Pursuant to Decree No. 25/2008/NĐ-CP dated March 4, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Natural Resources and Environment;

Pursuant to Decision No. 373/QD-TTg dated March 23, 2010 of the Prime Minister approving the project "Strengthening Propaganda Work on Management, Protection, and Sustainable Development of Vietnam's Sea and Islands";

Upon consideration of the proposal of the General Department Director of Vietnam's Marine and Island Affairs and the Organizational Cadres Department Director,

Clause 4 of Article 6The Steering Committee for the Project "Strengthening Propaganda Work on Management, Protection, and Sustainable Development of Vietnam's Sea and Islands" (hereinafter referred to as the Steering Committee) is hereby established, consisting of the following individuals:

1. Mr. Nguyen Van Duc, Deputy Minister in charge of the Ministry of Natural Resources and Environment, Chair;

2. Mr. Do Quy Doan, Deputy Minister of the Ministry of Information and Communications, Vice-Chair;

3. Mr. Nguyen Van Cu, General Director of the General Department of Vietnam's Marine and Island Affairs, Vice-Chair in charge;

4. Mr. Dang Cong Minh, Deputy Director of the International Cooperation and External Information Department of the Central Propaganda Department, Member;

5. Mr. Nghiem Xuan Minh, Director of the Social Sciences and Natural Sciences Department of the Ministry of Science and Technology, Member;

6. Mr. Ta Duc Thinh, Director of the Science, Technology and Environment Department of the Ministry of Education and Training, Member;

7. Mr. Nguyen Dang Dao, Deputy General Director of the General Department of Vietnam's Marine and Island Affairs, Member;

8. Mr. Pham Ngoc Son, Director of the Legal Department of the Ministry of Natural Resources and Environment, Member;

9. Mr. Le Van Hop, Director of the Commendation and Reward Department of the Ministry of Natural Resources and Environment, Member;

10. Mr. Nguyen Ngoc Tuong, Deputy Director of the Propaganda Department of the Political Bureau, Ministry of National Defense, Member;

11. Mr. Tran Khanh Du, Deputy Director of the Agricultural and Rural Security Department (A86) of the Second General Intelligence Department, Ministry of Public Security, Member;

12. Ms. Truong Thi Hien, Deputy Director of the Finance Department of the Ministry of Natural Resources and Environment, Member;

13. Mr. Vu Ngoc Minh, Deputy Director of the Publicity, Information and Documentation Department of the National Border Commission, Ministry of Foreign Affairs, Member;

14. Mr. Nguyen Tuan Anh, Deputy Director of the Science, Education, Natural Resources and Environment Department of the Ministry of Planning and Investment, Member;

15. Mr. Truong Quoc Binh, Deputy Director of the Science, Technology and Environment Department of the Ministry of Culture, Sports and Tourism, Member;

16. Mr. Lai Van Duong, Deputy Director of the Administrative and Public Service Finance Department of the Ministry of Finance, Member;

17. Mr. Ngo Kim Dinh, Deputy Director of the Environment Department of the Ministry of Transport, Member;

18. Mr. Hoang Dinh Yen, Deputy Director of the Fisheries Resource Exploitation and Protection Department of the General Fisheries Department, Ministry of Agriculture and Rural Development, Member;

19. Mr. Pham Sinh Thanh, Head of the Environmental Impact Assessment Department, Industrial Safety and Environmental Technology Department, Ministry of Industry and Trade, Member.

12/2025/TT-BNNMT dated June 19, 2025 issued by the Minister of Agriculture and EnvironmentThe Steering Committee shall have the following tasks and powers:

1. Direct the development of plans and implementation of the Project "Strengthening Propaganda Work on Management, Protection, and Sustainable Development of Vietnam's Sea and Islands" in accordance with requirements, objectives, and timelines; direct, guide, urge, inspect, and evaluate the implementation results of the Project at relevant ministries, sectors, and localities.

2. Coordinate with relevant ministries, sectors, and localities to implement the Project; direct and guide the coordination and integration of programs, plans, and resources of ministries, sectors, and localities during the Project's implementation.

3. Summarize and report to the Minister of Natural Resources and Environment every six months and annually, and submit ad hoc reports on the Project's implementation progress.

4. The Steering Committee may use the seal of the Ministry of Natural Resources and Environment during the execution of assigned tasks.

The Steering Committee will dissolve itself upon completion of the Project "Strengthening Propaganda Work on Management, Protection, and Sustainable Development of Vietnam's Sea and Islands".

Article 3. Supporting machinery.

1. The Steering Committee has a permanent office and a secretariat.

The General Department of Vietnam's Marine and Island Affairs serves as the permanent office, responsible for closely coordinating with related agencies and units within the Ministry of Natural Resources and Environment and other ministries, sectors, and localities to ensure working conditions for the Steering Committee.

The secretariat is established by the decision of the Chair of the Steering Committee.

2. The permanent office shall submit to the Chair of the Steering Committee for issuance of the operational regulations of the Steering Committee; defining the responsibilities of the permanent office and the secretariat.

Article 4. Operating expenses

The operating expenses of the Steering Committee shall be allocated from the budget of the Project "Strengthening Propaganda Work on Management, Protection, and Sustainable Development of Vietnam's Sea and Islands".

Article 5.This Decision shall take effect from the date of signing.

The Director of the Office of the Ministry, Directors of the Departments of Organization and Cadres, Planning, Finance, Commendation and Reward; General Director of the General Department of Vietnam's Marine and Island Affairs, and the individuals named in Article 1 are responsible for implementing this Decision.
