Amending and supplementing certain articles of Circulars stipulating job code numbers,
occupational standards, and salary grading for specialized civil servants in cultural heritage,
libraries, grassroots culture, physical education and sports, fine arts, performing arts,
cinema, and cultural propaganda

Pursuant to the Civil Servant Law dated November 15, 2010;
Pursuant to the Law Amending and Supplementing Certain Provisions of the Civil Servants and Public Officials Law and the Public Service Staff Law dated November 25, 2019;
Pursuant to Decree No. 204/2004/NĐ-CP dated December 14, 2004 of the Government on salary regulations for cadres, civil servants, civil servants, and armed forces, and Decree No. 17/2013/NĐ-CP dated February 19, 2013 of the Government amending and supplementing certain articles of Decree No. 204/2004/NĐ-CP dated December 14, 2004 of the Government on salary regulations for cadres, civil servants, civil servants, and armed forces;
Pursuant to Decree No. 85/2023/NĐ-CP dated December 7, 2023, of the Government amending and supplementing certain articles of Decree No. 115/2020/NĐ-CP dated September 25, 2020, on recruitment, utilization, and management of civil servants;
Based on the proposal of the Director of the Cadre and Civil Servant Department;
Pursuant to Decree No. 85/2023/NĐ-CP dated December 7, 2023 of the Government amending and supplementing certain articles of Decree No. 115/2020/NĐ-CP dated September 25, 2020 on recruitment, use, and management of civil servants;
The phrase "or examination" is abolished pursuant to Clause 6, Article 8 of Circular No. 15/2025/TT-BVHTTDL dated November 25, 2025, of the Minister of Culture, Sports and Tourism amending and supplementing certain articles of Circulars prescribing job codes, qualification standards, and salary grades for civil servants in the heritage culture, library, grassroots cultural activities, sports, fine arts, art performance, film, and cultural propaganda sectors, which takes effect from January 15, 2026.
The Minister of Culture, Sports and Tourism promulgates this Circular amending and supplementing certain articles of Circulars stipulating job code numbers, occupational standards, and salary grading for specialized civil servants in cultural heritage, libraries, grassroots culture, physical education and sports, fine arts, performing arts, cinema, and cultural propaganda.
Article 1. Amending and supplementing Clause 2, Article 9 of Circular No. 16/2021/TT-BVHTTDL dated December 22, 2021 of the Minister of Culture, Sports and Tourism stipulating job code numbers, occupational standards, and salary grading for specialized civil servants in cultural heritage
Amending and supplementing Clause 2, Article 9 as follows:
"2. After completing the probationary period according to regulations, civil servants shall be appointed and graded according to their occupational titles as follows:
a) In the case of recruiting civil servants with a bachelor's degree appropriate to the position being recruited, they shall be appointed to the cultural heritage officer grade III occupational title: grade 1, salary coefficient 2.34, category A1 civil servant;
b) In the case of recruiting civil servants with an associate degree appropriate to the position being recruited, they shall be appointed to the cultural heritage officer grade IV occupational title: grade 1, salary coefficient 1.86, category B civil servant.
c) In the case of recruiting civil servants with a higher level of education than that required under points a and b of this clause, each higher level of education shall be added one salary grade."
Article 2. Amending and supplementing certain articles of Circular No. 02/2022/TT-BVHTTDL dated July 1, 2022 of the Minister of Culture, Sports and Tourism stipulating job code numbers, occupational standards, and salary grading for specialized civil servants in libraries
1. Amending point a, Clause 2, Article 4 as follows:
"a) Hold a master's degree or higher in information - library science. In cases where a master's degree or higher is obtained in another field, a certificate of professional knowledge and skills training in information - library science issued by an authorized agency or organization, or a diploma in information - library science at the associate degree level or higher;"
2. Amending point a, Clause 2, Article 5 and point a, Clause 2, Article 6 as follows:
"a) Hold a bachelor's degree or higher in information - library science. In cases where a bachelor's degree or higher is obtained in another field, a certificate of professional knowledge and skills training in information - library science issued by an authorized agency or organization, or a diploma in information - library science at the associate degree level or higher;"
3. Amending and supplementing Clause 2, Article 9 as follows:
"2. After completing the probationary period according to regulations, civil servants shall be appointed and graded according to their occupational titles as follows:
a) In the case of recruiting civil servants with a bachelor's degree appropriate to the position being recruited, they shall be appointed to the library officer grade III occupational title: grade 1, salary coefficient 2.34, category A1 civil servant;
b) In the case of recruiting civil servants with an associate degree appropriate to the position being recruited, they shall be appointed to the library officer grade IV occupational title: grade 1, salary coefficient 1.86, category B civil servant.
c) In the case of recruiting civil servants with a higher level of education than that required under points a and b of this clause, each higher level of education shall be added one salary grade."
