CIRCULAR
Issuing "National Technical Regulation on Stainless Steel”

Pursuant to the Law on Standards and Technical Regulations dated June 29, 2006;
Pursuant to Decree No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing the implementation of certain provisions of the Law on Standards and Technical Regulations and Decree No. 78/2018/NĐ-CP dated August 16 the 5 year 2018 of the Government amending and supplementing some articles of Decree number Decision No. 127/2007/NĐ-CP No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing the implementation of certain provisions of the Law on Standards and Technical Regulations;
Pursuant to Decree No. 95/2017/NĐ-CP dated August 16, 2017, of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Science and Technology;
At the proposal of the Director General of the Standardization Agency for Measurement and Quality and the Head of the Legal Department;
The Minister of Science and Technology issues this Circular to issue "National Technical Regulation on Stainless Steel".
Attached to this Circular is the National Technical Regulation on Stainless Steel (QCVN 20:2019/BKHCN).
Article 1. This Circular takes effect from January 1, 2020.
Article 2. Domestic stainless steel produced and imported before June 1, 2020 shall continue to circulate in the market until June 1, 2021.
Article 3. Transitional Provisions
From June 1, 2020, stainless steel with HS codes specified in the Appendix issued together with QCVN 20:2019/BKHCN under this Circular must meet the requirements stipulated in QCVN 20:2019/BKHCN before being circulated in the market.

1. From June 1, 2020, stainless steel with HS codes specified in the Appendix issued together with QCVN 20:2019/BKHCN under this Circular must comply with the requirements set forth in QCVN 20:2019/BKHCN before being circulated in the market.
2. It is encouraged that organizations and individuals producing and trading in stainless steel apply QCVN 20:2019/BKHCN from the date this Circular takes effect.
Article 5. Implementing organization.
1. The Director of the General Department of Standardization, Metrology and Quality Control shall be responsible for organizing guidance and implementing this Circular.
2. The ministries, ministerial-level agencies, government agencies, provincial people's committees under the central government, and related organizations and individuals shall be responsible for implementing this Circular.
3. In the course of implementation, if any difficulties arise, agencies, organizations, and individuals shall promptly report in writing to the Ministry of Science and Technology for guidance or research on amendments and supplements to ensure compliance.
