CIRCULAR
Specifies the framework program for intermediate vocational level and higher vocational level education

Pursuant to the Vocational Training Law dated November 29, 2006;
Based on Decree No. 186/2007/NĐ-CP dated December 25, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Labor, Invalids and Social Affairs;
Based on the results of the evaluation board's review and the proposal of the Vocational Training General Department regarding the issuance of the framework program for intermediate vocational level and higher vocational level education for the following trades: Water supply and drainage; Construction technology; Urban area management; Construction carpentry and interior decoration; Cold forming manufacturing; Cement production;
The Ministry of Labor, Invalids and Social Affairs hereby specifies the framework program for intermediate vocational level and higher vocational level education for the above-mentioned trades as follows:
Article 1. Scope of Regulation and Applicability:
This Circular stipulates the framework program for intermediate vocational level and higher vocational level education to be applied to public and private vocational training institutions (hereinafter referred to as vocational training establishments) that have registered to provide vocational training for the trades specified in this Circular;
The framework program for intermediate vocational level and higher vocational level education prescribed in this Circular is not mandatory for vocational training establishments with foreign investment capital.
Article 2. The framework program stipulated in this Circular includes:
1. Framework program for intermediate vocational level and higher vocational level education for the trade "Water supply and drainage" (Annex 1);
2. Framework program for intermediate vocational level and higher vocational level education for the trade "Construction technology" (Annex 2);
3. Framework program for intermediate vocational level and higher vocational level education for the trade "Urban area management" (Annex 3);
4. Framework program for intermediate vocational level and higher vocational level education for the trade "Construction carpentry and interior decoration" (Annex 4).
5. Framework program for intermediate vocational level and higher vocational level education for the trade "Cold forming manufacturing"; (Annex 5);
6. Framework program for intermediate vocational level and higher vocational level education for the trade "Cement production" (Annex 6).
Article 3. Responsibility for developing vocational training programs:
Based on the provisions of this Circular, the Principals of vocational colleges, intermediate vocational schools, universities, colleges, and specialized intermediate vocational schools that have registered to provide vocational training for the trades specified in this Circular shall organize the development, review, and approval of their vocational training programs.
Article 4. Implementation provisions:
1. This Circular takes effect 45 days from the date of signature;
2. Ministries, ministerial-level agencies, agencies under the Government, Political-Social Organizations, People's Committees of provinces and centrally-administered cities, the Vocational Training General Department, vocational colleges, intermediate vocational schools, universities, colleges, and specialized intermediate vocational schools that have registered to provide intermediate vocational level and higher vocational level education for the trades specified in this Circular, and related units are responsible for implementing this Circular./.
