REGULATIONS ON CRITERIA AND STANDARDS FOR QUALITY ASSESSMENT OF VOCATIONAL EDUCATION

Pursuant to the Law on Vocational Education dated November 27, 2014;

BASED ON Decree No. 14/2017/NĐ-CP dated February 17, 2017 of the Governmenta) Regarding the functions, tasks, powers, and organizational structure of the Ministry of Labor - Invalids and Social Affairs;g - Department of Veterans and Social Affairs;

Based on the proposal of the Director General of the General Department of Vocational Education;

The Minister of Labor - Invalids and Social Affairs issues this Circular to regulate criteria and standards for quality assessment of vocational education institutions. PART I

GENERAL PROVISIONS

Article 1. Scope of Regulation and Applicability

2. This Circular applies to vocational education institutions, higher education institutions that have registered to provide vocational education at the college level, enterprises that have registered to provide vocational education at the primary level (hereinafter referred to as training institutions), organizations conducting quality assessment of vocational education, and related units and individuals.

2. 3. This Circular does not apply to teacher training colleges, secondary teacher training schools, and training programs for teacher training fields under the management authority of the Ministry of Education and Training.

Article 2. Interpretation of Terms

In this document, the following terms are understood as follows:

1. Quality assessment of vocational education institutions Actual status of operation of equipment vocational education institution is the evaluation and recognition of activities of vocational education institutions aimed at determining their level of compliance with vocational education goals according to the criteria and standards for quality assessment of vocational education institutions stipulated in this Circular and other relevant regulations.

2. Criteria for quality assessment of vocational education institutions is the content and requirements that vocational education institutions must meet to achieve the quality assessment standards of vocational education institutions. Each criterion includes various standards.

7. Standard Points are contents and requirements that training institutions must meet to ensure that their training programs achieve the standards for quality assessment of training programs. Each criterion includes standards.

8. Standards for quality assessment of vocational training programs is the achievement score of each criterion and standard.

Article 3. Purpose of Using Criteria and Standards for Quality Assessment of Vocational Education

1. Purpose of Using Criteria and Standards for Quality Assessment of Vocational Education Institutions

a) Vocational education institutions use criteria and standards as tools to self-assess their activities to ensure and improve the quality of vocational education and to explain to competent state authorities, learners, and society about the quality of their training.

b) Organizations conducting quality assessment of vocational education use criteria and standards to evaluate and recognize whether vocational education institutions meet the standards for quality assessment of vocational education.

c) Other organizations and individuals have grounds to assess and participate in social feedback on the quality of vocational education institutions they are concerned about.

Chapter II

2. Purpose of Using Criteria and Standards for Quality Assessment of Primary, Intermediate, and College Level Vocational Training Programs

Section 1. CRITERIA AND STANDARDS FOR QUALITY ASSESSMENT OF VOCATIONAL EDUCATION CENTERS

Article 4. Criteria, standards, and assessment points for vocational education centers (hereinafter referred to as the center)

1. Criteria and standards

a) Criteria:

Criterion 1 - Objectives, mission, organization, and management;

Criterion 2 - Training activities;

Criterion 3 - Teachers, managers, civil servants, and workers;

Criterion 4 - Programs and textbooks;

Criterion 5 - Infrastructure and training equipment;

Criterion 6 - Financial management;

Criterion 7 - Student services;

Criterion 8 - Quality monitoring and evaluation.

b) Standards for quality assessment criteria of vocational education centers (Annex 01 attached).

2. Assessment points for each standard meeting requirements is 2 points, not meeting requirements is 0 point. The standard meeting requirements is determined based on the center satisfying the standard and maintaining it for at least one year up to the time of assessment.

Article 5. Meeting and not meeting quality assessment standards for vocational education institutions

1. Meeting standards:

The center is assessed as meeting the quality assessment standards for vocational education institutions when fulfilling the following requirements:

a) The total assessment points for quality assessment criteria reach 80 points or more;

b) The assessment points for each quality assessment criterion reach 60% of the standard points or more;

c) The assessment points for criteria 2, 3, 4, and 5 reach 80% of the standard points or more.

2. Not meeting standards:

The center is assessed as not meeting the quality assessment standards for vocational education institutions when failing to meet the requirements stipulated in Clause 1 of this Article.

Article 6. Criteria and standards for quality assessment of vocational education centers

1. Criterion 1 - Objectives, mission, organization, and management

a) Standard 1: The objectives, tasks, and mission of the center are defined in the charter of organization and operation; there is a plan and orientation to build a quality assurance system within the center. The above contents are publicly announced according to regulations for teachers, managers, students, and society to be aware.

b) Standard 2: There is a report analyzing and evaluating labor market needs to determine the trades to train and the scale of training suitable with the actual conditions of the center and human resource requirements of the locality or industry.

c) Standard 3: Issuing documents regulating organization and management towards ensuring autonomy and self-responsibility of units. Annually, documents regulating organization and management of the center are reviewed and adjusted if necessary.

d) Standard 4: Building and implementing grassroots democracy regulations; organizations operate according to their charters, supervising to ensure and improve training quality.

đ) Standard 5: Departments or specialized units, subject groups, other units (if any) under the center have clear division of functions, duties, and authorities.

2. Criterion 2 - Training activities

a) Standard 1: Trades trained by the center are registered according to the certificate of vocational education activity and ensure organizational training conditions as prescribed. The center issues and publicly announces the graduation standards of each training program for students and society to know.

b) Standard 2: The center has guidelines and implements enrollment according to regulations.

c) Standard 3: Building and approving training plans and schedules for each class and course to ensure flexibility, suitability for student characteristics, regional features; implementing approved training plans and schedules.

d) Standard 4: Training activities of the center are carried out according to the goals and content of the approved training programs.

