Regarding the issuance of amendments and supplements to the Regulations on issuing Certificates of Originof Vietnam - Model D for enjoying preferential treatment under the "Agreement on the Trade Liberalization Program with Binding Commitments (CEPT) for the establishment of the ASEAN Free Trade Area (AFTA)"Pursuant to Decree No. 29/2004/NĐ-CP dated January 16, 2004 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Trade; Amending Article 13, Section E of Appendix 2 of Decision No. 1420/2004/QĐ-BTM dated October 4, 2004 of the Minister of Trade on the issuance of Regulations on issuing Certificates of Origin of Vietnam - Model D for enjoying preferential treatment under the "Agreement on the Trade Liberalization Program with Binding Commitments (CEPT) for the establishment of the ASEAN Free Trade Area (AFTA)."Supplementing Rule 4 of Appendix 1 of the Origin Regulations applicable to the CEPT Agreement issued together with Decision No. 1420/2004/QĐ-BTM dated October 4, 2004 of the Minister of Trade on the issuance of Regulations on issuing Certificates of Origin of Vietnam - Model D for enjoying preferential treatment under the "Agreement on the Trade Liberalization Program with Binding Commitments (CEPT) for the establishment of the ASEAN Free Trade Area (AFTA)."

Supplementing Appendix 8 of Decision No. 1420/2004/QĐ-BTM dated October 4, 2004 of the Minister of Trade on the issuance of Regulations on issuing Certificates of Origin of Vietnam - Model D for enjoying preferential treatment under the "Agreement on the Trade Liberalization Program with Binding Commitments (CEPT) for the establishment of the ASEAN Free Trade Area (AFTA)" regarding the Rules of Origin applicable to wheat flour.

At the proposal of the Director of the Import-Export Department,

 

DECISION:

 

Article 1. The Director of the Office, Heads of the Cadre and Civil Servant Department, the Import-Export Department, and Heads of other relevant agencies under the Ministry of Trade are responsible for implementing and guiding the implementation of this Decision./.

Supplement Rule 4 of Appendix 1 of the Origin Determination Regulation for the CEPT Agreement issued together with Decision No. 1420/2004/QĐ-BTM dated October 4, 2004, of the Minister of Trade on issuing the Vietnam Certificate of Origin Form D to enjoy preferential treatment under the "Agreement on the Framework for Preferential Tariff Treatment and Equitable Access (CEPT) for the Establishment of the ASEAN Free Trade Area (AFTA)."

Supplement Appendix 8 of Decision No. 1420/2004/QĐ-BTM dated October 4, 2004, of the Minister of Trade on issuing the Vietnam Certificate of Origin Form D to enjoy preferential treatment under the "Agreement on the Framework for Preferential Tariff Treatment and Equitable Access (CEPT) for the Establishment of the ASEAN Free Trade Area (AFTA)" regarding the Origin Rules applicable to wheat flour.

Article 2. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.

Article 3. The Director of the Office, the Head of the Cadre and Civil Servant Department, the Head of the Import-Export Department, and the Heads of other relevant agencies under the Ministry of Trade shall be responsible for implementing and guiding the implementation of this Decision./.
