Quy định về tuyển sinh vào các trường Công an nhân dân

PART I

GENERAL PROVISIONS

Article 1. Scope of Regulation and Applicability

1. Phạm vi điều chỉnh Thông tư này quy định về nguyên tắc, đối tượng, tiêu chuẩn, quy trình, thủ tục hồ sơ và phân công trách nhiệm trong công tác tuyển sinh vào các học viện, trường đại học, trường cao đẳng, trường trung cấp, trường văn hóa Công an nhân dân (sau đây gọi chung là các trường Công an nhân dân).

Thông tư này áp dụng đối với tổ chức, cá nhân có liên quan đến hoạt động kinh doanh đối tượng thủy sản nuôi chủ lực trên lãnh thổ Việt Nam.

a) Các trường Công an nhân dân. Tổng cục, Bộ Tư lệnh, đơn vị trực thuộc Bộ, Công an, Cảnh sát phòng cháy và chữa cháy tỉnh, thành phố trực thuộc Trung ương (sau đây gọi chung là Công an các đơn vị, địa phương) được giao nhiệm vụ thực hiện công tác tuyển sinh trong Công an nhân dân; thí sinh đăng ký dự tuyển (bao gồm thi tuyển và xét tuyển) vào các cấp học, trình độ đào tạo tại các trường Công an nhân dân.

b) Các cơ quan, đơn vị và cá nhân ngoài lực lượng Công an có chỉ tiêu được dự tuyển vào đào tạo tại các trường Công an nhân dân thực hiện theo quy định của Thông tư này.

c) Việc tuyển sinh vào đào tạo tại các trường Công an nhân dân đối với người nước ngoài có quy định riêng.

Điều 2. Nguyên tắc tuyển sinh vào các trường Công an nhân dân

1. Tuyển sinh vào các trường Công an nhân dân phải căn cứ vào quy chế tuyển sinh hiện hành của Bộ Giáo dục và Đào tạo, các quy định, hướng dẫn của Bộ Công an; yêu cầu công tác, chiến đấu và xây dựng lực lượng Công an nhân dân; gắn quy hoạch cán bộ với quy hoạch đào tạo đáp ứng yêu cầu trình độ theo tiêu chuẩn chức danh nghiệp vụ của từng cán bộ đang hoặc sẽ đảm nhận sau khi tốt nghiệp; bảo đảm chất lượng, số lượng; thực hiện dân chủ, công bằng, công khai và minh bạch.

2. Tuyển sinh vào các trường Công an nhân dân được thực hiện trên cơ sở kết hợp kiểm tra giữa tiêu chuẩn chính trị, phẩm chất đạo đức, học lực, sức khỏe, năng khiếu của người dự tuyển theo quy định riêng của Bộ Công an với kết quả thi tuyển, cử tuyển, xét tuyển theo quy chế tuyển sinh của Bộ Giáo dục và Đào tạo và quy định của Bộ Công an.

Điều 3. Tỷ lệ tuyển sinh đối với nữ

Chỉ tiêu tuyển mới nữ vào các trường Công an nhân dân chiếm tỷ lệ 10% đối với các ngành nghiệp vụ an ninh, cảnh sát, phòng cháy chữa cháy; chiếm tỷ lệ 15% đối với các ngành chính trị, kỹ thuật, hậu cần, ngoại ngữ trên tổng chỉ tiêu đào tạo của từng ngành học và từng trường; không hạn chế tỷ lệ nữ sơ tuyển và đăng ký dự tuyển vào các trường Công an nhân dân.