đ) Standard 5: The center conducts examinations, graduation assessments, and certification issuance for students according to regulations, ensuring seriousness and objectivity.

e) Standard 6: The center implements diversified training methods to meet student needs, suitable for the center's conditions; coordinating with employers in teaching, learning, and practical training activities.

g) Standard 7: Teaching methods combine practical skill training with professional knowledge acquisition; promoting students' initiative, self-awareness, dynamism, and independent working ability; organizing group work.

h) Standard 8: The center organizes and implements joint training according to current regulations. Annually, the center collects opinions from students, teachers, and managers on joint training implementation and adjusts if necessary.

i) Standard 9: Training management books and forms are kept and reported according to regulations.

3. Criterion 3 - Teachers, managers, civil servants, and workers

a) Standard 1: The center has a teaching staff ensuring the conversion ratio as prescribed, sufficient in quantity, appropriate to the trade and level of training.

b) Standard 2: The teaching staff of the center participating in teaching meets the professional and current standards if applicable.

c) Standard 3: Teachers, managers, civil servants, and workers perform their duties and powers according to regulations without violating the center's rules, internal regulations, and provisions.

d) Standard 4: Teachers teach according to the content and objectives of the training program and fully implement the training program requirements.

đ) Standard 5: The center's management staff are appointed and relieved according to regulations. The director and deputy director of the center fulfill their assigned tasks and powers.

e) Standard 6: There are regulations on recruitment, utilization, planning, training, assessment, classification of teachers, managers, civil servants, and workers according to regulations; fully implementing policies and systems for teachers, managers, civil servants, and workers.

g) Standard 7: Recruitment, utilization, planning, training, assessment, and classification of teachers, managers, civil servants, and workers are conducted according to regulations, ensuring transparency and objectivity.

h) Standard 8: The center builds and implements plans for training and upgrading the teaching staff and management according to regulations.

i) Standard 9: Teachers are provided with training and internships at the employing entity to update their knowledge, technology, and methods of organizing production management in accordance with regulations.

4. Criterion 4 - Training Programs and Textbooks

a) Standard 1: The center has sufficient training programs and textbooks for all trades currently being trained in accordance with regulations.

b) Standard 2: The training program ensures content and structure in accordance with regulations.

c) Standard 3: 100% of the training programs are developed or selected in accordance with regulations.

d) Standard 4: The development or selection of training programs involves teachers, vocational education managers, and technical staff from the employing entity.

đ) Standard 5: The training program ensures practicality and suitability with current production and service technologies.

e) Standard 6: 100% of the training textbooks are developed or selected in accordance with regulations to serve as formal teaching and learning materials.

g) Standard 7: There are sufficient textbooks for each module of the training programs.

h) Standard 8: The development or selection of training textbooks involves teachers, experts, experienced managers, and representatives from the employing entity after training; it specifies the requirements for the content and skills of each module within the training program.

i) Standard 9: Annually, opinions from teachers, managers, employees, workers, and students regarding the training programs and textbooks are collected; necessary revisions are made if required; the center conducts an evaluation of the training programs and textbooks according to regulations at least once every three years, implementing necessary revisions.

5. Criterion 5 - Physical Facilities and Training Equipment

a) Standard 1: The center has appropriate training locations that meet the requirements for teaching and learning space, trade knowledge learning sites, skill practice sites, and training equipment and materials in accordance with regulations on class organization and training locations.

b) Standard 2: Theory classrooms, practice rooms, and workshops comply with internal rules and regulations on labor safety and fire prevention, with equipment arranged neatly and reasonably to ensure the practical needs of learners.

c) Standard 3: The center has sufficient types, quantities, and quality of training equipment in accordance with regulations.

d) Standard 4: There are regulations on the use of self-made equipment in accordance with current regulations and organizational management and usage in accordance with regulations.

đ) Standard 5: There is practical equipment equivalent to the technology currently used in actual production, business, and services.

e) Standard 6: Practical equipment is synchronized and suitable for the center's training programs.

g) Standard 7: There is a reading room with sufficient textbooks for all trades trained by the center to serve learners and teachers' research and reference.

6. Criterion 6 - Financial Management

a) Standard 1: The center has regulations and implements regulations on financial management, use, and settlement in accordance with regulations.

b) Standard 2: Financial resources ensure sufficient funding for the center's activities.

c) Standard 3: Management and use of income from training service activities; participation in production, business, and service activities in accordance with regulations.

d) Standard 4: The center fully complies with financial systems, accounting, auditing, taxation, statistics, and periodic reporting regulations; financial transparency is implemented in accordance with the law.

7. Criterion 7 - Servicesfor Students a) Standard 1: The center informs students about the training regulations, training plans, training program content, rights, and obligations of students.specialized agency under the People's Committee of the province/city.

b) Standard 2: Students enjoy benefits and policies in accordance with regulations.

c) Standard 3: Policies and timely implementation of rewards and incentives for students who achieve high results in study and discipline.

d) Standard 4: Students are respected and treated equally without discrimination based on gender, religion, or origin.

đ) Standard 5: The center provides job placement counseling for students.

8. Criterion 8 - Monitoring and Quality Assessment

a) Standard 1: The center implements self-assessment and quality certification activities in accordance with regulations; annually collects opinions from employing entities regarding the level of satisfaction of graduates.

b) Standard 2: Annually, the center develops plans and solutions to improve training quality based on self-assessment and quality certification results if applicable.

