THE MINISTER OF EDUCATION AND TRAINING
Pursuant to the Law on Enacting Legal Normative Documents dated November 12, 1996, and the Law Amending and Supplementing Certain Provisions of the Law on Enacting Legal Normative Documents dated December 16, 2002;
Pursuant to the Government Decree No. 86/2002/NĐ-CP dated November 5, 2002, stipulating the functions, tasks, powers, and organizational structure of Ministries and ministerial-level agencies;
Pursuant to the Government Decree No. 85/2003/NĐ-CP dated July 18, 2003, stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;
Pursuant to the Government Decree No. 135/2003/NĐ-CP dated November 14, 2003, on inspecting and handling legal normative documents;
Pursuant to the Government Decree No. 161/2005/NĐ-CP dated December 27, 2005, detailing and guiding the implementation of certain provisions of the Law on Enacting Legal Normative Documents and the Law Amending and Supplementing Certain Provisions of the Law on Enacting Legal Normative Documents;
At the proposal of the Director of the Legal Department.

Article 1. Attached hereto is the Regulation on Drafting, Reviewing, Enacting, Inspecting, and Handling Legal Normative Documents on Education.
Article 2. This Decision shall take effect fifteen days from the date of publication in the Official Gazette and shall replace the Decision No. 4235/1997/QĐ-BGD&ĐT dated December 16, 1997, of the Minister of Education and Training on issuing regulations on drafting and enacting legal normative documents of the Ministry.
Article 3. The Heads of the Office, Heads of the Legal Department, Heads of units under the Ministry of Education and Training, Chairpersons of People's Committees of provinces and centrally governed cities, Directors of Departments of Education and Training, and related individuals and organizations are responsible for implementing this Decision./.
