Guidelines for Information and Reporting on Health Quarantine Activities

Pursuant to Law No. 03/2007/QH12 dated November 21, 2007 on Prevention and Control of Infectious Diseases;

Pursuant to Decree No. 103/2010/NĐ-CP dated October 1, 2010 of the Government detailing certain provisions of the Law on Prevention and Control of Infectious Diseases concerning border health quarantine;

This Circular prescribes procedures for receiving, providing health care for domestic violence victims and statistical reports on domestic violence victims at medical facilities.

Considering the proposal of the Director of the Preventive Medicine Department;

The Minister of Health issues this Circular guiding information and reporting on health quarantine activities.

PART I

PRINCIPLES, REGIMES, FORMS, CONTENTS, PROCEDURES AND TIMES FOR INFORMATION AND REPORTING ON HEALTH QUARANTINE ACTIVITIES

REPORTING ON HEALTH QUARANTINE ACTIVITIES

Article 1. Principles of Information and Reporting

1. Ensuring accuracy, completeness, timeliness, and truthfulness.

2. Ensuring compliance with procedures, formalities, authorities, and according to templates issued together with this Circular.

Article 2. Agencies Implementing Reports

1. Border health quarantine organizations of provinces and centrally governed cities (hereinafter referred to as provinces) include: International Health Quarantine Centers and Provincial Preventive Health Centers that conduct health quarantine activities.

2. Regional Institutes include: National Institute of Hygiene and Epidemiology, Ho Chi Minh City Pasteur Institute, Nha Trang Pasteur Institute, and Western Highlands Hygiene and Epidemiology Institute.

Article 3. Regimes and Forms of Information and Reporting

1. Reporting System:

a) Regular reports include: weekly reports, monthly reports, six-monthly reports, nine-monthly reports, and annual reports;

b) Ad hoc reports:

- Detection of suspected cases or cases of infectious diseases group A at border areas (disease names according to Appendix 1 issued together with this Circular);

- Detection of events related to radiation, chemicals, biological factors, and other risk factors that may cause emergency situations affecting public health at border areas (hereinafter referred to as emergency events affecting public health).

c) Reports upon request from higher-level agencies.

2. Forms of Information and Reporting:

Reports shall be made in writing or through reporting software. In case of ad hoc reports, they can be made via fax, email, telephone, or direct reporting, followed by submission of a written report within 24 hours.

Article 4. Contents and Indicators of Information and Reporting

1. Periodic Reports:

a) For provincial border health quarantine organizations:

- Weekly report: contents and indicators of information and reporting shall be implemented in accordance with the provisions of Appendix 2 issued together with this Circular;

- Monthly report: contents and indicators of information and reporting shall be implemented in accordance with the provisions of Appendix 3 issued together with this Circular;

- Six-monthly and nine-monthly reports: contents and indicators of information and reporting shall be implemented in accordance with the provisions of Appendix 4 issued together with this Circular;

- Annual report: contents and indicators of information and reporting shall be implemented in accordance with the provisions of Appendix 5 issued together with this Circular.

b) For Regional Institutes: Implementation of six-monthly and annual reports shall be carried out in accordance with the contents and indicators of information and reporting stipulated in Appendix 6 issued together with this Circular.

2. Ad hoc reports:

a) Report on suspected cases or cases of infectious diseases group A detected at border areas: contents and indicators of information and reporting shall be implemented in accordance with the provisions of Appendix 7 issued together with this Circular;

b) Report on emergency events affecting public health: contents and indicators of information and reporting shall be implemented in accordance with the provisions of Appendix 8 issued together with this Circular.

3. Reports upon request from higher-level agencies: content and indicators according to the requirements of higher-level agencies.

Article 5. Procedures for Information and Reporting

1. The provincial border health quarantine organization shall provide information and report to the Preventive Health Department, Regional Institute under its jurisdiction, and simultaneously send the information and reports to the Provincial Health Department.

When the International Health Quarantine Center of a province detects suspected cases or cases of infectious diseases group A at border areas, in addition to providing information and reporting to the Preventive Health Bureau, Regional Institute under its jurisdiction, and the Provincial Department of Health, it must also notify the Provincial Preventive Health Center.

2. The Regional Institute:

a) For regular reports:

- Receives, analyzes, and responds to information and reports from the provincial border health quarantine organizations under its jurisdiction;

- Provides semi-annual and annual reports to the Preventive Health Department;

b) For ad hoc reports: receiving, evaluating, verifying ad hoc information and reports from border health quarantine organizations of provinces under its jurisdiction, and reporting to the Preventive Health Bureau.

Article 6. Time for Information and Reporting

1. The provincial border health quarantine organization shall be responsible for providing information and reporting according to the following times:

a) Weekly report (data calculated over 7 days, from 00:00 on Monday to 24:00 on Sunday of the reporting week): report before 14:00 on Thursday of the following week;

b) Monthly report (data calculated from 00:00 on the first day to 24:00 on the last day of the reporting month): report before the 15th day of the following month;

c) Semi-annual report (data calculated from 00:00 on the first day of the year to 24:00 on the last day of June): report before July 15 of the reporting year;

d) Quarterly report (data calculated from 00h00 on the first day of the year to 24h00 on the last day of September): submitted before October 15 of the reporting year;

đ) Annual report (data calculated from 00h00 on the first day of the year to 24h00 on the last day of the reporting year): submitted before January 15 of the following year;

e) Report on suspected cases, infectious diseases group A, and urgent events affecting public health at border gates as stipulated in Clause 2, Article 3 of this Circular;

g) Report upon request of the superior agency: time specified by the superior agency.

2. The Regional Institute shall be responsible for reporting according to the following times:

a) Semi-annual report (data calculated from 00:00 on the first day of the year to 24:00 on the last day of June): report before July 20 of the reporting year;

b) Annual report (data calculated from 00:00 on the first day of the year to 24:00 on the last day of the reporting year): report before January 20 of the following year;

c) Urgent report: report within 24 hours after receiving information from the provincial border health quarantine organization;

d) Report as requested by higher authorities: time as requested by higher authorities.

Chapter III

IMPLEMENTATION

Article 7. Responsibilities of the Preventive Health Department

1. Direct and guide the implementation of information and reporting on health quarantine activities nationwide.

2. Aggregate, analyze, and evaluate information and reports on health quarantine activities nationwide.

3. Organize inspections and supervision of the implementation of information and reporting on health quarantine activities nationwide.

4. Coordinate to share information on health quarantine activities with relevant ministries, sectors, mass media, and international organizations as prescribed.

Article 8. Responsibilities of the Regional Institute

1. Guide, supervise, and evaluate the implementation of information and reporting by provincial health quarantine organizations under its jurisdiction.

2. Verify, compile, analyze, and assess the activities of provincial health quarantine organizations under its jurisdiction.

3. Coordinate and share information on health quarantine activities among regional institutes.

Article 9. Responsibilities of the Department of Health

The Department of Health shall be responsible for inspecting, directing, and urging the implementation of the information and reporting system for health quarantine activities in accordance with regulations.

Article 10. Effective Date

This Circular takes effect from July 1, 2014.

Any difficulties encountered during implementation should be promptly reported to the Ministry of Health (Preventive Medicine Department) for consideration and resolution./.