Section 2. CRITERIA AND STANDARDS FOR QUALITY ASSESSMENT OF VOCATIONAL COLLEGES AND COMMUNITY COLLEGES

Article 7. Criteria, standards, and evaluation points for vocational colleges and community colleges (hereinafter referred to as "the school")

1. Criteria and standards

a) Criteria:

Criterion 1 - Objectives, mission, organization, and management;

Criterion 2 - Training activities;

Criterion 3 - Teachers, managers, civil servants, and workers;

Criterion 4 - Programs and textbooks;

Criterion 5 - Infrastructure, training equipment, and library;

Criterion 6 - Scientific research, technology transfer, and international cooperation;

Criterion 7 - Financial management;

Criterion 8 - Student services;

Criterion 9 - Quality monitoring and assessment.

b) The standards for quality assessment criteria of vocational colleges and community colleges (Annex 02 attached).

2. Each standard that meets the requirements will be awarded 1 point, and each standard that does not meet the requirements will be awarded 0 points. A standard is considered met if the school satisfies the standard and maintains it for at least two consecutive years up to the time of assessment for vocational colleges, and for at least three consecutive years up to the time of assessment for community colleges.

Article 8. Meeting and failing to meet the quality assessment standards for vocational education institutions

1. Meeting standards:

The school is evaluated as meeting the quality assessment standards for vocational education institutions when it fulfills the following requirements:

a) The total assessment points for quality assessment criteria reach 80 points or more;

b) The assessment points for each quality assessment criterion reach 60% of the standard points or more;

c) The assessment points for criteria 2, 3, 4, and 5 reach 80% of the standard points or more.

2. Not meeting standards:

The school is evaluated as not meeting the quality assessment standards for vocational education institutions when it fails to fulfill the requirements stipulated in Clause 1 of this Article.

Article 9. Criteria and standards for quality assessment of vocational colleges and community colleges

1. Criterion 1 - Objectives, mission, organization, and management

a) Standard 1: The school's objectives and mission are clearly defined, appropriate to its functions and responsibilities, reflecting the role of the school in meeting the human resource needs of the locality and industry, and are publicly announced.

b) Standard 2: The school conducts analysis and assessment of the human resource needs of the locality or industry to determine suitable programs and scales of training.

c) Standard 3: The school issues regulations on organization and management in a manner that ensures the autonomy and responsibility of units within the school according to the provisions.

d) Standard 4: Annually, the regulations on organization and management of the school are reviewed and adjusted if necessary.

đ) Standard 5: Departments, faculties, and subordinate units of the school have clear assignments and levels of responsibility in accordance with the structure of programs and training scales and the objectives of the school.

e) Standard 6: The school council or board of directors, advisory councils, departments, faculties, and subordinate units operate in accordance with their functions and responsibilities as prescribed and are effective.

g) Standard 7: The school establishes and operates a quality assurance system as prescribed.

h) Standard 8: The school has a unit responsible for managing and ensuring the quality of training and annually completes assigned tasks.

i) Standard 9: The Communist Party of Vietnam organization in the school plays a leading role, operates in accordance with its charter and the Constitution and laws.

k) Standard 10: Social organizations in the school operate in accordance with their charters and laws, contributing to ensuring and improving the quality of training.

l) Standard 11: The school has regulations and implements supervision activities according to the prescribed requirements to enhance the quality and effectiveness of training. Annually reviews and improves inspection methods and tools.

m) Standard 12: The school has policies and implements state preferential policies for beneficiaries; implements gender equality policies as prescribed.

2. Criterion 2 - Training activities

a) Standard 1: Programs and trades of the school are registered for operation by the competent authority. The school issues and publicly announces the graduation standards of each training program for students and society to know.

b) Standard 2: The school develops and promulgates admission regulations as prescribed.

c) Standard 3: Annually, the school determines admission quotas and implements admissions in accordance with the prescribed requirements, ensuring seriousness, fairness, and objectivity.

d) Standard 4: Diversifies training methods to meet student learning requirements.

đ) Standard 5: The school develops and approves training plans and schedules for each class and course of each program or trade, by semester or academic year. Training plans detail modules, subjects, theoretical and practical hours, internships, and are consistent with the forms and methods of organizing training and comply with regulations.

e) Standard 6: The school implements training according to approved training plans and schedules.

g) Standard 7: Training activities are conducted according to approved training program goals and contents; cooperate with employers in organizing and guiding students' practical and internship activities in their workplaces; implement special regulations of the industry if applicable.

h) Standard 8: Training methods combine practical skill development with specialized knowledge acquisition; encourage students' initiative, self-awareness, dynamism, and independent working ability; organize group work.

i) Standard 9: The school applies information technology in teaching and learning activities.

k) Standard 10: Annually, the school plans and organizes inspections and supervision of teaching and learning activities according to the plan.

l) Standard 11: Annually, the school reports on the results of inspections and supervision of teaching and learning activities; proposes measures to improve the quality of teaching and learning activities; promptly adjusts teaching and learning activities based on recommendations if necessary.

m) Standard 12: The school issues complete regulations on examinations, recognition of graduation, assessment of learning outcomes, discipline, issuance of diplomas and certificates as prescribed.

n) Standard 13: During the assessment of learning outcomes, employers participate, and follow special regulations of the industry if applicable.

o) Standard 14: Organize examinations, recognition of graduation, assessment of learning outcomes, discipline, issuance of diplomas and certificates strictly and objectively as prescribed.

p) Standard 15: Annually, the school reviews regulations on examination, testing, graduation certification, academic performance evaluation, and timely adjusts them if necessary.

q) Standard 16: The school has guidelines and implements training programs in accordance with regulations.

r) Standard 17: The school has a database for training activities and effectively manages and utilizes it.