Article 3. Amend and supplement Clause 2 of Article 11 of Circular No. 03/2022/TT-BVHTTDL dated July 7, 2022, issued by the Minister of Culture, Sports and Tourism on job title codes, occupational standards, and salary grades for civil servants specializing in grassroots culture.
Amend and supplement Clause 2 of Article 11 as follows:
"2. After completing the probationary period according to regulations, civil servants shall be appointed and graded according to their occupational titles as follows:
a) In the case of hiring civil servants with a bachelor's degree education level suitable for the recruited position, who are appointed to the occupational title of grassroots cultural methodist grade III or cultural guide grade III: assign grade 1, salary coefficient 2.34, category A1 civil servant.
b) In the case of hiring civil servants with a college education level suitable for the recruited position, who are appointed to the occupational title of grassroots cultural methodist grade IV or cultural guide grade IV: assign grade 1, salary coefficient 1.86, category B civil servant.
c) In the case of recruiting civil servants with a higher level of education than that required under points a and b of this clause, each higher level of education shall be added one salary grade."
Article 4. Amend and supplement Clause 2 of Article 9 of Circular No. 07/2022/TT-BVHTTDL dated October 25, 2022, issued by the Minister of Culture, Sports and Tourism on job title codes, occupational standards, and salary grades for civil servants specializing in physical education and sports.
Amending and supplementing Clause 2, Article 9 as follows:
"2. After completing the probationary period according to regulations, civil servants shall be appointed and graded according to their occupational titles as follows:
a) In the case of hiring civil servants with a bachelor's degree education level suitable for the recruited position, who are appointed to the occupational title of sports coach (grade III): assign grade 1, salary coefficient 2.34, category A1 civil servant.
b) In the case of hiring civil servants with a college education level suitable for the recruited position, who are appointed to the occupational title of sports instructor (grade IV): assign grade 1, salary coefficient 1.86, category B civil servant.
c) In the case of recruiting civil servants with a higher level of education than that required under points a and b of this clause, each higher level of education shall be added one salary grade."
Article 5. Amend and supplement Clause 2 of Article 9 of Circular No. 09/2022/TT-BVHTTDL dated October 28, 2022, issued by the Minister of Culture, Sports and Tourism on job title codes, occupational standards, and salary grades for civil servants specializing in fine arts.
Amending and supplementing Clause 2, Article 9 as follows:
"2. After completing the probationary period according to regulations, civil servants shall be appointed and graded according to their occupational titles as follows:
a) In the case of hiring civil servants with a bachelor's degree education level suitable for the recruited position, who are appointed to the occupational title of artist grade III: assign grade 1, salary coefficient 2.34, category A1 civil servant.
b) In the case of hiring civil servants with a college education level suitable for the recruited position, who are appointed to the occupational title of artist grade IV: assign grade 1, salary coefficient 1.86, category B civil servant.
c) In the case of recruiting civil servants with a higher level of education than that required under points a and b of this clause, each higher level of education shall be added one salary grade."
Article 6. Amend and supplement Clause 2 of Article 13 of Circular No. 10/2022/TT-BVHTTDL dated October 28, 2022, issued by the Minister of Culture, Sports and Tourism on job title codes, occupational standards, and salary grades for civil servants specializing in performing arts and cinema.
Amend and supplement Clause 2 of Article 13 as follows:
"2. After completing the probationary period according to regulations, civil servants shall be appointed and graded according to their occupational titles as follows:
a) In the case of hiring civil servants with a bachelor's degree education level suitable for the recruited position, who are appointed to the occupational title of artistic director grade III or actor grade III: assign grade 1, salary coefficient 2.34, category A1 civil servant.
b) In the case of hiring civil servants with a college education level suitable for the recruited position, who are appointed to the occupational title of artistic director grade IV or actor grade IV: assign grade 1, salary coefficient 1.86, category B civil servant.
c) In the case of recruiting civil servants with a higher level of education than that required under points a and b of this clause, each higher level of education shall be added one salary grade."
