Regulations on the conditions for operating sports facilities organizing billiards & snooker activities

“1. Position
Article 1. Other types of artistic performances
Pursuant to Decree No. 69/2008/NĐ-CP dated May 30, 2008 of the Government on policies encouraging socialization in education, vocational training, healthcare, culture, sports, and environmental activities;
The Ministry of Culture, Sports and Tourism stipulates detailed conditions for professional operations of sports facilities organizing billiards & snooker activities as follows:
PART I
GENERAL PROVISIONS
Article 1. Scope of Regulation
This Circular specifies detailed professional conditions regarding infrastructure and equipment for sports facilities organizing billiards & snooker activities.
Article 2. Applicability
1. This Circular applies to organizations and individuals organizing billiards & Snooker activities in Vietnam.
2. Sports facilities organizing billiards & snooker activities referred to in this Circular include snooker tables, pool tables, and carom tables (small and large sizes).
Article 3. Issuance of Certificate of Compliance with Operating Conditions
1. A sports facility organizing billiards & snooker activities that is a business must obtain a certificate of qualification for operation according to the procedures prescribed in Article 55 of the Law on Physical Education and Sports when conducting such activities.
2. When organizing high-performance sports training and competition activities in billiards & snooker, sports facilities must ensure the conditions prescribed in Article 43 of the Law on Physical Education and Sports and the competition regulations.
Chapter II
SPECIFIC PROVISIONS
Article 4. Conditions Regarding Infrastructure
1. The area where the tables are placed must be arranged within a covered premises.
2. Each table must have a minimum distance of 1.5 meters from the edge of the table to the wall. In cases with two or more tables, the minimum distance between tables is 1.2 meters.
3. Lighting: The light intensity reaching points on the table surface and the rail must be at least 300Lux.
4. Lighting fixtures: If lighting is designed for each table individually, the height of the fixture above the table surface must be at least 1 meter.
5. There must be a restroom, first aid cabinet for those practicing, and a notice board specifying practice hours, prohibiting gambling in any form, smoking, and drinking alcohol.
6. The activity location must be well-ventilated; if air conditioning is installed, the entrance door must not use tinted glass or obstructive materials, ensuring full visibility inside the room.
Article 5. Conditions for Equipment and Facilities
1. Tables: Including snooker tables, carom tables, and pool tables based on international standards for each type of table. Specifically:
a) Snooker Table: Inner dimensions 3.569m x 1.778m +/- 13mm. Height from floor to cushion surface 85 - 88mm.
b) Pool Table: Inner dimensions 2.54m x 1.27m +/- 3mm. Height from floor to cushion surface 74mm - 79mm.
c) Carom Table: Large inner dimensions 2.84m x 1.42m +/- 5mm, small inner dimensions 2.54m x 1.27m +/- 5mm. Height from floor to cushion surface 75mm - 80mm.
2. Table Cloth: Each type of table must be covered with appropriate cloth according to its category.
3. Balls: Balls used must comply with international standards according to the type of table.
4. Other Equipment: The business must provide various cues, bridges, racks, cue stands, and scoreboards.
Chapter III
IMPLEMENTATION
Article 6. Responsibilities of Management Authorities
1. The General Department of Physical Education and Sports shall be responsible for guiding and inspecting the implementation of this Circular.
2. Provincial Departments of Culture, Sports and Tourism under the Central Government are responsible for implementing this Circular; inspecting and handling organizations and individuals organizing billiards & snooker activities that violate the professional operation conditions within their jurisdiction.
Article 7. Effective Date
This Circular takes effect forty-five days from the date of signature.
During implementation, if any issues arise, organizations and individuals are advised to promptly report them to the Ministry of Culture, Sports and Tourism for timely resolution./.
