CIRCULAR
Issuing the Regulation on Management and Issuance of National Defense and Security Education Certificates for Students of Colleges

Based on the Law on National Defense Education and Security dated June 19, 2013;
Pursuant to the Law on Vocational Education dated November 27, 2014;
Pursuant to Decree No. 14/2017/NĐ-CP dated February 17, 2017, of the Government, stipulating the functions, tasks, powers, and organizational structure of the Ministry of Labor, Invalids, and Social Affairs;
Pursuant to Decree No. 15/2019/NĐ-CP dated February 1, 2019, of the Government detailing certain provisions and measures to implement the Law on Vocational Education;
Based on the proposal of the Director General of the General Department of Vocational Education;
The Minister of Labor, Invalids and Social Affairs issues this Circular to promulgate the Regulation on Management and Issuance of National Defense and Security Education Certificates for Students of Colleges.
Article 1. This Circular includes the Regulation on Management and Issuance of National Defense and Security Education Certificates for Students of Colleges.
Article 2. Effectiveness and responsibility for implementation
1. This Circular takes effect from October 15, 2022.
2. The Presidents of colleges that meet the conditions and are organized to teach and learn national defense and security education according to the law; Directors of national defense and security education centers participating in teaching national defense and security courses in training programs of vocational fields according to the Ministry of Labor, Invalids and Social Affairs; the Director-General of the General Department of Vocational Education and related agencies, organizations, and individuals are responsible for implementing this Circular.
3. In the course of implementation, if there are difficulties, please report to the Ministry of Labor, Invalids and Social Affairs for guidance and resolution.