Chapter II

SPECIFIC PROVISIONS

Section 1

TUYỂN SINH ĐÀO TẠO SAU ĐẠI HỌC

Điều 4. Tuyển sinh đào tạo tiến sĩ

1. Đối tượng, điều kiện đăng ký dự tuyển

a) Đối tượng: Giảng viên, giáo viên, cán bộ quản lý giáo dục trong các trường Công an nhân dân; cán bộ là lãnh đạo cấp phòng và tương đương trở lên thuộc Công an các đơn vị, địa phương; các chức danh yêu cầu công tác phải có trình độ tiến sĩ.

b) Điều kiện đăng ký dự tuyển: Ngoài những quy định về điều kiện đăng ký dự tuyển theo quy chế đào tạo trình độ tiến sĩ hiện hành của Bộ Giáo dục và Đào tạo, người dự tuyển phải có bằng thạc sĩ đúng chuyên ngành hoặc chuyên ngành phù hợp với chuyên ngành đào tạo ở trình độ tiến sĩ; không quá 50 tuổi. Đối với các trường hợp có bằng tốt nghiệp đại học loại giỏi đúng chuyên ngành hoặc chuyên ngành phù hợp với chuyên ngành đào tạo ở trình độ tiến sĩ có thể đăng ký dự tuyển tiến sĩ tại các trường Công an nhân dân và Thủ trưởng cơ sở đào tạo phải xây dựng nội dung, chương trình đào tạo báo cáo Tổng cục Chính trị Công an nhân dân phê duyệt trước khi tổ chức xét tuyển.

2. Thời gian và hình thức tuyển sinh: Thực hiện theo quy chế đào tạo trình độ tiến sĩ hiện hành của Bộ Giáo dục và Đào tạo và hướng dẫn của Bộ Công an.

Article 5. Graduate School Admissions for Master's Degree Programs

1. Eligibility and Conditions for Registration to Take Examinations

a) Eligible Subjects: Lecturers, teachers, educational management staff at Public Security People's Police schools; officers with specialist titles, assistant positions in advisory and scientific research work under the Ministry; commanders at the battalion level and above within local public security units.

b) Conditions for Registration to Take Examinations: Follow the current master's degree training regulations of the Ministry of Education and Training and ensure the following requirements: - Regarding academic credentials: Hold a bachelor's degree in the relevant field or a related field corresponding to the master's degree program; in cases where the bachelor's degree is in a closely related field or a different field from the master's degree program, follow the master's degree training regulations of the Ministry of Education and Training and guidelines from the Ministry of Public Security. - Regarding work experience and age: Applicants must have at least 24 months of actual work experience (from the date of receiving the graduation certificate to the examination date); not exceeding 45 years old. For teachers and educational management staff at Public Security People's Police schools, they must have at least 12 months of actual work experience (from the date of receiving the graduation certificate to the examination date).

2. Priority Policies and Exemptions from Admission Examinations: Implemented according to the current master's degree training regulations of the Ministry of Education and Training and guidelines from the Ministry of Public Security.

3. Time and Form of Admission: Implemented according to the current master's degree training regulations of the Ministry of Education and Training and guidelines from the Ministry of Public Security.

Section 2

ADMISSIONS FOR UNDERGRADUATE AND COLLEGE DEGREE PROGRAMS

Article 6. Regular Admissions for Undergraduate and College Degree Programs

1. Recipients

a) Officers and soldiers in the Public Security force who wish to improve their qualifications and are nominated by their local Public Security units to apply for admission;

b) Citizens fulfilling their duty to join the Public Security People's Police with at least 24 months of work experience up to the month of application, willing and nominated by their local Public Security units to apply for admission;

c) Students with permanent residence registration in the locality where they apply for preliminary selection, being members of the Communist Party of Vietnam or the Ho Chi Minh Communist Youth Union;

d) Citizens completing their duty to join the Public Security People's Police or completing their military service in the People's Army within no more than 12 months, from the date of discharge decision to the application date.

