags, wallets, and purses; Labor standard applicable in the Vietnamese leather and footwear industry; and Classification standard for hat leather based on usage area. REGARDING THE ADOPTION OF INDUSTRY STANDARDS FOR LEATHER AND SHOES
THE MINISTER OF INDUSTRY
On the basis of Decree No. 55/2003/ND-CP dated May 28, 2003 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Industry.
On the basis of the Quality of Goods Ordinance dated December 24, 1999.
On the basis of Decision No. 2264/1999/QD-BKHCN&MT dated December 30, 1999 of the Ministry of Science, Technology, and Environment (now the Ministry of Science and Technology) on the issuance of standards.
In accordance with the proposal of the Director of the Department of Science and Technology.

Article 1This Decision hereby promulgates three industry standards for Leather and Shoes:
1. Soft cowhide for bags, purses, wallets - Technical requirements and testing methods:
24 TCN 01: 2006.
2. Labor standards applicable in the Vietnamese Leather and Shoe Industry:
24 TCN 02: 2006.
3. Shoe hat leather - Classification according to area of use:
24 TCN 03: 2006.
These standards are encouraged to be applied by research institutions, training centers, and enterprises engaged in the production and trade of Leather and Shoes throughout the country.
Article 2This Decision shall take effect fifteen days from the date of publication in the Official Gazette.
The Director of the Department of Science and Technology is responsible for guiding the implementation of this Decision.
Article 3The Head of the Ministry's Office, the Inspector General of the Ministry, the Heads of Departments and Bureaus under the Ministry, and the Heads of related agencies and units are responsible for enforcing this Decision./.
