Technical regulations on the structure model and content of the national geographic base database at scales of 1:10,000 and 1:25,000

Decision No. 27/2019/NĐ-CP dated March 13, 2019 of the Government detailing some provisions of the Law on Surveying and Mapping;

On the basis of Law on Surveying and Mapping dated June 14, 2018;

Decree No. At the proposal of the Director of the Vietnam National Administration of Surveying, Mapping and Geographic Information, the Head of the Legal Department, and the Head of the Science and Technology Department;

Decree No. Decision No. 36/2017/NĐ-CP dated April 4, 2017 of the Government stipulating functions, tasks, powers, and organizational structure of the Ministry of Natural Resources and Environment;

The Minister of Natural Resources and Environment promulgates this Circular on technical regulations on the structure model and content of the national geographic base database at scales of 1:10,000 and 1:25,000.

This Circular stipulates technical regulations on the structure model and content of the national geographic base database at scales of 1:10,000 and 1:25,000.

Article 1. Scope of Regulation

This Circular applies to agencies, organizations, and individuals involved in activities related to the construction, operation, updating, storage, provision, and use of the structure model and content of the national geographic base database at scales of 1:10,000 and 1:25,000.

Article 2. Applicability

1. GML (Geography Markup Language) is an extended geographic markup language used for the format of exchanging data in the national geographic base database.

Article 3. Definitions and Abbreviations

In this Circular, the following terms shall be understood as follows:

2. GDB (Geodatabase) is a data storage format of the national geographic base database.

3. SHP (Shape file) is a data storage format of the national geographic base database.

4. The digital elevation model (DEM) referred to in this document includes the case of constructing a digital terrain model (DTM).

Article 4. Technical requirements for the structure model and content of the national geographic base database at scales of 1:10,000 and 1:25,000

Technical requirements for the structure model and content of the national geographic base database at scales of 1:10,000 and 1:25,000 include requirements for the structure model and content; detailed data collection requirements for the designed structure model and content; data quality requirements collected within the structure model; data presentation in graphical form; specifically in accordance with the following provisions:

Coordinate reference systems and time reference systems shall be implemented according to the National Technical Regulation on Basic Geographic Information Standards (QCVN 42: 2020/BTNMT) issued together with Circular No. 06/2020/TT-BTNMT dated August 31, 2020 of the Minister of Natural Resources and Environment; Circular No. 973/2001/TT-TCĐC dated June 20, 2001 of the then Director General of the State Land Administration (now the Ministry of Natural Resources and Environment) on guidelines for applying the National Geodetic Reference System and National Coordinate System VN-2000.

2. Provisions on the structure model and content of the national geographic base database at scale 1:10,000 shall be implemented according to Appendix 1 issued together with this Circular.

3. Provisions on the structure model and content of the national geographic base database at scale 1:25,000 shall be implemented according to Appendix 2 issued together with this Circular.

4. Provisions on the collection of national geographic base data at scales of 1:10,000 and 1:25,000 shall be implemented according to Appendix 3 issued together with this Circular.

5. Provisions on the quality of the national geographic base database at scales of 1:10,000 and 1:25,000 shall be implemented according to Appendix 4 issued together with this Circular.

6. Provisions on the presentation of the national geographic base database at scale 1:10,000 shall be implemented according to Appendix 5 issued together with this Circular.

7. Provisions on the presentation of the national geographic base database at scale 1:25,000 shall be implemented according to Appendix 6 issued together with this Circular.

Article 7. Provisions on the presentation of the national geographic base database at a scale of 1:25,000, to be implemented in accordance with Appendix No. 6 attached hereto.

Article 5. Metadata of the national geographic base database at scales of 1:10,000 and 1:25,000.

The metadata of the national geographic base database at scales of 1:10,000 and 1:25,000 shall be implemented in accordance with the metadata regulations set out in Appendix 8 of QCVN 42:2020/BTNMT.

Article 6. Data format

1. The national geographic base database at scales of 1:10,000 and 1:25,000 must be established, operated, updated, stored, and provided in GML format and additional formats such as GDB and SHP.

2. The scope of packaging for submission of the national geographic base database at scales of 1:10,000 and 1:25,000 shall be within the boundaries of the area where the national geographic base database has been established.

3. Provisions on GML format

a) Format name: GML v3.3

b) Language: vi (Vietnam).

c) Character encoding table: 004 - UTF8.

4. Provisions on GDB format

a) Format name: GDB - ESRI™.

b) Language: vi (Vietnam).

c) Character encoding table: 004 - UTF8.

5. Provisions on SHP format

a) Format name: Shape - ESRI™.

b) Language: vi (Vietnam).

c) Character encoding table: 004 - UTF8.

Article 7. Effective Date

This Circular takes effect from January 15, 2021. This Circular replaces Circular No. 21/2014/TT-BTNMT dated April 24, 2014 of the Minister of Natural Resources and Environment regarding technical regulations on the structure and content of the national geographic base database at scale 1:10,000.

Article 8. Implementation organization

1. Ministries, ministerial-level agencies, government agencies, provincial People's Committees under central cities, and relevant organizations and individuals are responsible for enforcing this Circular.

2. During implementation, if there are any difficulties, they should be promptly reported to the Ministry of Natural Resources and Environment for consideration and decision./.