3. Criterion 3 - Teachers, managers, civil servants, and workers

a) Standard 1: There are provisions regarding the recruitment, utilization, planning, training, assessment, and classification of teachers, managers, civil servants, and workers in accordance with regulations.

b) Standard 2: The school implements recruitment, utilization, planning, training, assessment, and classification of teachers, managers, civil servants, and workers in accordance with regulations, ensuring transparency, objectivity, and fully implementing policies and systems for teachers, managers, civil servants, and workers as prescribed.

c) Standard 3: The teaching staff of the school meets the standards in terms of professional qualifications and current standards if applicable.

d) Standard 4: Teachers, managers, civil servants, and workers perform their duties and powers as prescribed without violating rules, internal regulations, and regulations of the school.

đ) Standard 5: The school has a teaching staff that meets the conversion ratio requirements; the number of permanent teachers assigned to each program volume per profession or trade training meets the prescribed requirements; the school ensures the proportion of teachers with postgraduate qualifications as prescribed.

e) Standard 6: Teachers teach according to the content and objectives of the training program and fulfill all requirements of the training program.

g) Standard 7: The school has policies and measures to encourage teachers to study and self-improve their professional knowledge and skills, and innovate teaching methods.

h) Standard 8: Annually, the school plans and implements plans to train and improve the professional knowledge and skills and teaching methods of the teaching staff.

i) Standard 9: Teachers are trained and interned at labor-using units to update their knowledge, technology, and management methods of production in accordance with regulations and specific industry regulations if applicable.

k) Standard 10: Annually, the school conducts summaries and evaluates the effectiveness of training and improvement for the teaching staff.

l) Standard 11: The principal and deputy principals of the school meet the prescribed standards and properly exercise their assigned powers and responsibilities.

m) Standard 12: The management staff of the school's units are appointed and relieved of duty in accordance with regulations.

n) Standard 13: The management staff of the school meets the standards in terms of professional qualifications; they properly exercise their assigned powers and responsibilities.

o) Standard 14: Annually, the school plans and implements plans to train and improve the professional knowledge and skills of the management staff.

p) Standard 15: The civil servants and workers of the school have sufficient numbers, possess professional capabilities meeting job requirements, and are regularly trained to enhance their qualifications.

4. Criterion 4 - Training Programs and Textbooks

a) Standard 1: The school has complete training programs for all majors or trades it trains.

b) Standard 2: 100% of the training programs are developed or selected in accordance with regulations.

c) Standard 3: The training programs of the school reflect the training objectives of the corresponding level; they specify the standards of knowledge and skills that students should achieve upon graduation; the scope and structure of content, methods, and forms of training; and the methods of assessing learning outcomes for each module, subject, major, or trade, and each level as prescribed.

d) Standard 4: Training programs are developed with the participation of teachers, vocational education managers, and scientific and technical staff from labor-using units; they are implemented in accordance with specific industry regulations if applicable.

đ) Standard 5: Training programs ensure practicality and adapt to changes in the labor market.

e) Standard 6: Training programs are developed to ensure connectivity between different levels of vocational education and other training levels within the national education system as prescribed.

g) Standard 7: At least once every three years, the school evaluates, updates, and adjusts training programs as needed.

h) Standard 8: Training programs are revised and supplemented to incorporate advanced scientific and technological achievements relevant to the training professions or trades, or to reference similar foreign training programs.

i) Standard 9: Before organizing joint training, the school reviews modules, credits, and subjects based on the training program and makes decisions regarding modules, credits, and subjects that students do not need to study to ensure their rights.

k) Standard 10: There are sufficient textbooks for each module and subject of the training programs.

l) Standard 11: 100% of the training textbooks are developed or selected in accordance with regulations to serve as official teaching and learning materials.

m) Standard 12: Training textbooks detail the requirements for the content of knowledge and skills of each module and subject in the training program.

n) Standard 13: Training textbooks facilitate the implementation of active teaching methods.

o) Standard 14: Annually, the school collects opinions from teachers, managers, scientific and technical staff from labor-using units, and graduates on the suitability of the training textbooks; they are implemented in accordance with specific industry regulations if applicable.

p) Standard 15: When there are changes to the training programs, the school evaluates, updates, and adjusts the training textbooks as needed to meet regulatory requirements.

a) Criterion 1: The construction site of the school must comply with the overall planning of the area and the network of vocational education facilities; the construction land must ensure quietness for teaching and learning activities; convenient and safe transportation; easy access to electricity and water supply; maintain a distance from industrial enterprises that emit harmful substances; follow specific regulations of the industry if applicable.

b) Criterion 2: The overall layout of the campus must be reasonable, suitable for the functions and internal traffic requirements, architectural and pedagogical environment; the land area used and green space area must meet the prescribed standards.

c) Criterion 3: There must be sufficient areas serving the school's activities according to the standard: study and research areas (theoretical classrooms, practical classrooms, laboratories, and specialized classrooms); practical training areas (workshops, internships, training camps, experimental gardens); physical training areas; administrative management and auxiliary areas, and areas providing living services for students and teachers.

d) Criterion 4: The technical infrastructure system of the school (internal roads; electrical system; water supply and drainage, wastewater treatment, waste disposal; ventilation; fire prevention and firefighting) must comply with standards and meet the needs of training, production, service, and daily life; maintenance and repair must be carried out as prescribed.