2. Conditions for Registration for Preliminary Selection Prior to submitting an application for admission, the subjects specified in Clause 1 of this Article must pass preliminary selection and meet the following conditions:

a) Educational Qualifications:

- Graduated from high school through regular education or continuing education. For those who graduated from a vocational college but do not have a high school diploma, they must complete and be recognized as having completed all cultural subjects in the high school curriculum as stipulated by the Ministry of Education and Training;

- For the subjects specified in Point c of Clause 1 of this Article, during their high school years, they must achieve a minimum grade point average (as per the school record);

b) Age:

- For officers and soldiers in the Public Security force, not exceeding 30 years old (by the year of application);

- For students, not exceeding 20 years old; for ethnic minority students, not exceeding 22 years old (by the year of application).

c) Moral Standards and Political Quality:

- Moral Standards:

The subjects specified in Point a of Clause 1 of this Article must not be currently serving a disciplinary period of reprimand or higher, nor awaiting disciplinary action; for the subjects specified in Point c of Clause 1 of this Article, during their high school and vocational college years, they must achieve a minimum conduct rating of good; must not be married, and must not have children (biological).

For citizens currently or previously fulfilling their duty to join the Public Security People's Police or completing their military service in the People's Army, they must annually complete their tasks and not violate discipline at the level of reprimand or higher while on duty.

- Political Quality:

Must comply with the recruitment regulations of the Ministry of Public Security for the Public Security People's Police force.

d) Health Standards:

Not suffering from chronic or terminal illnesses; well-proportioned physique; no deformities; for males, height must be 1.64 meters or taller and weight 48 kilograms or heavier; for females, height must be 1.58 meters or taller and weight 45 kilograms or heavier; for students from Region 1 (including students benefiting from preferential policies in admissions from Region 1 or students with permanent residence registration for five years in Region 1 areas), and ethnic minority students, their height and weight standards can be reduced by 2 centimeters and 2 kilograms respectively. For citizens currently or previously fulfilling their duty to join the Public Security People's Police or completing their military service in the People's Army, their height and weight standards must comply with the current regulations for health examinations to recruit citizens for the Public Security People's Police duty. In cases where local Public Security units require higher standards for height and weight, they must report to the Minister for approval.

3. Application for Admission:

During the year of application for admission, each applicant may only apply for admission to one block, one major at one academy or university, and one college of the Public Security People's Police. The organization of admissions for each major at each institution will be carried out according to the regulations of the Ministry of Education and Training and the Ministry of Public Security.

4. Admission Scores:

a) Implemented according to the regulations of the Ministry of Education and Training and the Ministry of Public Security. In cases where the admission plan exceeds the quota or the ratio of admission scores between blocks and majors is unreasonable, or if there is a transfer of admission quotas to outside institutions (for institutions with quotas), it must be reported to the Ministry (through the General Political Department of the Public Security People's Police) for decision.

b) Based on the quota assigned by the Ministry of Public Security, colleges will propose admission score plans based on the results of applicants' scores for admission to undergraduate programs of the Public Security People's Police and their preferences for admission to college programs.

5. The deadline for completing the admission examination shall be carried out in accordance with the current regulations on admissions issued by the Ministry of Education and Training and the guidance on admissions issued by the Ministry of Public Security.

Article 7. Admissions for undergraduate and college education through part-time study

1. Đối tượng, điều kiện đăng ký dự tuyển

a) Object:

- Officers and soldiers in the public security force's establishment who have worked for at least 24 months up to the time of the exam (excluding time spent studying and time performing national service in the public security forces). For citizens who have completed their national service in the public security forces and are re-enrolled without a secondary school graduation certificate (within or outside the sector), they are not eligible to apply for undergraduate or college part-time study.

- Those exempted from exams and given preferential admission: shall be implemented according to the current regulations on admissions for undergraduate and college education through part-time study issued by the Ministry of Education and Training and the guidance of the Ministry of Public Security.

b) Conditions for registering for admission:

- Academic qualifications: Graduation from high school through regular education or continuing education. For those who have graduated from a vocational college but do not have a high school graduation certificate, they must complete and be recognized as having finished all subjects in the high school curriculum as prescribed by the Ministry of Education and Training.

- Age: Officers and soldiers in the public security force's establishment shall not exceed 45 years old at the year of the exam;

- Organizational discipline awareness: In the two years of work immediately preceding the year of application, they must have completed their tasks satisfactorily; they must not be under disciplinary action from a warning or higher level or awaiting disciplinary review.

