CIRCULAR
PROVISIONS ON STANDARDS FOR JUDGES, SUPERVISION, INFRASTRUCTURE, AND EQUIPMENT OF BUSINESSES ORGANIZING DOG RACING ACTIVITIES FOR GAMBLING PURPOSES
Pursuant to Clause 4, Article 74 of Decree No. 06/2017/NĐ-CP dated January 24, 2017 of the Government on gambling activities involving horse racing, dog racing, and international football matches;
Pursuant to Decree No. 79/2017/NĐ-CP dated July 17, 2017, of the Government stipulating functions, tasks, powers, and organizational structure of the Ministry of Culture, Sports and Tourism;
At the proposal of the Director-General of the General Department of Physical Training and Sport;
The Minister of Culture, Sports and Tourism issues this Circular providing specialized provisions on standards for judges, supervision, infrastructure, and equipment of businesses organizing dog racing activities for gambling purposes.
Article 1. Scope of Regulation
This Circular provides specialized provisions on standards for judges, supervision, infrastructure, and equipment of businesses organizing dog racing activities for gambling purposes.
Article 2. Applicability
1. Businesses organizing dog racing activities for gambling purposes.
2. Other organizations and individuals related to dog racing gambling activities in Vietnam.
Article 3. Infrastructure
1. The dog racing track must be either a closed circuit or a straight track with a minimum length of 300 meters and a minimum width of 6 meters.
2. The surface of the racing track must be covered with sand or planted with Bermuda grass, ensuring the following requirements:
a) The surface of the racing track must not contain sharp objects or other items that could cause injury to racing dogs;
b) For tracks covered with sand, the sand layer must have a minimum thickness of 0.15 meters, with sand particles having a maximum diameter of 0.3 millimeters and good cohesion; the track surface must be leveled before each race;
c) For grass-covered tracks, Bermuda grass must be planted.
3. Protective fencing around the track must be made of metal, including an outer protective fence with a minimum height of 1 meter and an inner protective fence with a minimum height of 0.4 meters. The distance from the outer protective fence to the audience must be at least 1 meter.
4. Preparation area
a) The weighing area for dogs must be located in a suitable position near the starting area, equipped with electronic scales for weighing dogs.
b) The pre-race kennel area must ensure sufficient kennels for all racing dogs in a day's races.
Each kennel must accommodate only one dog, with a minimum length of 1.2 meters, a minimum width of 0.6 meters, and a minimum height of 0.8 meters.
5. Starting area
a) The starting area must have a minimum width of 8 meters.
b) The starting stalls must have at least 6 starting positions made of hard materials; each stall must be at least 1 meter long, 0.25 meters wide, and 1 meter high. The starting stalls must have an automatic door-opening system to ensure all doors open simultaneously when the mechanical lure passes the starting line.
6. Finishing area
a) A digital color camera system for photographing the finish line must be capable of capturing at least 2000 lines in 1 second and stitching them together to accurately determine the finishing time of racing dogs.
b) An electronic display board showing race results must have a minimum width of 1 meter and a minimum length of 3.5 meters.
c) A finish line mirror must have a minimum width of 0.35 meters and a minimum length of 1.7 meters, placed perpendicular to the finish line and facing the camera position for determining the finishing time.
7. Post-race dog containment area must have two dog containment fences made of netting; the first fence must be placed at least 50 meters behind the finish line, and the second fence must be placed at least 100 meters behind the finish line.
8. Lighting intensity on the track must meet the following requirements:
a) Lighting intensity in the finishing area must be at least 1,500 lux;
b) Lighting intensity on the track before the central grandstand area must be at least 650 lux;
c) Lighting intensity on the track before the side grandstand areas must be at least 500 lux;
d) Lighting intensity in other areas on the track must be at least 350 lux.
9. A control room for the mechanical lure must be designed to oversee the entire track through an electrical system.
10. There must be changing rooms and toilets.
Article 4. Equipment
1. Equipment for dogs and racing includes: muzzles; colored shirts easily distinguishable from other racing dogs and corresponding to the starting stall number of the dog in the same race.
2. Equipment for judges and supervisors includes: binoculars and communication radios used internally, provided before the race.
3. The mechanical lure must run ahead of the lead racing dog by a distance of 5 to 8 meters along the dog racing track.
4. Camera systems in the preparation area, starting area, finishing area, and on the track must be closely interconnected to ensure comprehensive monitoring of the entire race process.
Article 5. Arbitration, Supervision
1. Arbitration, supervision selected by dog racing betting enterprises must ensure the following standards:
a) At least 18 years old;
b) Possess good moral character;
c) Master the Dog Racing Regulations.
2. A dog race must have an arbitration board consisting of at least six arbitrators, specifically: Chief arbitrator, weighing arbitrator, identification arbitrator, starting arbitrator, finishing arbitrator, secretary arbitrator.
3. Duties of the arbitrators
a) The chief arbitrator has the duty to assign tasks to other arbitrators; decide to disqualify racing dogs before the race if violations of the dog racing regulations or laws are discovered; make final decisions of the arbitration board based on the results of other arbitrators' tasks; sign and send the race supervision council the record confirming the race results.
b) The weighing arbitrator has the duty to weigh racing dogs before the race starts; draw lots for the starting stalls of racing dogs within the camera range, with the presence of the dog owner or trainer or caregiver; sign the record confirming the results of the assigned task and send it to the secretary arbitrator.
c) The identification arbitrator has the duty to identify racing dogs according to their name, distinguishing features, registration number, and registered color; sign the record confirming the results of the assigned task and send it to the secretary arbitrator.
d) The starting arbitrator has the duty to place racing dogs in the starting box; give the start command; monitor the health and behavior of racing dogs; supervise the return of racing dogs to the weighing area after they finish; sign the record confirming the results of the assigned task and send it to the secretary arbitrator.
đ) The finishing arbitrator has the duty to determine the finishing positions of each racing dog; sign the record confirming the results of the assigned task and send it to the secretary arbitrator.
e) The secretary arbitrator has the duty to compile, sign, and send the records confirming the results of the assigned tasks of all arbitrators to the chief arbitrator.
4. Supervision must meet the standards specified in points b and c Clause 1 of this Article and have at least five years of practical experience in the field of work.
Article 6. Implementation Organization
1. The General Department of Physical Education and Sports shall be responsible for guiding and inspecting the implementation of this Circular.
2. Departments of Culture, Sports and Tourism, Departments of Culture and Sports of provinces and centrally-administered cities shall be responsible for organizing the implementation of this Circular.
Article 7. Effective Date
This Circular takes effect from May 5, 2018.
During implementation, if any difficulties arise, please promptly report them to the Ministry of Culture, Sports and Tourism for study and resolution./.
