Pursuant to the Railway Law dated June 14, 2005;
Pursuant to Decree No. 34/2003/NĐ-CP dated April 4, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Transport;
At the proposal of the Director of the Vietnam Railway Administration and the Director of the Transport Department.

Article 1. The "Ordinance on Level Crossings" is promulgated together with this Decision.
Article 2. This Decision shall take effect fifteen days after its publication in the Official Gazette, replacing Decision No. 12/2005/QĐ-BGTVT dated January 19, 2005 of the Minister of Transport promulgating the Ordinance on Level Crossings.
Article 3. The Heads of the Office, the Inspectorate, the Directors of the Departments, the Directors of the Vietnam Railway Administration, the Vietnam Highway Administration, the Quality Control and Supervision Bureau of Transport Works, the Chairmen of the Boards of Management and General Directors of the Vietnam Railway Corporation, the Directors of the Departments of Transport, Departments of Transport and Public Works, and relevant organizations and individuals are responsible for implementing this Decision./.