2. Admission Examination:

The examination groups and time of organization shall be carried out in accordance with the regulations on admissions for undergraduate and college education through part-time study issued by the Ministry of Education and Training and the guidance of the Ministry of Public Security.

3. Admission Points:

The admission process shall be conducted based on the admission score, following the principle of adding the examination score to the priority points based on region and category (if applicable), and selecting candidates from highest to lowest scores until the training quota is filled.

Article 8. Admissions for concurrent undergraduate education

1. Đối tượng, điều kiện đăng ký dự tuyển

a) Object:

Officers and soldiers in the public security force's establishment who have a vocational college or college diploma in a relevant field and wish to pursue undergraduate education, and are nominated by local public security units to take the exam.

b) Conditions for registering for admission

- For concurrent undergraduate education: officers and soldiers must have worked for at least 24 months from the date of graduation to the date of the exam. However, those who have graduated from a vocational college or college with excellent grades and have worked for at least 12 months from the date of graduation to the date of the exam may register for admission.

- For officers and soldiers with a vocational college or college diploma in a different field, they must supplement the corresponding knowledge volume in the relevant field according to the regulations of the Ministry of Education and Training and the guidance of the Ministry of Public Security before applying. The volume of knowledge to be supplemented will be developed by the training institution and reported to the Ministry (through the General Political Department of the Public Security Force) for approval.

- Age: officers and soldiers in the public security force shall not exceed 45 years old (at the year of the exam).

- Organizational discipline awareness: In the two years of work immediately preceding the year of application, they must have completed their tasks satisfactorily, and they must not be under disciplinary action from a warning or higher level or awaiting disciplinary review.

2. Admission Examination

a) For admissions from vocational college to undergraduate and from college to undergraduate in the public security force, the examination shall be organized for three subjects:

- For schools specializing in security and police operations: Politics, Criminal Law, and specialized knowledge.

- For schools specializing in firefighting, technology, and logistics: Mathematics, Physics, and specialized knowledge.

b) Admission Time:

Based on the plan and quota assigned, the training institutions shall develop specific admission plans for regular and part-time forms of study; the examination time shall be carried out in accordance with the regulations on admissions for concurrent undergraduate and college education issued by the Ministry of Education and Training and the guidance of the Ministry of Public Security.

3. Admission Points: shall be implemented according to Clause 3 of Article 7 of this Circular, where each subject's minimum score must reach 5 points or above on a scale of 10.

Article 9. Admissions for Second Bachelor's Degree Programs (Second Bachelor's Degree)

1. Eligibility and Age:

Officers and soldiers within the establishment of the Public Security Force who have graduated from universities inside or outside the Public Security Force, and have the need to study for a second bachelor's degree to meet job title standards and be suitable for their profession and field of work. For those who graduate from non-Public Security majors and are recruited to work in Intelligence, Security, Police operations within 24 months from the date of the official recruitment decision, local Public Security units will send them to apply for a second bachelor's degree at Public Security People's Schools.

2. Entrance Examination: Implemented according to the regulations of the Ministry of Education and Training and the guidance of the Ministry of Public Security.

3. Admission Scores: Implemented according to Clause 3 of Article 8 of this Circular.

Article 10. Admissions for University and College Programs with Assigned Quotas

1. Eligibility and Recruitment Areas: Students from Public Security People's Cultural Schools who have completed high school, when recruited into Public Security People's Cultural Schools, must be ethnic minority students with permanent residence registration in communes classified as particularly difficult economic and social conditions according to current government regulations, the Ministry of Education and Training, and annual recruitment guidelines of the Ministry of Public Security.

2. Admission Criteria: Students who have completed high school for the first time each year, where they have been rated as having good conduct and good academic performance during all three years of high school, and in the twelfth grade, each subject score must reach 6.0 (six) or higher. In cases where multiple students meet the criteria for assigned quotas and are admitted to university or college, Public Security Cultural Schools will base admission on the total average scores of three years of high school subjects and the scores of the high school graduation examination, selecting from highest to lowest until the quota is filled.

