On the basis of DECREE NO. 187/2013/NĐ-CP OF DECEMBER 20, 2013 ISSUED BY THE GOVERNMENT PROVIDING DETAILED REGULATIONS TO IMPLEMENT THE LAW ON COMMERCE REGARDING INTERNATIONAL TRADE ACTIVITIES AND FOREIGN TRADE AGENCY ACTIVITIES WITH RESPECT TO GOODS
On the basis of Decree No. 107/2012/NĐ-CP dated December 20, 2012 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Transport;

THE MINISTER OF TRANSPORT ISSUES THIS CIRCULAR TO PROVIDE GUIDANCE ON ROUTES FOR THE TRANSPORTATION OF GOODS IN TRANSIT THROUGH VIETNAMESE TERRITORY.
Article 1. Scope of Regulation
THIS CIRCULAR GUIDES THE ROUTES FOR THE TRANSPORTATION OF GOODS IN TRANSIT AND THE PAIRS OF BORDER GATES OF VIETNAM FOR THE TRANSPORTATION OF GOODS IN TRANSIT THROUGH VIETNAMESE TERRITORY.
IN CASES WHERE INTERNATIONAL AGREEMENTS RELATED TO GOODS IN TRANSIT TO WHICH THE SOCIALIST REPUBLIC OF VIETNAM IS A PARTY CONTAIN DIFFERENT PROVISIONS, SUCH INTERNATIONAL AGREEMENTS SHALL BE APPLIED.
Article 2. Applicability
THIS CIRCULAR APPLIES TO ORGANIZATIONS AND INDIVIDUALS INVOLVED IN THE TRANSPORTATION OF GOODS IN TRANSIT BETWEEN VIETNAM AND FOREIGN COUNTRIES.
ARTICLE 3. ROUTES AND BORDER GATES FOR THE TRANSPORTATION OF GOODS IN TRANSIT
THE TRANSPORTATION OF GOODS IN TRANSIT THROUGH VIETNAMESE TERRITORY MUST BE CONDUCTED ACCORDING TO THE ROUTES AND PAIRS OF BORDER GATES AS PROVIDED IN THE ANNEX ATTACHED TO THIS CIRCULAR.
Article 4. Effective date
This Circular takes effect from August 1, 2014.
