Pursuant to the Education Law dated June 14, 2005;
Pursuant to Resolution No. 14/2005/NQ-CP dated November 2, 2005 of the Government on "Comprehensive and Fundamental Reform of Higher Education in Vietnam for the Period 2006-2020";
Considering the proposal of the Minister of Education and Training,
DECISION:
Clause 4 of Article 6Approving the Project "Advanced Program Training at Some Vietnamese Universities for the Period 2008-2015", with the main contents as follows:
1. Objectives
a) General Objective
Implementing some advanced programs for bachelor's degree training to create conditions for building and developing some strong fields of study, departments, and universities reaching regional and international standards; contributing to improving quality and implementing comprehensive and fundamental reform programs of higher education in Vietnam; striving to have some Vietnamese universities ranked among the top 200 universities worldwide by 2020.
b) Specific Objectives
- By the end of 2015, implement at least 30 advanced bachelor's degree training programs at some Vietnamese universities.
- By 2015, train approximately 4,000 bachelor's degree holders, 600 master's degree holders, and doctoral degree holders through advanced training programs.
- By 2015, attract about 3,000 international students to study and at least 700 foreign scientific staff to teach and research at training facilities following advanced programs in Vietnam.
- By 2015, train 1,000 university lecturers meeting regional and international standards; ensure that all lecturers teaching theoretical courses in advanced programs hold doctoral degrees.
- By 2015, train and develop at least 100 higher education management staff meeting regional and international standards, capable of fulfilling new requirements for management work in Vietnamese universities.
- By 2015, publish at least 100 scientific works in various fields implementing advanced training programs in reputable foreign scientific journals.
- Enhance equipment serving teaching, learning, and research according to international standards, striving to have at least 20 laboratories and 15 electronic libraries completed and reaching regional and international standards by 2015.
2. Criteria for Determining and Implementing Advanced Programs
a) Advanced programs applied for implementation are those designed and constructed by educational institutions based on existing programs at leading universities worldwide (referred to as original programs), including content, methods, organizational processes, and management, taught in English; they must include mandatory courses on Marxism-Leninism for Vietnamese students.
b) Original programs must be selected from the top 200 universities globally in rankings by reputable international educational associations or organizations, or from the top 20% of the best programs in rankings by national or international educational accreditation bodies; they must have advanced content aligned with Vietnam's economic and social development direction and be suitable for the implementing university's capacity.
c) In the initial years, use the training program approved by the Ministry of Education and Training for the entire course, ensuring practical components, practical conditions, and subject internships according to the original program; after each course, conduct evaluations, adjustments, and supplements if necessary, ensuring the training program meets Vietnam's economic and social needs and international integration.
d) Lecturers teaching advanced programs must have a master's degree or higher, professional expertise, and English proficiency meeting teaching requirements. For the first course, mainly invite foreign lecturers, but subsequent courses should have plans for domestic lecturers to gradually take over the teaching of assigned advanced programs.
đ) Management staff for advanced programs must possess professional expertise, management skills, computer literacy, and English proficiency meeting requirements.
e) Students enrolled in advanced programs are those admitted to regular full-time studies; they must meet English proficiency requirements for study, voluntarily register for advanced programs, and pay tuition fees as stipulated by the educational institution.
g) The duration of training under an advanced program is from 4.5 to 5 years, with the first year focused on enhancing English language skills for students; the initial enrollment scale is around 30 to 50 students, increasing gradually based on actual conditions; graduates receive diplomas issued by Vietnamese universities or jointly by Vietnamese and foreign universities.
h) Apply credit-based training, using modern teaching and evaluation methods; organize for students to evaluate courses and lecturers using partner school forms; research using partner school software for training management and student management; request partner schools to evaluate the advanced programs being implemented, plan for accreditation, and aim to use accreditation criteria and register for accreditation of advanced programs with organizations that have accredited the original programs at partner schools.
i) Lecturers teaching advanced programs are provided conditions to ensure a minimum of 40% of their time for scientific research; establish research groups, create mechanisms to encourage scientific and technological activities; cooperate with foreign countries in research.
k) During the implementation of advanced programs, universities actively study organizational and governance models, board structures, and management methods of partner schools to develop appropriate models applicable effectively to their specific conditions.
3. Criteria for Selecting Universities to Implement Advanced Programs
Universities tasked with implementing advanced programs must meet the following criteria:
a) The training program registration proposal of the school reaches quality standards and is selected according to the common evaluation and selection process prescribed by the Ministry of Education and Training.
b) Ensure the quantity and quality of the management staff and full-time lecturers in accordance with regulations, meeting the requirements for implementing the advanced programs with quality; have plans for the teaching staff to meet at least 80% of the requirements for the first phase of the advanced training courses, and meet 100% of the requirements for subsequent phases.
c) Ensure the physical infrastructure is synchronized with the training program and the teaching staff, striving to prepare sufficient equipment and laboratories before specialized subject instruction begins.
d) Have specific, feasible plans to ensure funding for the implementation of the advanced program, capable of mobilizing businesses and other partners to participate in or sponsor the advanced program.
đ) Have experience in training, especially in the field applying for the advanced training program; have many achievements in educational activities, scientific and technological activities, organizational and managerial reforms. Priority will be given to key universities in the consideration for selecting schools to implement advanced programs.
4. Implementation period of the Proposal: From 2008 to 2015.
5. Number of advanced programs to be implemented: a minimum of 30 programs (including advanced programs that the Ministry of Education and Training has approved for pilot implementation since 2006).
6. Sources and financial mechanisms
a) State budget support from regular operating funds for training institutions to implement training under the advanced program for the first three academic years is approximately VND 859,743 billion (equivalent to about 60% of the estimated training cost requirements); the institution balances the remaining 25% of the estimated training cost requirements; students contribute approximately 15% of the estimated training cost requirements.
b) Financial mechanism: universities implementing the advanced program shall be regulated on tuition fee levels, cost norms for activities serving teaching and learning under the advanced program, following principles of rationality, transparency, economy, efficiency, and ensuring the achievement of set goals for each phase, consistent with current state regulations on managing and utilizing the state budget.

b) Inspect and supervise educational institutions in implementing vaccination work.
a) Uniform provisions on the development of proposals to undertake the task of implementing advanced programs for schools, criteria, procedures, and processes for reviewing and selecting fields of study and training institutions to assign tasks for implementing advanced programs, ensuring quality and objectivity.
b) Direct and develop specific plans to effectively implement this Proposal; organize activities to promote the effective implementation of advanced program training and achieve set objectives.
c) Take the lead and coordinate with relevant agencies to inspect, audit, supervise, and evaluate the results of implementation; organize mid-term and final reviews and draw lessons to promptly adjust and resolve any issues.
d) Coordinate with the Ministry of Science and Technology in assigning science and technology tasks to advanced programs; inspect, evaluate, and accept science and technology activities within advanced programs.
đ) Coordinate with the Ministry of Foreign Affairs to assist training institutions assigned the task of implementing advanced programs in carrying out international cooperation plans; coordinate with the Ministry of Public Security and related agencies to handle entry and exit procedures related to the implementation of advanced programs.
2. The Ministry of Finance takes the lead and coordinates with the Ministry of Education and Training to allocate the budget to implement the advanced training program plan; establish financial norms for activities implementing the advanced program.
Article 3. This Decision shall take effect from the date of signing.
Article 4. Ministers, heads of ministerial-level agencies, heads of government agencies, and Chairpersons of Provincial People's Committees and Municipal People's Committees directly under the Central Government shall be responsible for enforcing this Decision.
