JOINT MINISTRY DECREE OF THE NATIONAL PRICING COMMISSION AND THE MINISTRY OF MACHINERY AND METALLURGY NO. 15/VGNN-CKLK/TT DATED MAY 31, 1985 REGULATING
THE LIST OF PRODUCTS AND SERVICES FOR WHICH THE MINISTRY OF MACHINERY AND METALLURGY DETERMINES PRICES
Pursuant to Decree No. 33-HĐBT dated February 27, 1984 of the Council of Ministers promulgating the Regulations on Price Management; hereby the joint ministries stipulate the list of products and services for which the Ministry of Machinery and Metallurgy determines prices as follows:
DETERMINATION OF PRICES FOR METALWORKING AND MACHINE BUILDING PRODUCTS
I. LIST OF PRODUCTS FOR WHICH THE MINISTRY OF MACHINERY AND METALLURGY PREPARES PRICE PROPOSALS TO BE SUBMITTED TO THE COUNCIL OF MINISTERS OR THE NATIONAL PRICING COMMISSION FOR FINAL PRICE DETERMINATION BY THE COUNCIL OF MINISTERS
I- LIST OF PRODUCTS FOR WHICH THE MINISTRY OF METALWORKING AND MACHINE BUILDING DETERMINES PRICES
A. METALLURGY INDUSTRY PRODUCTS:
A- METALWORKING PRODUCTS:
1. Various types of ore: chromium ore, bauxite.
2. Metals:
- Ferrous metals: cast iron, rolled steel and post-rolling products.
- Non-ferrous metals: tin ingots, solder, lead, zinc, gold, antimony, copper wire, copper billet.
3. Other products: clay, lamp oil, oxygen, welding rods, iron and steel components, enamel-coated wire, electrical wire, power cables.
B- MACHINE BUILDING PRODUCTS
B. MACHINERY INDUSTRY PRODUCTS:
1. Machine tools, generators, tractors, water pumps for agriculture, general industrial pumps used across multiple industries, electric motors, internal combustion engines, general and specialized electric motors, general and specialized transformers.
2. Machinery and equipment used in mining, construction, and agricultural production.
3. Transportation and traffic equipment: railway sleepers, tugboats, inland waterway transport vessels, mud suction boats, railway cars, cyclos.
4. Ferry boats, fishing vessels.
5. Hoisting and conveying machinery sold outside the industry (construction, transportation...).
6. Complete sets valued at over 10 million dong.
7. Complete sets valued under 10 million dong included in the state plan that the Ministry of Machinery and Metallurgy produces and sells to other sectors.
8. Standard prices for machinery, equipment, and spare parts as follows:
- Agricultural processing machinery.
- Tillage equipment following tractors; plows, harrows.
- Bearings, standard parts, grinding wheels, metal cutting tools.
- Hand tools: pickaxes, crowbars, shovels.
- Major spare parts for automobiles and tractors (pistons, crankshafts, fuel injectors, bearings, gears, pressure plates...).
- Spare parts for machine tools (chucks, vises, collets).
9. Machinery products for consumer use: desk fans, ceiling fans, bicycles and their chains, gears, frames.
10. Wholesale prices for consumer goods within the authority of the Ministry of Machinery and Metallurgy to set wholesale prices for enterprises listed in the state plan approved by the Council of Ministers or the State Planning Commission authorized by the Council of Ministers.
PRICES FOR METALWORKING AND MACHINE BUILDING PRODUCTS ARE DETERMINED BY THE MINISTRY OF METALWORKING AND MACHINE BUILDING
A- METALWORKING PRODUCTS:
II. LIST OF PRODUCTS AND SERVICES FOR WHICH THE MINISTRY OF MACHINERY AND METALLURGY DETERMINES PRICES
2- Detailed cast steel, wire drawing dies, electrode paste, spongy iron, spongy silver.
1. Self-used ferroalloys, titanium ore, tungsten ore, rare earths, refractory clay, firebricks.
2. Cast steel parts, wire drawing dies, electrode paste, expanded iron, expanded silver.
3. Trial products, products made from scrap materials.
4. Products within the price-setting authority of the Council of Ministers and the National Pricing Commission produced mainly using self-sourced raw materials not included in the state plan.
B. MACHINERY INDUSTRY PRODUCTS:
1. Based on standard prices for agricultural processing machinery, tillage equipment following tractors, hand tools, bearings, standard parts, grinding wheels, metal cutting tools to determine prices for similar products or products of the same type but with different specifications and quality.
2. Determine prices for the following products:
- Machinery and equipment used in light industry, food industry, healthcare.
- Complete sets consumed internally within the industry valued under 10 million dong. For other types of equipment within the price-setting authority of the National Pricing Commission, the Ministry of Machinery and Metallurgy will temporarily set prices to sign production contracts with customers; upon completion of the product and when conditions are met to calculate the final price, the Ministry of Machinery and Metallurgy must prepare a pricing proposal to be submitted to the competent authority for price determination according to point 6, point 7 part B item I of this joint ministry circular.
- Hoisting and conveying machinery used internally within enterprises under the Ministry.
- Tools and equipment (pliers, wrenches, hand drills, saw blades).
- Other products: industrial fans, industrial valves, electrical appliances, electrical measuring instruments, insulating materials.
- Replacement parts for machinery products manufactured by the Ministry (excluding major parts for automobiles and tractors, spare parts accompanying machine tools already specified in point 8 item B of this circular); bicycle parts (excluding chains, gears, frames).
3. Set wholesale enterprise prices for consumer goods (excluding desk fans, ceiling fans, bicycles and their chains, gears, frames) produced by enterprises under the Ministry.
4. New technology products with unstable production processes, single-piece and small-scale equipment within the product list for which the Council of Ministers and the National Pricing Commission determine prices but not included in the state plan.
5. Products within the price-setting authority of the Council of Ministers and the National Pricing Commission produced mainly using self-sourced raw materials not included in the state plan.
6. Trial products, products made from scrap materials.
