Regulations on Statistical Reporting System for the Labor - Invalids and Social Affairs Sector
Pursuant to the Law on Statistics number 89/2015/QH13 dated November 23, 2015;
Pursuant to Decree No. 14/2017/NĐ-CP dated February 17, 2017 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Labor - Invalids and Social Affairs;
Pursuant to Decree No. 94/2016/NĐ-CP dated July 11, 2016 of the Government detailing and guiding the implementation of certain provisions of the Law on Statistics;
Pursuant to Decision No. 56/2011/QĐ-TTg dated October 14, 2011 of the Prime Minister promulgating the National Gender Development Indicators;
At the proposal of the Director of the Department of Planning and Finance,
The Minister of Labor - Invalids and Social Affairs issues this Circular to stipulate the Statistical Reporting System for the Labor - Invalids and Social Affairs Sector.
Article 1. Scope of Regulation
This Circular stipulates the Statistical Reporting System for the Labor - Invalids and Social Affairs Sector with the aim of collecting statistical information within the system of statistical indicators for the Labor - Invalids and Social Affairs Sector already issued in Circular No. 01/2018/TT-LDTBXH dated February 27, 2018 of the Minister of Labor - Invalids and Social Affairs.
Article 2. Applicability
The Statistical Reporting System for the Labor - Invalids and Social Affairs Sector shall apply to units under and directly affiliated with the Ministry of Labor - Invalids and Social Affairs; Departments of Labor - Invalids and Social Affairs of provinces and centrally governed cities.
ARTICLE 3. CONTENT OF REPORTS AND REPORT FORMS
1. The reporting forms are detailed in Appendix 01 attached hereto.
2. The contents of the reports must be fully filled out in the reporting forms according to the guidelines set forth in Appendix 02 attached hereto.
ARTICLE 4. REPORTING PERIOD AND DATE OF SUBMISSION OF REPORTS
1. The reporting period is one year, from January 1 to December 31 of the reporting year.
2. Departments of Labor - Invalids and Social Affairs of provinces and centrally governed cities shall submit their reports no later than January 15 of the following year of the reporting year via registered mail (except where the reporting forms require otherwise).
3. Departments, Bureaus, Inspectorates under the Ministry shall compile statistical information and send it to the Department of Planning and Finance and the Information Center no later than January 31 of the following year of the reporting year.
ARTICLE 5. FORM OF REPORTS
1. Reports must be prepared in both written form and electronic data file format in Microsoft Excel spreadsheet.
2. Written reports must bear the signature and stamp of confirmation of the head of the reporting unit.
3. The Department of Planning and Finance shall take the lead and coordinate with the Information Center and related units in applying information technology to the collection, updating, reporting, and storage of periodic statistical data.
Article 6. Implementation Organization
1. The Department of Planning and Finance shall take the lead in guiding units in implementing the reporting system; compiling and publishing periodic statistical information as prescribed.
2. Units: Departments, Bureaus, Inspectorates, National Office for Poverty Reduction, shall urge Departments of Labor - Invalids and Social Affairs, organizations, and individuals related to implement the statistical reporting system concerning the fields under their administrative supervision; compile statistical information and send it to the Department of Planning and Finance and the Information Center for consolidation as prescribed (the forms provided by these units are similar to those of localities and include additional breakdowns by 63 provinces/cities centrally governed).
3. Directors of Departments of Labor - Invalids and Social Affairs, heads of units under and directly affiliated with the Ministry; heads of agencies and organizations related, within their respective jurisdictions, shall be responsible for monitoring, inspecting, and urging the full, accurate, and timely collection, compilation, and reporting of statistical data.
Article 7. Effective Date
1. This Circular replaces Circular No. 11/2015/TT-BLDTBXH dated March 15, 2015 of the Ministry of Labor - Invalids and Social Affairs stipulating the Statistical Reporting System for the Labor - Invalids and Social Affairs Sector and shall take effect from November 2, 2019.
2. In the course of implementation, if there are difficulties or obstacles, units shall report to the Ministry of Labor - Invalids and Social Affairs (through the Department of Planning and Finance) for research and resolution./.