đ) Criterion 5: Classrooms, laboratories, workshops, and specialized classrooms must meet current construction standards, material standards, and technological requirements of training equipment.

e) Criterion 6: The school must have regulations on the management, use, maintenance, and repair of training equipment.

g) Criterion 7: Classrooms, lecture halls, laboratories, workshops, and specialized classrooms must be used in accordance with current regulations.

h) Criterion 8: Training equipment must meet the minimum equipment list and standards required for each level of training according to the specialty or profession as stipulated by the central state management agency for vocational education. For specialties or professions where the central state management agency for vocational education has not issued a minimum equipment list and standards, the school must ensure that the training equipment meets the requirements of the training program and the scale of training for such specialties or professions.

i) Criterion 9: Training equipment and tools must be arranged reasonably, safely, and conveniently for movement, operation, maintenance, and organization of practical guidance; they must meet pedagogical requirements, industrial hygiene, and environmental sanitation.

k) Criterion 10: The school must have regulations on the management, use, maintenance, and repair of training equipment, including provisions for regular evaluation and recommendations for improving the efficiency of equipment use.

l) Criterion 11: Training equipment must have clear management records, be used according to their intended function, managed, maintained, and repaired in accordance with the school's and manufacturer's regulations; annual evaluations and recommendations for improving the efficiency of equipment use must be conducted as prescribed.

m) Criterion 12: The school must have consumption quotas or economic-technical norms in training and regulations on the management, distribution, and use of materials to serve training; implementation must be organized in accordance with regulations to ensure timely response to training plans and schedules; materials must be neatly arranged for convenient storage and use.

n) Criterion 13: The school must have a library including reading rooms and storage rooms that meet design standards. The library must have sufficient approved programs and textbooks, with at least five printed copies of each textbook type.

o) Criterion 14: Library activities and service forms must be appropriate to the information retrieval needs of managers, teachers, and students.

p) Criterion 15: The school must have an electronic library and computer rooms to meet the information retrieval and access needs of teachers and students; course materials and reference books of the school must be digitized and integrated into the electronic library to effectively support training activities.

6. Criterion 6 - Scientific Research, Technology Transfer, and International Cooperationa) Criterion 1: The school must have policies and implement policies encouraging managers, teachers, and staff to participate in scientific research, innovation initiatives, and technology transfer to enhance training effectiveness and quality.b) Criterion 2: Annually, the school must have research topics, innovation initiatives at the school level or higher to serve its training activities (at least one research topic or innovation initiative for secondary schools, at least two research topics or innovation initiatives for colleges).

c) Criterion 3: Annually, the school must publish articles and publications by teachers, managers, employees, and workers in domestic or international scientific journals.

d) Criterion 4: The school's research topics and innovation initiatives must be applied in practice.

đ) Criterion 5: The school must have training collaborations or implement activities and cooperate with foreign schools or international organizations; international cooperation activities must contribute to enhancing the quality of the school's training.

7. Criterion 7 - Financial Management

a) Criterion 1: The school must have regulations on financial management, use, settlement, and public disclosure in accordance with prescribed regulations.

b) Criterion 2: Manage and use income from training service activities; engage in production, business, and service activities in accordance with regulations.

c) Criterion 3: The school must have sufficient financial resources to ensure funding for all activities.

d) Criterion 4: Properly manage, use, and settle accounts in accordance with regulations.

đ) Criterion 5: Conduct self-audit of financial accounting; carry out audits as prescribed; promptly address and resolve issues arising from the implementation of financial management and usage regulations based on conclusions from authorized agencies; publicly disclose financial information as prescribed.

e) Criterion 6: Annually, the school must evaluate the effectiveness of financial resource utilization; implement measures to improve financial management and usage efficiency to enhance the quality of the school's activities.

d) Standard 5: Conduct financial accounting self-inspection work; carry out audits as prescribed; promptly address and resolve any issues arising from the implementation of financial management and usage regulations upon conclusions by competent authorities; publicly disclose financial information as required.

e) Standard 6: Annually, the school evaluates the effectiveness of its financial resource utilization; implements measures to enhance financial management and usage efficiency to improve the quality of school activities.

8. Criterion 8 - Student Services

a) Standard 1: Students are provided with complete information on training objectives, training programs; examination and graduation recognition regulations; school rules and regulations; current policies for students; quality assurance conditions for teaching and learning as prescribed.

b) Standard 2: Students enjoy benefits and policies as prescribed.

c) Standard 3: There are policies and timely implementation of reward and encouragement policies for students who achieve high results in study and discipline. Students are supported promptly during their studies at the school to fulfill their academic tasks.

đ) Standard 5: The center provides job placement counseling for students.

d) Standard 5: Dormitories ensure sufficient living space and minimum conditions (accommodation, electricity, water, sanitation, other amenities) for student life and study.

e) Standard 6: There are healthcare services for health care and protection; school dining services meet students' needs and ensure food safety.

g) Standard 7: Students are provided with opportunities to engage in cultural and sports activities, physical education, and social activities; they are ensured safety within the school premises.

h) Standard 8: The school implements job counseling for graduates.

i) Standard 9: Annually, the school organizes or collaborates to organize job fairs for students to interact with employers.

9. Criterion 9 - Monitoring and Quality Assessment

a) Standard 1: Annually, collect feedback from a minimum of 10 employing units regarding the level of satisfaction with graduates working at those units.

b) Standard 2: Annually, collect evaluations from a minimum of 50% of management staff, teachers, civil servants, and employees regarding related policies on teaching and learning, recruitment, training, development, assessment, classification, and appointment of management staff, teachers, civil servants, and employees.

c) Standard 3: Annually, collect evaluations from a minimum of 30% of student representatives from various training fields regarding the quality and effectiveness of training forms and methods; service quality, teaching, and implementation of policies related to students by the school.

d) Standard 4: The school conducts self-assessment and quality certification activities as prescribed.

