Article 2. This Circular takes effect from December 1, 2018.
Article 3. The Head of the Ministry's Office, the Inspector General, the Heads of Departments, the Director of the Vietnam Ship Registry, the Heads of agencies and units under the Ministry of Transport, relevant organizations and individuals are responsible for implementing this Circular./.
