THE MINISTER OF THE MINISTRY OF HOME AFFAIRS

Pursuant to the Law on Science and Technology dated June 9, 2000;
Pursuant to Decree No. 178/2007/ND-CP dated December 3, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of Ministries and ministerial-level agencies;
Pursuant to Decree No. 48/2008/ND-CP dated April 17, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Home Affairs;
Pursuant to Decree No. 115/2005/ND-CP dated September 5, 2005 of the Government stipulating the mechanism of autonomy and self-responsibility of public scientific and technological organizations;
Upon the proposal of the Director of the Institute of Public Administration Science and the Head of the Cadre and Civil Servant Organization Department,

DECISION:

Article 1. Position and Functions

1. The Institute of Public Administration Science is a public scientific institution under the Ministry of Home Affairs serving state management; it is the leading research institute in the field of public administration science; it is the focal point for managing scientific and technological activities of the Ministry of Home Affairs;

2. The Institute of Public Administration Science has the function of conducting basic research; strategic and policy research to serve state management; assisting the Minister in managing and organizing the implementation of scientific research plans and applying research results in the fields of state management under the Ministry of Home Affairs; providing public services as prescribed by law.

3. The Institute of Public Administration Science has legal personality, its own seal and bank account; it operates autonomously and is responsible for its research tasks, organizational structure, staffing, finance, international cooperation; it is a financial planning unit of the Ministry of Home Affairs.

4. The Institute of Public Administration Science has the international trade name: Institute on State Organizational Sciences-INSOS, located in Hanoi city.

Article 2. Tasks and Authorities

1. Research and develop fundamental theories about organization science, public administration science:

a) Research theoretical and practical issues related to organization science;

b) Research theoretical and practical issues related to public administration science.

2. Research and build strategies and mechanisms to serve the state management functions of the Ministry:

a) Research the scientific basis for building and perfecting the system of institutions regarding organizational structures, personnel, and operations of central administrative state machinery and local governments at all levels;

b) Research the scientific basis for organizing and operating mechanisms of central administrative state machinery and local governments at all levels; functions, tasks, and organizational models for state management of public services, associations, non-governmental organizations (civil society), and economic organizations;

c) Research the scientific basis for managing and developing cadres, civil servants, and officials and the civil service system;

d) Research scientific arguments and solutions, models to serve administrative reform;

đ) Research theoretical and practical issues related to scientific labor organization in administrative state machinery;

e) Research and draft programs, projects, regulatory legal documents within the state management functions of the Ministry according to the assignment of the Minister.

3. Research and application:

a) Research and implement the application of research results from completed topics, programs, and projects into solving political tasks and practical requirements of the Ministry and sector;

b) Research and implement the application of new, modern achievements of science and technology into the practical work of the Ministry and sector.

4. Implement the role of focal point for managing scientific and technological activities of the Ministry of Home Affairs:

a) Assist the Minister in managing scientific research activities of the Ministry;

b) Be the permanent body of the Ministry's Scientific Council;

c) Develop a strategy for scientific development in the sector;

d) Develop long-term and annual scientific research plans of the Ministry, organize their implementation, and manage scientific research activities;

đ) Regularly organize mid-term and final reviews of scientific research activities serving the tasks of the Ministry and sector.

5. Provide public services:

a) Sign contracts and conduct training courses on professional skills, research methods for cadres, civil servants, officials, and training and upgrading courses based on national-level research programs, projects led by the Institute;

b) Sign contracts for service provision to develop civil servant and official examination questions; textbooks, training programs for professional skills for cadres, civil servants, and officials;

c) Provide other public services as prescribed by law.

6. Postgraduate education linked with scientific research as prescribed by law.

7. Scientific research cooperation:

a) Implement international cooperation in scientific research in areas under the Ministry's state management as prescribed by law;

b) Cooperate in scientific research and exchange research experience with agencies, units, research institutes, training and upgrading centers domestically on issues related to the Ministry's state management;

c) Coordinate with agencies and units under the Ministry; agencies and units in the sector to implement and apply research results into practical work of the Ministry and sector;

d) Organize or coordinate the organization of domestic and international scientific conferences, seminars, and discussions related to the Ministry's state management areas.

8. Organize and manage information and documentation work and library management of the Ministry:

a) Build, manage, and serve the exploitation and use of scientific information databases to support research activities and state management of the Ministry;

b) Publish scientific information and documentation publications, organize the distribution of bulletins on the Institute's and Ministry's research activities; disseminate, promote, and apply research results into solving practical tasks of the Ministry;

c) Build and manage the Institute's website;

d) Cooperate and exchange scientific information and documentation with domestic and foreign agencies as prescribed by law;

đ) Manage and maintain the operation of the Ministry's library; propose the application of scientific and technological information achievements to enhance the effectiveness of the library's activities.

9. Organize editing and regular monthly publication of the Administrative Reform Bulletin.

10. Manage the staffing quota, cadre, civil servant, and public officer workforce, finance, and assets of the Institute in accordance with state regulations on the self-governance mechanism and responsibility-bearing system for public scientific and technological organizations.

11. Perform other tasks assigned by the Minister.

12. To fulfill the assigned tasks, the Institute has the following authorities:

a) Organize and operate under the self-governance mechanism and responsibility-bearing system stipulated by law for public scientific research institutions engaged in basic research and strategic policy research to serve state management.

b) Attend conferences organized by the Ministry.

c) Request the Organization and Cadre Department of central ministries and agencies, and the Provincial People's Committee Departments of Personnel of centrally governed cities to cooperate in researching and providing information on areas within the scope of the Ministry’s state management to support research activities.

d) Lead or participate in building domestic and international grant projects for administrative reform of the Ministry.

Article 3. Organizational Structure and Operating Mechanism

1. The organizational structure of the Institute includes:

a) Research organization department;

b) Research management of cadres and civil servants department;

c) Research management of public officers department;

d) Scientific management department;

đ) General department;

e) Planning and finance department;

g) Center for social organization and training research;

h) Information and library center.

2. Operating mechanism:

a) The Institute of State Organization Science operates under a directorate system. The State Organization Science Institute has a Director and Deputy Directors, with the Director being the head of the Institute and responsible before the Minister and the law for all activities of the Institute. The Director is appointed by the Minister; Deputy Directors are appointed by the Minister upon recommendation of the Director.

b) Authorities and responsibilities of the Director:

- Define functions, tasks, authorities, and organizations under the Institute; propose to the Minister to decide on establishing, merging, or dissolving organizations under the Institute;

Article 4. Effectiveness and Responsibility for Implementation

1. This decision takes effect from the date of signature and replaces Decision No. 46/2003/QĐ-BNV dated August 18, 2003 of the Minister of Home Affairs stipulating the functions, tasks, powers, and organizational structure of the Institute of State Organization Science Research;

2. The Head of the Ministry's Office, the Director of the Civil Service and Cadre Department, the Director of the Institute of State Organization Science, Heads and officials, civil servants, and public employees of agencies and units under the Ministry are responsible for implementing this decision;