Section 3

ADMISSIONS FOR COLLEGE AND OTHER LEVELS OF EDUCATION

Article 11. Admissions for Regular College Programs

1. For New Applicants

a) Eligibility Criteria:

Includes applicants who have applied for regular university programs at Public Security People's Schools and have registered to be considered for regular college programs at Public Security People's Schools.

- Direct Admission Cases:

+ High school graduates who meet direct admission requirements set by the Ministry of Education and Training and the Ministry of Public Security, pass preliminary screening, and meet the standards for recruitment into the Public Security Force as stipulated by the Ministry of Public Security;

+ High school graduates from Public Security Cultural Schools who do not meet the criteria for admission to university or college programs with assigned quotas (excluding civilian system students at Public Security Cultural Schools).

- Priority Admission Cases: Children of Public Security martyrs, Public Security war invalids (with a disability rate of 81% or more); children of Heroes of the Armed Forces and Labor Heroes in the Public Security Force who have applied for admission to Public Security University programs, have admission scores meeting the minimum quality threshold for college programs as specified by the Ministry of Public Security, and have no failing grades.

b) Priority Points:

In addition to following the regulations of the Ministry of Education and Training, the Ministry of Public Security specifies priority points to be added to admission scores as follows:

- Add 2.0 (two) points for the children of officers in the Public Security Force establishment (currently working, retired), indefinite-term contract workers in the Public Security Force, and officers who have retired due to poor health, transferred to other sectors, discharged from military service, or deceased but had continuous service in the Public Security Force for 15 years or more.

- Add 1.0 (one) point for the children of current or retired village-level Public Security chiefs, or those who have passed away or transferred jobs but had continuous service in the village-level Public Security force for 15 years or more.

The heads of Public Security units and localities are responsible for the accuracy of these categories. Children of Public Security officers who have been criminally punished, dismissed from employment, or stripped of their Public Security titles are not eligible for priority points.

c) Admission Scores:

Based on the university and college admission scores and the candidates' registration for college admission at Public Security People's Schools, the schools establish the admission score plan for college based on the principle of adding regional and category priority points (including priority points as specified in Point b of this Clause if applicable) to the scores of each examination group, selecting from highest to lowest until the quota allocated by the Ministry is filled. The admission score cannot be lower than the annual quality threshold for college admission as specified by the Ministry of Public Security. Admissions for regular college programs end before November of the recruitment year.

2. For Officers and Soldiers in the Public Security Establishment

a) Eligibility and Admission Conditions:

Officers and soldiers who have completed high school through formal education or continuing education, and college. Those who have completed college but do not have a high school diploma must complete and be recognized as having fulfilled the cultural subjects in the high school curriculum as prescribed by the Ministry of Education and Training; in the two years of work immediately preceding the year of application, they must have completed their tasks at least satisfactorily, not be under disciplinary action from a reprimand or higher, or awaiting disciplinary action; and not exceed 35 years old at the time of application. Specifically, officers working in science and technology fields (clerical, medical, pharmaceutical, driving...) who wish to undergo police vocational training must have at least 10 years of work experience to be considered for admission.

b) Admission Process:

Based on the allocated quotas, local Public Security units will select and submit lists of officers to attend college to the colleges for review, enrollment, and report back to the Political Bureau of the Public Security Force for monitoring and implementation.

Article 12. Recruitment for Cultural Training Programs for Young People

1. Students from ethnic minorities

a) Object:

Students from ethnic minorities who have been registered as permanent residents for five years or more (as of July of the recruitment year) in communes with particularly difficult socio-economic conditions as defined by the Government.

b) Conditions and number of selections: having completed junior high school (grade 9), with academic performance at least average and conduct at least good during junior high school years; must be able to use their own ethnic language; meet political and moral standards; have a balanced physique, not suffering from chronic or terminal illnesses; have normal physical and intellectual development potential; males must be at least 1.50 meters tall and females at least 1.48 meters tall; under 17 years old. The number of female students meeting these criteria shall be decided by the Director of the Provincial Public Security Department but shall not exceed 15% of the annual quota allocated to local public security forces. No more than two students from the same family will be recruited within one recruitment period, and no more than five students from the same commune will be recruited within three years.

c) Admission process: based on the allocated quotas, local public security agencies organize selection, submit applications and lists to the schools. Police Cultural Schools check the admission criteria, report the list to the Political Bureau of the National Public Security Force for approval before organizing enrollment and registration.

