DIRECTIVE

On Strengthening the Management of Shifting Cultivation 

In recent times, the management of shifting cultivation has gradually improved towards intensive farming and crop structure adjustment in mountainous rural areas. However, the practice of extensive shifting cultivation without planning and inadequate management remains the primary direct cause of forest fires and illegal deforestation occurring in many localities.

To address this situation, contribute to forest protection, and guide people to effectively manage shifting cultivation, the Minister of Agriculture and Rural Development requests the People's Committees of provinces and centrally governed cities with forests to instruct and implement the following main tasks:

1) Statistically determine the current status of shifting cultivation area, types, and subjects; review and plan shifting cultivation areas ensuring consistency with the three types of forest planning and land use planning of the locality, focusing on areas with stable cultivation conditions to plan fixed shifting cultivation areas.

2) Strictly control shifting cultivation activities and clearing fields near forests. Prohibit shifting cultivation that encroaches upon natural forests in rich and medium states, special-use forests, and highly vulnerable protective forests. During extreme drought periods when forest fire risk reaches the highest level (level V), temporary suspension of field burning for shifting cultivation and clearing fields near forests must be implemented.

Severely handle individuals who violate or exploit shifting cultivation to illegally deforest or cause forest fires.

3) Develop a sustainable shifting cultivation transformation program in the region towards terraced rice cultivation, fixed shifting cultivation, and gradual crop structure adjustment. For areas with suitable conditions, localities should have mechanisms to provide financial support, food, seedlings, and technical guidance for ethnic groups to plant forests, industrial crops, fruit trees, and fodder crops to solve employment issues, increase income, and protect forests and land.

4) The Department of Agriculture and Rural Development assigns the Forest Protection Service to lead and coordinate with relevant units to advise People's Committees at all levels to comprehensively implement management solutions for shifting cultivation. Among these, the Forest Protection Service must urgently and resolutely implement the following issues:

a) Organize propaganda and mobilization for ethnic groups currently practicing shifting cultivation or settled but still practicing shifting cultivation to shift to fixed shifting cultivation; specify detailed activities for burning fields for shifting cultivation, burning grasslands, and fields within and near forests.

b) Direct county-level Forest Protection Services and forest rangers responsible for communes to strengthen inspection, supervision, and guidance for forest owners to clear understory vegetation; households and individuals to burn fields for shifting cultivation and clear fields during the peak dry season months.

c) Organize the delineation of boundaries for shifting cultivation production zones and proceed with marking to manage and prevent encroachment and damage to other areas.

d) Annually organize inspections and evaluations of the results of shifting cultivation production zone planning and implementation.

5) Assign the Forest Protection Service to lead and coordinate with related units under the Ministry of Agriculture and Rural Development to implement the following tasks:

a) Receive and implement pilot projects on managing shifting cultivation in some localities to draw lessons for nationwide implementation.

b) Direct and inspect shifting cultivation management activities in localities. Submit to the Ministry for issuance of regulations and technical procedures for using fire in understory vegetation treatment and shifting cultivation.

Request localities and agencies under the Ministry of Agriculture and Rural Development to effectively implement the above contents and promptly report to the Ministry of Agriculture and Rural Development. /