đ) Standard 5: Annually, the school has specific plans and measures to improve and enhance training quality based on self-assessment results and external assessment results if available.

e) Standard 6: The school has a ratio of 80% of students obtaining suitable employment in their field of study or profession within six months after graduation.

Chapter III

CRITERIA AND STANDARDS FOR QUALITY ASSESSMENT OF PRIMARY, VOCATIONAL, AND COLLEGE TRAINING PROGRAMS

Section 1. CRITERIA AND STANDARDS FOR QUALITY ASSESSMENT OF PRIMARY TRAINING PROGRAMS

Article 10. Criteria, standards, and evaluation points for primary training programs

1. Criteria and standards

a) Criteria:

Criterion 1 - Objectives and finance;

Criterion 2 - Training activities;

Criterion 3 - Teachers, managers, and staff;

Criterion 4 - Programs and textbooks;

Criterion 5 - Training facilities and equipment;

Criterion 6 - Student services;

Criterion 7 - Monitoring and quality assessment.

b) Standards for criteria of quality assessment of primary training programs (Annex 03 attached).

2. Each standard that meets the requirements is rated 4 points, each standard that does not meet the requirements is rated 0 points.

A standard is met when the training institution satisfies the standard within one year from the date of assessment.

The assessment of whether a specific training program at a training institution meets the system of criteria and standards only applies to factors and contents related to the implementation of the training program.

Article 11. Meeting and not meeting the quality assessment standards for training programs

1. Meeting standards:

A training program is assessed to meet the quality assessment standards for training programs when it satisfies the following requirements:

a) The total evaluation score reaches 80 points or higher;

b) The evaluation scores of criteria 3, 4, 5, and 7 reach 75% of the standard score of each criterion or higher. The evaluation scores of criteria 1, 2, and 6 reach 50% of the standard score of each criterion or higher.

2. Not meeting standards:

A training program is assessed to not meet the quality assessment standards for training programs when it does not satisfy the requirements stipulated in Clause 1 of this Article.

Article 12. Criteria and Standards for Quality Assessment of Training Programs at the Primary Level

1. Criterion 1 - Objectives and Finance

a) Standard 1: The objectives of the training program are consistent with the objectives of the training institution and the labor market needs, are publicly announced, and are reviewed and adjusted according to regulations.

b) Standard 2: Annually, the training institution studies and determines the minimum expenditure rate per student, ensuring the quality of the training program and having sufficient legitimate income to implement the training program.

2. Standard Criterion 2 - Training Activities

a) Standard 1: Annually, the training institution implements enrollment activities in accordance with regulations.

b) Standard 2: The training institution has a training plan and organizes training in accordance with regulations; conducts examinations, evaluations of learning outcomes, discipline, and issuance of certificates in accordance with regulations; student files are complete and comply with regulations.

c) Standard 3: Organizes inter-level training in accordance with regulations.

3. Criterion 3 - Teachers, Managers, and Staff

a) Standard 1: 100% of teachers participating in teaching meet the professional and vocational standards as prescribed; annually completing tasks assigned by the training institution.

b) Standard 2: Ensuring that all modules within the training program have sufficient teachers; ensuring the ratio of students per class and the conversion ratio of students per teacher in accordance with regulations.

c) Standard 3: Annually, the training institution organizes for permanent teachers to participate in courses and training sessions; 100% of permanent teachers undergo internships at employing units in accordance with regulations.

d) Standard 4: 100% of managers and staff meet the professional and vocational standards as prescribed; annually completing tasks assigned by the training institution.

4. Criterion 4 - Programs and Textbooks

a) Standard 1: The training program is developed, selected, reviewed, issued, evaluated, and updated in accordance with regulations.

b) Standard 2: The training program reflects the volume of knowledge, occupational skills, other necessary skills, and capability requirements that students achieve upon graduation, and is compatible with the national qualification framework and national occupational skill standards.

c) Standard 3: The training program ensures scientific accuracy, systematic structure, practicality, and compatibility with production and service technology; being flexible to adapt to changes in technology and the labor market.

d) Standard 4: The training program reflects methods for evaluating learning outcomes, determining the level of achievement of exit standards for each module and the overall training program.

đ) Standard 5: 100% of textbooks are compiled, selected, reviewed, issued, evaluated, and updated in accordance with regulations; there are sufficient textbooks for each module of the training program.

e) Standard 6: Textbooks specify the content and skill requirements of each module in the training program; facilitate the implementation of active teaching methods; ensure compatibility with production, business, and service technology.

5. Criterion 5 - Material Facilities and Training Equipmenta) Standard 1: Classrooms and electrical and water systems meet construction standards and training requirements.

b) Standard 2: Ensuring a sufficient variety of training equipment to meet the requirements of the training program.

c) Standard 3: Ensuring a sufficient quantity of training equipment to meet the scale and training requirements.

d) Standard 4: Raw materials for practice are neatly arranged and managed, distributed, and used in accordance with regulations; meeting the training schedule and progress.

Criterion 6 - Services for Students

6. a) Standard 1: Students are provided with full information about the training program; training regulations; student management regulations; examination and graduation recognition regulations; institutional rules and policies for students. Students enjoy benefits and policies as prescribed.

b) Standard 2: Regularly providing students with information about occupations, the labor market, and employment; assisting and introducing employment opportunities for graduates.