Article 7. Amend and supplement Clause 2 of Article 8 of Circular No. 02/2023/TT-BVHTTDL dated February 21, 2023, issued by the Minister of Culture, Sports and Tourism on job title codes, occupational standards, and salary grades for civil servants specializing in cultural propaganda.
Amend and supplement Clause 2 of Article 8 as follows:
"2. After completing the probationary period according to regulations, civil servants shall be appointed and graded according to their occupational titles as follows:
a) In the case of hiring civil servants with a bachelor's degree education level suitable for the recruited position, who are appointed to the occupational title of cultural propagandist: assign grade 1, salary coefficient 2.34, category A1 civil servant.
b) In the case of hiring civil servants with a college education level suitable for the recruited position, who are appointed to the occupational title of intermediate cultural propagandist: assign grade 1, salary coefficient 1.86, category B civil servant.
c) In the case of recruiting civil servants with a higher level of education than that required under points a and b of this clause, each higher level of education shall be added one salary grade."
Article 8. Abolish certain phrases in some Circulars issued by the Minister of Culture, Sports and Tourism stipulating code numbers, occupational title standards, and salary grading for specialized civil servants in the fields of cultural heritage, libraries, grassroots culture, sports, fine arts, performing arts and cinema, and cultural propaganda.
1. Abolish the phrase "exam or" in Clause 4, Article 4, Clause 4, Article 5, and Clause 4, Article 6 of Circular No. 16/2021/TT-BVHTTDL dated December 22, 2021, issued by the Minister of Culture, Sports and Tourism stipulating code numbers, occupational title standards, and salary grading for specialized civil servants in the field of cultural heritage.
2. Abolish the phrase "exam or" in Clause 4, Article 4, Clause 4, Article 5, Clause 4, Article 6, and Clause 2, Article 11 of Circular No. 02/2022/TT-BVHTTDL dated July 1, 2022, issued by the Minister of Culture, Sports and Tourism stipulating code numbers, occupational title standards, and salary grading for specialized civil servants in the field of libraries.
3. Abolish the phrase "exam or" in Clause 4, Article 4, Clause 4, Article 5, Clause 4, Article 7, Clause 4, Article 8, and Clause 2, Article 13 of Circular No. 03/2022/TT-BVHTTDL dated July 7, 2022, issued by the Minister of Culture, Sports and Tourism stipulating code numbers, occupational title standards, and salary grading for specialized civil servants in the field of grassroots culture.
4. Abolish the phrase "exam or" in Clause 4, Article 4, Clause 4, Article 5, Clause 4, Article 6, and Clause 2, Article 11 of Circular No. 07/2022/TT-BVHTTDL dated October 25, 2022, issued by the Minister of Culture, Sports and Tourism stipulating code numbers, occupational title standards, and salary grading for specialized civil servants in the field of sports.
5. Abolish the phrase "exam or" in Clause 4, Article 4, Clause 4, Article 5, Clause 4, Article 6, Clause 2, Article 11, and Article 12 of Circular No. 09/2022/TT-BVHTTDL dated October 28, 2022, issued by the Minister of Culture, Sports and Tourism stipulating code numbers, occupational title standards, and salary grading for specialized civil servants in the field of fine arts.
6. Abolish the phrase "exam or" in Clause 4, Article 4, Clause 4, Article 5, Clause 4, Article 6, Clause 4, Article 8, Clause 4, Article 9, Clause 4, Article 10, and Clause 2, Article 15 of Circular No. 10/2022/TT-BVHTTDL dated October 28, 2022, issued by the Minister of Culture, Sports and Tourism stipulating code numbers, occupational title standards, and salary grading for specialized civil servants in the field of performing arts and cinema.
7. Abolish the phrase "exam or" in Clause 4, Article 4, and Clause 4, Article 5 of Circular No. 02/2023/TT-BVHTTDL dated February 21, 2023, issued by the Minister of Culture, Sports and Tourism stipulating code numbers, occupational title standards, and salary grading for specialized civil servants in the field of cultural propaganda.
Article 9. Implementation Provisions
1. This Circular takes effect from January 15, 2026.
2. In the course of implementation, if there are any difficulties, please promptly report to the Ministry of Culture, Sports and Tourism for research and appropriate amendments and supplements.
