SYSTEM OF STATISTICAL INDICATORS FOR THE INFORMATION AND COMMUNICATIONS INDUSTRY

Pursuant to the Law on Statistics dated November 23, 2015;toPursuant to Decree No. 97/2016/NĐ-CP dated July 1, 2016 of the Government stipulating the contents of statistical indicators belonging to the national system of statistical indicators;

Pursuant to the Decree No. 94/2016/NĐ-CP dated July 1, 2016 of the Government detailing and guiding the implementation of certain provisions of the Law on Statistics;

Pursuant to Decree No. 17/2017/NĐ-CP dated February 17, 2017 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Information and Communications;无效 Planning - Finance Department

The Minister of the Ministry of Information and Communications promulgates this Circular stipulating the System of Statistical Indicators for the Information and Communications Industry.hAttached to this Circular is the System of Statistical Indicators for the Information and Communications Industry, including:

The content of statistical indicators for the Information and Communications Industry as specified in Appendix 02.无效 The System of Statistical Indicators for the Information and Communications Industry is a collection of statistical indicators reflecting the situation and results of the main activities of the Information and Communications Industry; it serves as the basis for establishing the reporting system of the Information and Communications Industry.ê The System of Statistical Indicators for the Information and Communications Industry includes groups of management statistical indicators for the following fields: Postal Services; Telecommunications, Internet; Radio Frequency Spectrum; Production and Service of Information Technology; Application of Information Technology; Cybersecurity; Publishing, Printing, and Distribution; Press, Broadcasting, and Electronic Information; Foreign Information and Basic Information.

Article 1.

Responsibilities for developing, revising, and supplementing the System of Statistical Indicators for the Information and Communications Industry:

a) The Planning - Finance Department shall be responsible for leading the development, revision, supplementation, consolidation, and standardization of the concepts, contents, and calculation methods of the indicators in the System of Statistical Indicators for the Information and Communications Industry to ensure compatibility with the National System of Statistical Indicators and international practices.

b) Relevant units within their respective scope of duties, responsibilities, and authorities shall be responsible for developing the concepts, contents, and calculation methods of the statistical indicators in the System of Statistical Indicators for the Information and Communications Industry and coordinating with the Planning - Finance Department.

Responsibilities for collecting, compiling, and publishing information on the statistical indicators:No.a) The Planning - Finance Department shall be responsible for receiving, compiling statistical data on the statistical indicators of the Information and Communications Industry periodically or urgently when required by relevant units; organizing the dissemination and publication of these indicators.

Relevant units within their respective scope of duties, responsibilities, and authorities shall be responsible for collecting and compiling the statistical indicators assigned in the System of Statistical Indicators for the Information and Communications Industry and providing statistical data on the statistical indicators of the Information and Communications Industry to the Planning - Finance Department for coordinated dissemination and publication periodically or urgently when required.No. Enterprises and economic entities in the Information and Communications Industry, Provincial Departments of Information and Communications under centrally governed cities and provinces have the responsibility to cooperate in providing information on the statistical indicators in the System of Statistical Indicators for the Information and Communications Industry periodically or urgently when required.policies1.
