Pursuant to Decree No. 61/2012/NĐ-CP dated August 10, 2012 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Home Affairs;y Pursuant to Resolution No. 30c/NQ-CP dated November 8, 2011 of the Government promulgating the State Administrative Reform Program for the period 2011-2020;

Pursuant to Decision No. 1294/QĐ-BNV dated December 3, 2012 of the Minister of Home Affairs approving the Project on Determining the Administrative Reform Index of Ministries, Ministerial-Level Agencies, and Provincial People's Committees;, amended and supplemented by Decree No. 109/2025/NĐ-CP and Decree No. 193/2025/NĐ-CPDecisiondevelopment Considering the proposal of the Director of the Department of Administrative Reform,

This Decision approves the Plan to Implement the Determination of the Administrative Reform Index for 2012 of Ministries, Ministerial-Level Agencies, and Provincial People's Committees in Centrally Governed Cities.on The Ministers, Heads of ministerial-level agencies, and central government agencies, Chairmen of People's Committees of provinces and centrally governed cities shall be responsible for implementing this Decision.No. - Government Portal; Official Gazette;

Implementation of the determination of the Administrative Reform Index for 2012g of Ministries, Ministerial-Level Agencies, and Provincial People's Committees

DECISION:

Article 1. (Annexed to Decision No. 152/QĐ-BNV dated February 26, 2013 of the Minister of Home Affairs)

Article 2. This Decision takes effect from the date of signature.

Article 3. U:

PLAN

- To determine the Administrative Reform Index (CRI) for 2012 of ministries, centrally governed cities based on fields, criteria, and sub-criteria according to the characteristics and nature of state management of ministries and centrally governed cities approved in Decision No. 1294/QĐ-BNV dated December 3, 2012;

- In the second quarter of 2013, publish the Administrative Reform Index of ministries and centrally governed cities;

- Fully perform the tasks within their responsibilities as stipulated in Decision No. 1294/QĐ-BNV dated December 3, 2012;

- Organize self-assessment and scoring of ministries and centrally governed cities ensuring honesty, objectivity, and compliance with regulations;

ENVIRONMENTJune 2024;energy 02 - Conduct social surveys according to the survey questionnaire for each group of surveyed subjects as prescribed in the Administrative Reform Index at the ministry and provincial levels ensuring objectivity and suitability to actual conditions;

Activities must be carried out accurately, fully, and integrated with other projects and programs with similar content that are being implemented by ministries, sectors, and localities.A- Determine the Administrative Reform Index reflecting the actual and objective results of administrative reforms of ministries and centrally governed cities in 2012;

1. Purpose

- Enhance awareness and responsibility of all levels, sectors, and citizens towards administrative reforms in general and the annual assessment of administrative reform results of ministries, sectors, and localities in particular.

III. IMPLEMENTATION

1. + Monitoring and urging ministries and provinces to implement the plan to determine the Administrative Reform Index;

+ Determining the Administrative Reform Index of ministries and provinces and preparing consolidated reports;

+ Organizing meetings of the Review Board;

+ Submitting to the Minister for approval the results of the determination of the Administrative Reform Index for 2012 of ministries and provinces;

+ Taking the lead and coordinating with relevant agencies to organize the announcement of the Administrative Reform Index for 2012.

- Department of Planning and Finance:

Coordinating with the Department of Administrative Reform to prepare the budget for implementing the determination of the Administrative Reform Index to be included in the annual budget of the Ministry of Home Affairs and sent to the Ministry of Finance as prescribed.

- Institute of State Organization Science:

+ Taking the lead and coordinating with the Department of Administrative Reform to organize the implementation of social surveys;

+ Consolidating and processing data and developing survey results to serve the determination of the Administrative Reform Index.

- Office of the Ministry:

Preparing necessary conditions according to the functions of the unit, coordinating with the Department of Administrative Reform to implement tasks in the plan to determine the Administrative Reform Index and announce the Administrative Reform Index for 2012.

- Information Center and State Organization Journal:

- National Public Administration Science Institute:

+ Take the lead and coordinate with the Administrative Reform Department to organize and implement sociological survey work;

+ Aggregate, process data, and develop sociological survey results for use in determining the Administrative Reform Index.

- Ministry Office:

Prepare necessary conditions according to the unit's functions, coordinate with the Administrative Reform Department to fulfill tasks in the plan for determining the Administrative Reform Index and announcing the 2012 Administrative Reform Index.

- Information Center and State Organization Magazine:

Coordinate with the Administrative Reform Department in disseminating information and promoting the results of the Administrative Reform Index for 2012 of ministries and provinces.

2. Responsibilities of ministries, sectors, and provinces and centrally governed cities

- Implement the work of determining the Administrative Reform Index within the scope of responsibility of the ministry or province in accordance with the guidelines of the Ministry of Home Affairs.

- Compile data and prepare reports on the determination of the Administrative Reform Index of the ministry or province in accordance with the guidelines of the Ministry of Home Affairs.

- Ministries and provinces shall base their Administrative Reform Index to develop and implement the Administrative Reform Index applicable internally within the ministry or province to serve the monitoring and evaluation of administrative reform activities of subordinate agencies and organizations in line with the actual conditions of the ministry or province to ensure consistency and uniformity in the monitoring and evaluation of administrative reform activities.

- Ministries shall self-assess, monitor, and score the results of implementing administrative reform tasks of the ministry and its subordinate agencies and units according to the criteria and component criteria specified in the Ministry-level Administrative Reform Index.

- Provinces shall self-monitor, assess, and score the results of implementing administrative reform tasks of the province and its subordinate agencies and units according to the criteria and component criteria specified in the Provincial-level Administrative Reform Index.

- Coordinate with the Ministry of Home Affairs in organizing sociological surveys to determine the Administrative Reform Index of ministries and provinces./.