Criterion 7 - Monitoring and Evaluating Quality

7. a) Standard 1: Annually, collect feedback from a minimum of ten employing units regarding the performance of graduates working at those units and the suitability of the training program with actual production, business, and service practices. b) Standard 2: Conduct follow-up surveys of graduates to gather information on employment, evaluate the quality of training provided by the institution, and assess the suitability of the training program with the job positions of graduates.

c) Standard 3: Within six months after graduation, at least 80% of graduates find suitable employment in their trained occupation.

d) Standard 4: At least 80% of surveyed employing units are satisfied with the knowledge, skills, self-management capabilities, and professional responsibility of graduates working at those units.

c) Standard 3: Within six months of graduation, at least 80% of graduates obtain employment suitable to their trained profession.

d) Standard 4: At least 80% of surveyed employers are satisfied with the knowledge, skills, autonomy, and professional responsibility of graduates working in their organizations.

Section 2. STANDARDS, RATING POINTS AND CRITERIA FOR QUALITY ASSESSMENT OF VOCATIONAL TRAINING PROGRAMS AT THE COLLEGE AND HIGHER COLLEGE LEVELS

Article 13. Criteria, standards, and rating points for vocational training programs at the college and higher college levels

1. Criteria and standards

a) Criteria:

Criterion 1 - Objectives, management, and finance;

Criterion 2 - Training activities;

Criterion 3 - Teachers, managers, and staff;

Criterion 4 - Programs and textbooks;

Criterion 5 - Infrastructure, training equipment, and library;

Criterion 6 - Student services;

Criterion 7 - Monitoring and quality assessment.

b) Rating points for the criteria assessing the quality of vocational training programs at the college and higher college levels (Annex 4 attached).

2. The rating point for each standard meeting the requirements is 02 points, and the rating point for each standard not meeting the requirements is 0 points.

A standard is met when the training institution satisfies the standard for two consecutive years up to the time of assessment for vocational training programs at the college level and for three consecutive years up to the time of assessment for vocational training programs at the higher college level.

The assessment of whether a specific training program at a training institution meets the system of criteria and standards only applies to factors and contents related to the implementation of the training program.

Article 14. Meeting and failing to meet the quality assessment criteria for vocational training programs

1. General criteria:

A training program is assessed to meet the quality assessment standards for training programs when it satisfies the following requirements:

a) The total evaluation score reaches 80 points or higher;

b) The rating points of criteria 3, 4, 5, and 7 reach 80% or more of the rating points of each criterion. The rating points of criteria 1, 2, and 6 reach 50% or more of the rating points of each criterion.

2. Not meeting standards:

A training program is assessed to not meet the quality assessment standards for training programs when it does not satisfy the requirements stipulated in Clause 1 of this Article.

Article 15. Criteria and standards for quality assessment of vocational training programs at the college and higher college levels

1. Objectives, management, and finance

a) Standard 1: The objectives of the training program are consistent with the objectives of the training institution and the labor market needs, are publicly announced, and are reviewed and adjusted according to regulations.

b) Standard 2: The training institution has specific task assignment documents for the department/unit responsible for the training program and related units involved in implementing the training program; the department/unit responsible for the training program completes assigned tasks related to the training program.

c) Standard 3: Annually, the training institution conducts research and determines the minimum expenditure rate per student to ensure the quality of the training program and has sufficient legitimate revenue to implement the training program.

2. Criterion 2 - Training activities

a) Standard 1: Annually, the training institution implements admission procedures according to regulations; the admission results achieve a minimum of 80% of the planned quota of the training institution.

b) Standard 2: The training institution has a training plan and organizes training according to regulations.

c) Standard 3: Implements teaching methods appropriate to the content of the training program, combining practical skill training with knowledge acquisition; encourages students' initiative, self-awareness, dynamism, independent working ability, and teamwork; applies information and communication technology in teaching and learning activities.

d) Standard 4: The training institution collaborates with employers in organizing and guiding students to practice and intern at the employer's unit; 100% of students complete practical training at an employer's unit suitable for their field of study before graduation.

đ) Standard 5: Organizes examinations, graduation recognition, and evaluation of academic performance and discipline; maintains student records in accordance with regulations.

e) Standard 6: Monitors and supervises teaching and learning activities according to regulations; uses examination results to promptly adjust teaching and learning activities appropriately.

g) Standard 7: Organizes sequential training according to regulations.

3. Criterion 3 - Teachers, Managers, and Staff

a) Standard 1: 100% of teachers participating in teaching meet the professional and vocational standards as prescribed.

b) Standard 2: Annually, 100% of teachers complete assigned tasks by the training institution.

c) Standard 3: Ensures all modules and subjects within the training program have qualified teachers; ensures the student-to-class ratio and teacher-to-student conversion ratio comply with regulations.

d) Standard 4: Annually, at least 50% of full-time teachers in specialized subjects participate in scientific research, teaching excellence competitions, and equipment-making contests at various levels.

đ) Standard 5: Annually, the training institution arranges training courses and development programs for full-time teachers.

e) Standard 6: 100% of full-time teachers undergo on-the-job training at employers' units according to regulations.

g) Standard 7: 100% of administrative staff and employees meet the professional and vocational standards as prescribed.

h) Standard 8: Annually, 100% of administrative staff and employees complete assigned tasks by the training institution.

4. Criterion 4 - Programs and Textbooks

a) Standard 1: The training program is developed, selected, reviewed, issued, evaluated, and updated in accordance with regulations.

b) Standard 2: At least two employers participate in the development and review of the training program.

c) Standard 3: The training program reflects the minimum volume of knowledge and skill requirements that students must achieve upon graduation.

d) Standard 4: The training program reflects the distribution of time and sequence of modules and subjects to ensure the achievement of vocational education objectives.

