BASED ON Decree No. 36/2003/NĐ-CP dated April 4, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Construction;
BASED ON Decree No. 209/2004/NĐ-CP dated December 16, 2004 of the Government on construction project quality management;
BASED ON Decision No. 169/2003/QD-TTg dated August 12, 2003 of the Prime Minister approving the Project to Reform Management Methods and Modernize Administrative Offices of the State Administration System for Phase I (2003-2005);
IN ACCORDANCE WITH THE PROPOSAL OF THE DIRECTOR OF THE NATIONAL QUALITY CONTROL AGENCY FOR CONSTRUCTION PROJECTS.

Article 1. ATTACHED TO THIS DECISION ARE THE "REGULATIONS ON MAINTENANCE REGIME OF GOVERNMENT ADMINISTRATIVE OFFICES".
Article 2. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.
Article 3. MINISTRIES, GOVERNMENT-LEVEL ORGANIZATIONS, PROVINIAL AND URBAN-CITY LEVEL PEOPLE'S COMMITTEES UNDER THE CENTRAL GOVERNMENT, AND RELATED UNITS AND ORGANIZATIONS SHALL BE RESPONSIBLE FOR IMPLEMENTING THE MAINTENANCE OF GOVERNMENT ADMINISTRATIVE OFFICES ACCORDING TO THESE REGULATIONS/.
