Pursuant to the opinions of the Standing Committee of the National Assembly in Document No. 510/UBTVQH11 dated June 7, 2006.

Article 1. Issued together with this Decision are the standard allocation rates for the annual regular budget expenditure plan applicable for the 2007 fiscal year, the first year of the new stable budget period as provided for in the State Budget Law.
Article 2.
1. The standard allocation rates for the annual regular budget expenditure plan issued together with this Decision include all salaries as stipulated in Decree No. 204/2004/NĐ-CP dated December 14, 2004, Decree No. 118/2005/NĐ-CP dated September 15, 2005, and Decree No. 119/2005/NĐ-CP dated September 27, 2005 of the Government. These standards serve as the basis for building the budget expenditure plans of each Ministry, agency at the level of ministries, government agencies, other central agencies, and the budget expenditure plans of each province and centrally-administered city (including provincial, district, and commune levels).
2. For provinces and centrally-administered cities when applying these standards, if the regular budget expenditure plan for 2007 and the areas of expenditure decided by the National Assembly (education and training, vocational training, science and technology) are lower than the budget expenditure plan for 2006 assigned by the Prime Minister in Decision No. 1194/QĐ-TTg dated November 9, 2005, they shall be supplemented to ensure that they are not lower than the 2006 budget expenditure plan and have a reasonable increase.
Article 3. Based on the standard allocation rates for the annual regular budget expenditure plan issued together with this Decision, the Ministers, Heads of agencies at the level of ministries, government agencies, and other central agencies shall issue the standard allocation rates for the budget expenditure plans of their subordinate units before August 15, 2006; and simultaneously send them to the Ministry of Finance for consolidation and reporting to the Prime Minister.
Article 4. Based on the standard allocation rates for the annual regular budget expenditure plan issued together with this Decision, financial capacity and local conditions, the People's Committees of provinces and centrally-administered cities shall submit to the Provincial People's Councils for issuing the standard allocation rates for local budget expenditures before August 15, 2006, as the basis for building the budget expenditure plans and allocating budgets locally for the new stable budget period starting from the 2007 fiscal year; and simultaneously send them to the Ministry of Finance for consolidation and reporting to the Prime Minister.
Article 5. This Decision takes effect fifteen days after its publication in the Official Gazette and is applied from the 2007 fiscal year and the new stable budget period as provided for in the State Budget Law.
Article 6. The Minister of Finance, the Ministers, Heads of agencies at the level of ministries, Heads of government agencies, Heads of other central agencies, and Chairpersons of the People's Committees of provinces and centrally-administered cities are responsible for implementing this Decision./.
