Amending and supplementing certain provisions of Circular No. 18/2014/TT-NHNN dated August 1, 2014 of the Governor of the State Bank of Vietnam guiding import activities of goods under the specialized management of the State Bank of Vietnam

Pursuant to the Law on the State Bank of Vietnam dated June 16, 2010;

Pursuant to Decree No. 187/2013/NĐ-CP dated November 20, 2013 of the Government detailing the implementation of the Law on Trade regarding international trade activities and foreign trade agency buying, selling, processing, and transiting goods

Pursuant to Government Decree No. 16/2017/NĐ-CP dated February 17, 2017 on the functions, tasks, powers, and organizational structure of the State Bank of Vietnam;

At the proposal of the Director of the Currency Issuance and Treasury Department;

The Governor of the State Bank of Vietnam issues this Circular amending and supplementing certain provisions of Circular No. 18/2014/TT-NHNN dated August 1, 2014 of the Governor of the State Bank of Vietnam guiding import activities of goods under the specialized management of the State Bank of Vietnam

Article 1. Amending and supplementing certain provisions of Circular No. 18/2014/TT-NHNN dated August 1, 2014 of the Governor of the State Bank of Vietnam guiding import activities of goods under the specialized management of the State Bank of Vietnam

1. Clause 2 of Article 8 is amended and supplemented as follows:

"2. The State Bank shall issue a written designation and permission for printing and minting establishments to import goods specified in Clause 1 of Article 8 of this Circular."

2. Article 9 shall be amended and supplemented as follows:

"Article 9. Basis and procedures for import

1. On the basis of the written designation and permission for printing and minting establishments to import goods for printing and minting operations as stipulated in Clause 2 of Article 8 of this Circular and the printing and minting contract between the printing and minting establishment and the State Bank, the printing and minting establishment shall carry out the import of goods for printing and minting operations.

2. The Governor of the State Bank authorizes the Director of the Issuance and Treasury Department, based on the goods purchase and sale contract for printing and minting operations or other forms of documents concerning the import of goods for printing and minting operations provided by the printing and minting establishment, to issue a confirmation letter regarding the printing and minting establishment's import of goods for printing and minting operations to be submitted to the Customs Authority for the import procedures."

Article 2. Responsibility for organizing implementation

The Head of the Office, the Director of the Issuance and Treasury Department, the Heads of units under the State Bank, the Chairmen of the Management Councils, the Chairmen of the Member Councils, and the General Directors (Directors) of printing and minting establishments are responsible for organizing the implementation of this Circular.

Article 3. Implementation clause

This Circular takes effect from November 20, 2017./.
