This Circular attaches technical inspection procedures for hand cranes used to raise and lower ammunition in the Ministry of National Defense. The Ministry of Industry (now the Ministry of Industry and Trade) in its report No. 3514/TTr-BCN dated July 27, 2007,
DECISION:
Article 1. Approve the Master Plan for the Development of the Industrial Explosives Industry in Vietnam until 2015, with a vision to 2025, with the main contents as follows:
1. Development Orientation
- Industrial explosives are goods and services subject to restricted business operations under unified management by the State. The development master plan for the industrial explosives industry must be consistent with the overall industrial development master plan of Vietnam, the economic and social development master plans of localities, and meet the requirements of the national economy for industrial explosives and exports in the region.
- Build and develop the industrial explosives industry into a modern industry from the production of basic raw materials to the production of industrial explosives, supply, and complete blasting services, ensuring safety, convenience, efficiency, protection of the ecological environment, and maintaining public order and safety.
- Invest deeply, fully exploit the existing capacity of industrial explosives production facilities and research centers. Leverage internal strength, closely integrate with the chemical and defense industries, and involve scientific and technological forces of the country in research to develop the industrial explosives industry.
- Expand international cooperation, study and apply advanced technology from around the world in the field of industrial explosives production, use, and blasting services.
- Closely combine economy with defense, and defense with economy in the development of the industrial explosives industry, aiming to fulfill both tasks of building the economy and protecting the homeland.
2. Development Goals
- Complete and modernize the existing emulsion explosive production lines, gradually phase out traditional explosives (containing TNT), so that by 2010, their usage does not exceed 5% to 10% in areas where conditions permit, including the use of recycled industrial explosives from defense waste.
- Invest in producing loose emulsion explosives, water-resistant emulsion explosives with high blasting power for underground mines with methane gas and dust explosions. Study investment in producing certain types of explosives and blasting accessories for the Oil and Gas industry.
- Invest in producing Ammonium Nitrate (NH4NO3), a primary material for producing explosives, to proactively supply to explosive production facilities. Invest in producing some types of raw materials for producing blasting accessories.
- Organize the production of industrial explosives, specialized sales networks, and blasting services to promptly meet consumer needs, ensuring public order and safety.
- Strengthen human resource training and improve state management mechanisms and policies for the industrial explosives industry.
3. Development Planning
a) Demand for industrial explosives consumption in 2007 was approximately 98,500 tons; by 2010, it was expected to be about 120,000 tons; from 2015 to 2025, it would gradually increase from 150,000 tons of explosives per year to about 180,000 tons of explosives per year.
b) Level of industrial explosives production
To adequately meet the quantity and variety of industrial explosives needed for domestic demand at reasonable prices and with a portion for export, the planned levels of industrial explosives production for each year are as follows:
- By 2010: gradually increase to about 120,000 tons of explosives per year.
- From 2011 to 2015: gradually increase to about 150,000 tons of explosives per year.
- From 2016 to 2025: gradually increase to about 180,000 tons of explosives per year.
c) Development Plan
- Period 2007-2015: accelerate investment in producing Ammonium Nitrate, safe underground emulsion explosives, loose emulsion explosives, explosives for the Oil and Gas industry, and upgrading the quality of existing explosives and accessories.
- Period 2016-2025: invest in changing technology, upgrading the quality of industrial explosives; the scale and progress of investment projects will be adjusted according to the actual situation of the period 2007-2025.1(The list of investment projects is attached as an appendix).
Investment Capital
For coal-fired thermal power plants where the enterprise holds 100% of the registered capital and uses 100% of its own capital to invest in the project approved by the competent authority, E is determined as 100%;- Total investment capital for developing the industrial explosives industry:
Estimated capital investment needs until 2025 are approximately 1,794 billion VND, of which:
AMENDING AND SUPPLEMENTING CERTAIN PROVISIONS OF CIRCULAR NO. 16/2025/TT-BCT DATED FEBRUARY 1, 2025 OF THE MINISTER OF INDUSTRY AND TRADE ON THE OPERATION OF THE COMPETITIVE WHOLESALE ELECTRICITY MARKETThe period 2007-2015 is approximately 1,294 billion VND.
+ The period 2016-2025 is approximately 500 billion VND.
+ - Sources of investment capital:
Borrowed funds and other sources of capital for investment according to approved project lists.
+ State budget funds for adjusting the Master Plan, researching applications, experimental manufacturing, and national reserves of industrial explosives, implemented according to current regulations.
+ The Ministry of Industry and Trade, with its function of state management over industrial explosives, is responsible for directing the implementation of the Master Plan. Evaluate the implementation of the Master Plan, propose adjustments to the Master Plan to suit actual circumstances; coordinate with relevant ministries and sectors to research and perfect regulatory legal documents and policies to develop the industrial explosives industry.
Article 2. Implementation
1. The Ministry of Industry and Trade coordinates with the Ministry of Defense to direct industrial enterprises producing industrial explosives to meet the needs of the national economy; research and adopt technology to produce industrial explosives for the Oil and Gas industry.
2. The Ministry of Planning and Investment, the Ministry of Finance coordinate with relevant ministries and sectors to study support policies, balance, and allocate state budget funds for adjusting the Master Plan, researching applications, experimental manufacturing, and national reserves of industrial explosives.
3. The Ministry of Science and Technology coordinates with the Ministry of Industry and Trade and the Ministry of Defense to direct scientific and technological research activities in the industrial explosives industry, absorb and organize the application of advanced science and technology from the region and the world to develop the Vietnamese industrial explosives industry.
4. The Ministry of Public Security coordinates with relevant ministries and sectors to direct the maintenance of security and public order, fire prevention and explosion control in the production, distribution, transportation, use, and storage of industrial explosives, and combat illegal trade in industrial explosives.
4. The Ministry of Public Security shall coordinate with relevant ministries and sectors to direct the maintenance of security and public order, prevention of fire and explosion incidents in the production, business, transportation, use, and storage of industrial explosives, and the prevention of illegal trade in industrial explosives.
5. The Ministry of Labor, Invalids and Social Affairs shall cooperate with relevant ministries and sectors to study and supplement/amend policies for workers in the industrial explosives industry.
6. Provincial People's Committees under the central government shall, based on approved planning, create conditions for investment and production activities of industrial explosives, and manage the business, transportation, and use of industrial explosives within their jurisdiction according to their authority.
Article 3. This Decision shall take effect fifteen days from the date of publication in the Official Gazette and shall replace Decision No. 64/2002/QĐ-TTg dated May 23, 2002 of the Government Prime Minister.
Article 4. Ministers, Heads of ministerial-level agencies, Heads of governmental agencies, Chairpersons of provincial People's Committees under the central government, and Heads of related agencies are responsible for implementing this Decision./.