đ) Standard 5: The training program reflects the minimum requirements for facilities and faculty to implement the training program and ensure its quality.

e) Standard 6: The training program reflects the methods of evaluating learning outcomes and determining the level of skill attainment by students after completing the modules and subjects of the training program.

g) Standard 7: The training program ensures compatibility with industry and national development requirements, aligning with production and service technologies.

h) Standard 8: The training program ensures seamless integration between different educational levels within the national education system.

i) Standard 9: Adequate textbooks are available for all modules and subjects of the training program.

k) Standard 10: 100% of textbooks are compiled, selected, reviewed, issued, evaluated, and updated according to regulations.

l) Standard 11: Textbooks detail the content and skills required for each module and subject in the training program; the content of the textbooks is suitable for active teaching methods.

m) Standard 12: The content of the textbooks is consistent with production, business, and service technologies.

5. Criterion 5 - Material Facilities and Training Equipmentin physical facilities, training equipment, and library institute

a) Standard 1: Classrooms, laboratories, workshops, electrical, and water systems meet construction standards and training requirements.

c) Standard 3: Ensuring a sufficient quantity of training equipment to meet the scale and training requirements.

d) Standard 4: Raw materials for practice are neatly arranged and managed, distributed, and used in accordance with regulations; meeting the training schedule and progress.

d) Standard 4: Training equipment and tools are arranged reasonably and conveniently for practical activities, ensuring pedagogical requirements, labor safety, industrial hygiene, and environmental sanitation; training equipment has clear management records, is used according to its intended function, and is managed, maintained, and serviced as prescribed.

đ) Standard 5: Raw materials and supplies are neatly arranged and stored in an orderly manner, facilitating their management, issuance, and use in accordance with regulations; they meet the training plan and schedule.

e) Standard 6: The library has sufficient approved training programs and textbooks; each type of textbook has at least five printed copies and meets the research and study needs of teachers and students; there are at least five books per student available, including journals and reference materials; 100% of the programs and textbooks are digitized and integrated into the electronic library to effectively support training activities.

g) Standard 7: The library is equipped with computers and internet access to meet the needs of teaching, learning, and information retrieval.

h) Standard 8: There are virtual simulation software programs for actual teaching equipment used in instruction.

6. Criterion 6 - Services for Students 2025; BASED ON THE EDUCATION LAW dated June 14, 2019;

a) Standard 1: Students are provided with full information about the training program: training regulations; student affairs regulations; examination, graduation recognition regulations; internal rules and regulations of the training institution and policies for students.

b) Standard 2: Students enjoy benefits and policies as prescribed; the training institution implements timely reward, encouragement, and motivational policies for students who achieve high academic results and provides timely counseling and support during the learning process.

c) Standard 3: Annually, the training institution provides students with information on professions, the job market, and employment opportunities; assists and introduces jobs to graduates.

d) Standard 4: The training institution diversifies social, cultural, artistic, and physical education activities for students.

7. Criterion 7 - Quality Monitoring and Evaluation

c) Standard 3: Within six months after graduation, at least 80% of graduates find suitable employment in their trained occupation.

d) Standard 4: At least 80% of surveyed employing units are satisfied with the knowledge, skills, self-management capabilities, and professional responsibility of graduates working at those units.

c) Standard 3: Annually, collect feedback from at least 50% of teachers and managers regarding teaching and learning activities, recruitment, appointment, training, classification, and evaluation of teachers and managers.

d) Standard 4: Annually, collect feedback from at least 30% of students regarding the quality and effectiveness of training methods and formats, teaching quality, implementation of policies and services for students.

đ) Standard 5: The training institution conducts self-assessment of the training program in accordance with regulations.

e) Standard 6: Annually, the training institution develops specific plans and implements improvements to enhance the quality of the training program based on the results of self-assessment and external assessment (if applicable).

g) Standard 7: Within six months of graduation, at least 80% of graduates have suitable employment related to their field of study.

h) Standard 8: At least 80% of employers surveyed are satisfied with the knowledge, skills, autonomy, and professional responsibility of graduates working at their organizations.

Chapter IV

IMPLEMENTATION

Article 25. The General Department of Vocational Education and Training

The General Department of Vocational Education and Training shall be responsible for directing and organizing the implementation of the provisions of this Circular.

Article 26. Departments of Labor, Invalids and Social Affairs

1. Assist provincial People's Committees and municipal People's Committees under the Central Government in directing and organizing the implementation of the provisions of this Circular for vocational education institutions and other entities registered to conduct vocational education activities in their respective localities.

2. Aggregate and report periodically and urgently on the implementation of the provisions of this Circular by vocational education institutions and other entities registered to conduct vocational education activities within their administrative areas to competent state management agencies.

Article 27. Direct Management Agencies of Vocational Education Institutions and Other Entities Registered to Conduct Vocational Education Activities

Create favorable conditions for vocational education institutions and other entities registered to conduct vocational education activities to strive to meet the standards for quality assessment in vocational education.

Article 28. Vocational Education Institutions and Other Entities Registered to Conduct Vocational Education Activities

1. Develop plans and organize the implementation of the provisions of this Circular to ensure and improve the quality of training.

2. Implement self-assessment of quality in accordance with the provisions of this Circular and related regulations.

Article 29. Quality Assessment Organizations for Vocational Education

1. Conduct quality assessment of vocational education institutions and quality assessment of vocational training programs at the primary, intermediate, and college levels in accordance with the provisions of this Circular and related regulations.

2. Report on the application of the provisions of this Circular and related regulations to the Ministry of Labor, Invalids and Social Affairs (through the General Department of Vocational Education and Training) before December 31 each year.

Article 30. Effective Date

1. This Circular takes effect from July 24, 2017.

2. During the implementation process, if there are emerging issues or difficulties, they should be reported to the Ministry of Labor, Invalids and Social Affairs (through the General Department of Vocational Education and Training) for timely review and resolution./.