2. Other candidates: children of martyrs, disabled police officers (with disability rate of 81% or higher); children of martyrs who died in anti-crime operations; meeting political and moral standards; having a balanced physique, not suffering from chronic or terminal illnesses; having normal physical and intellectual development potential; males must be at least 1.50 meters tall and females at least 1.48 meters tall, under 17 years old; having completed junior high school, with conduct at least good during junior high school years if they wish, can be directly admitted to Police Cultural Schools upon review and recommendation by local public security units. Recruitment for cultural training programs at Police Cultural Schools ends before August 15 of the recruitment year.

Section 4

APPLICATION FOR ADMISSION

Article 13. Application for Examination Registration and Admission Application

1. Examination registration application and admission application for regular undergraduate, college, and secondary vocational education programs according to regulations of the Ministry of Education and Training and standardized forms implemented uniformly in Police Cultural Schools.

2. Examination registration application for other types of training programs shall be carried out according to regulations of the Ministry of Education and Training and standardized forms implemented uniformly in Police Cultural Schools.

Article 14. Enrollment Application for Various Types of Training Programs

1. For newly recruited trainees, the enrollment application includes:

a) Voluntary application form to join the Police Force (according to the model of the Ministry of Public Security);

b) Self-declared resume (according to the model of the Ministry of Public Security) confirmed by the People's Committee and the Police Station of the commune, ward, town;

c) Background investigation report (according to the model of the Ministry of Public Security);

d) Health certificate (according to the regulations of the Ministry of Public Security);

đ) Birth certificate;

e) Permanent residence registration book;

g) Academic record and graduation certificate of general secondary education, confirmation letter of completion of all subjects in the general secondary education curriculum for those who graduated from secondary vocational education but do not have a general secondary education graduation certificate, temporary general secondary education graduation certificate for those who are admitted immediately after graduating (students enrolling in Police Cultural Schools must have academic records and junior high school graduation certificates);

h) Approval record of the Admission Council of local public security units;

i) Certificate of preferential treatment (if applicable);

k) Introduction letter for League and Party activities (if applicable);

l) Test score report (except for Police Cultural Schools);

m) Admission notice from the school;

n) Candidate's commitment statement regarding political standards.

2. For public security officers in the establishment, attending centralized training, the enrollment application includes:

a) Decision to send officers for study issued by the Head of the Unit or the Director of the Provincial Public Security Department;

b) Original file of the officer;

c) Introduction letter for League and Party activities (if applicable);

d) Salary transfer certificate, military uniform, social insurance (or confirmation letter of non-receipt of social insurance);

đ) Test score report (for levels that organize entrance exams);

e) Admission notice from the school;

g) Certificate of preferential treatment (if applicable);

h) Academic record and graduation certificate of general secondary education.

3. For public security officers in the establishment, attending non-centralized training, the enrollment application includes:

a) Decision to send officers for study issued by the Head of the Unit or the Director of the Provincial Public Security Department;

b) Test score report (for levels that organize entrance exams);

c) Admission notice from the school;

d) Certificate of preferential treatment (if applicable);

đ) Academic record and graduation certificate of general secondary education;

e) Graduation certificate of secondary vocational education, college (admitted for joint enrollment); graduation certificate of undergraduate (admitted for second bachelor's degree). Documents specified in points đ, e, g, and i Clause 1; point g and h Clause 2 and point đ and e Clause 3 of Article 14 of this Circular must be submitted in certified copies (certified copy from original) and the original must be presented for verification when registering at the school.

Section 5

ASSIGNMENT OF RESPONSIBILITIES IN THE ADMISSION PROCESS

Article 15. Responsibilities of the Political General Department of the People's Public Security

1. Assist the Minister in directing and guiding the implementation of annual recruitment work according to the regulations of the Ministry of Education and Training and this Circular; direct the heads of the People's Public Security and local public security units to resolve complaints and issues arising during the recruitment process.

2. Conduct comprehensive inspections of all stages of preliminary selection and recruitment conducted by the heads of the People's Public Security and local public security units; have the authority to suspend actions that violate the recruitment regulations of the Ministry of Education and Training and this Circular; propose disciplinary measures for collectives and individuals who violate these regulations to the leadership of the Ministry.

3. Annually, evaluate the organization and implementation of the recruitment process within the People's Public Security force; propose reports to the Ministry's leadership to adjust issues arising outside the provisions of this Circular.

Article 16. Responsibilities of local public security units assigned recruitment tasks

1. Establish a Recruitment Board to organize and implement the recruitment work of their unit according to their functions; the Recruitment Board of local public security units includes:

- Director or Head of the unit - Chairman of the Board;

- Deputy Director, Deputy Head responsible for building the force or Chief of Bureau, Political Bureau of the General Departments, Command - Vice Chairman of the Board;

- Head of the Organization and Cadre Department or Force Building Department - Member;

- Deputy Head of the Organization and Cadre Department or Force Building Department responsible for recruitment and training - Member;

- Head of the Training Organization Team (if any) or staff directly involved in recruitment and training of local public security units - Secretary Member;

- Representative of the leadership of district, county, town, provincial city or equivalent public security units (when considering and deciding recruitment and training issues of the unit) - Member.

2. Publicly announce the recruitment policy and regulations of the Ministry of Public Security to officers, soldiers of the People's Public Security and young people, students; organize the acceptance of candidate registration applications.

3. Organize preliminary selection, compile lists, complete application files, and send recruitment data to schools; report the number of candidates registered to the Political General Department of the People's Public Security. In particular, carefully verify the personal history of candidates according to the political standards set by the Ministry of Public Security for officers and soldiers of the People's Public Security. Guide, advise, and provide full information to candidates applying to register for admission to public security schools.

4. Send examination notification forms, admission results notifications, score reports (if any), and enrollment notices to each candidate.

5. Complete admission procedures for candidates admitted to public security schools (including candidates recruited by other public security units or localities).

6. Report to the Ministry (through the Political General Department of the People's Public Security) on the results of recruitment in the unit and locality.

7. Be responsible to the Minister for the recruitment tasks assigned.

Article 17. Responsibilities of Public Security Schools

1. Announce recruitment, organize entrance examinations, and admissions to various levels of education according to the regulations of the Ministry of Education and Training and the Ministry of Public Security.

2. Check the files, health, and political standards of students upon enrollment; carry out responsibilities and powers regarding recruitment, enrollment, and admission according to the regulations of the Minister of Public Security on the division of management responsibilities for public security schools; report to the Ministry (through the Political General Department of the People's Public Security) to decide whether candidates not meeting the recruitment standards should continue their studies or be returned to their original units or places of preliminary selection.

3. Be responsible to the Minister for the recruitment tasks assigned.

Chapter III

ORGANIZATION AND IMPLEMENTATION

Article 18. Effective Date

This Circular takes effect from May 5, 2016, and replaces Circular No. 71/2011/TT-BCA dated October 17, 2011, of the Minister of Public Security on recruitment to public security schools.

Article 19. Responsibility for Implementation

1. Comrades General Chiefs, Commanders, Heads of units under the Ministry, Directors of Public Security, Fire Prevention and Fighting Services of provinces and centrally-administered cities, Directors of academies, Principals of public security schools are responsible for implementing this Circular. During the implementation of this Circular, if any difficulties arise, local public security units shall report to the Ministry (through the Political General Department of the People's Public Security) for timely guidance. Special cases outside the regulations, when requested and approved by the leadership of the Ministry of Public Security, can be recruited and trained at public security schools.

2. The Political General Chief of the People's Public Security has the responsibility to direct, guide, and inspect the implementation of this Circular.
