DECISION OF THE PRIME MINISTER
On certain policies for developing salt

PRIME MINISTER
Pursuant to the Government Organization Law dated September 30, 1992;
At the request of the Minister of Agriculture and Rural Development,
DECISION:
Article 1.Salt includes common salt (raw material for edible salt production), salt used forindustrial production, and iodized edible salt, which are essential goods for people'slives and raw materials for various industries but whose production is unstableand heavily dependent on natural conditions, with salt producers still facing manydifficulties. Therefore, it is necessary to encourage organizations and individualsfrom all economic sectors to invest in developing production to meet domesticdemand and eventually export.
1. Regarding production and consumption
a) The Ministry of Agriculture and Rural Development shall take the lead andcoordinate with People's Committees of provinces and cities producing salt toplant surveys and rearrange salt production planning in the direction of:
Leveraging the advantages of each region, linking salt processing facilities withsalt-producing areas;
Investing in salt washing lines in industrial salt production regions to improvethe quality of salt; utilizing and processing salt by-products (gypsum, brine) anddiversifying products;
b) Each year, the Ministry of Agriculture and Rural Development shall prepare a planfor balancing salt production and domestic consumption based on demand (forhousehold use, industry, and export) to guide enterprises in production andconsumption;
The Ministry of Industry shall direct chemical industry enterprises to prioritize thepurchase of salt from domestic industrial salt production facilities;
Based on the situation of salt production and consumption domestically eachyear, the Ministries of Agriculture and Rural Development, Trade, and Industryshall propose plans for salt import and export to meet the needs of raw materialfor edible salt production, chemical industry, and to protect domestic saltproduction to the Prime Minister for approval;
People's Committees of provinces and centrally-administered cities shall directenterprises, organizations, and individuals engaged in salt trade within theirjurisdiction to purchase salt promptly at reasonable prices for salt producers;
c) Based on the opinions of the Government Price Management Board, the Chairmenof People's Committees of provinces and cities producing salt shall announce theminimum purchase price (floor price) for salt producers at the beginning of eachseason, closely monitor and strictly enforce this, and prevent organizations andindividuals from forcing prices that harm salt producers;
In cases where the purchase price falls below the minimum, the Ministry ofAgriculture and Rural Development shall be responsible for proposing measures tothe Prime Minister to support stable production and living conditions for saltsproducers;
d) The Ministry of Planning and Investment shall take the lead and coordinate withthe Ministry of Agriculture and Rural Development and the National Food ReserveAgency to determine the annual national salt reserve level and establish amechanism for managing and operating the national salt reserve to be submittedto the Prime Minister for decision.
2. Regarding investment and credit
a) State budget capital investment for infrastructure construction in salt-producingareas includes:
Dikes, canals, major water conservancy works, roads, and the construction ofresearch facilities, technology transfer facilities. Supporting the construction ofschools, electricity, health stations, and clean water in rural areas.
Initial investment in scientific research facilities includes: office space, equipment,technical infrastructure to serve scientific research and technology transfer;
b) Credit investment capital for projects approved by competent authoritiesincludes:
Construction of salt washing facilities, gypsum processing, brine production, andedible salt production;
Construction of industrial salt production fields;
Investment in upgrading and improving salt fields;
c) The State Bank of Vietnam shall direct the Vietnam Agricultural and RuralDevelopment Bank and other credit institutions to implement Decision No. 67/1999/QĐ-TTg dated March 30, 1999 of the Prime Minister on certain banking creditpolicies to support agricultural and rural development, ensuring sufficient andtimely capital for salt producers to borrow for raw materials, fuel, and supplies forsalt production, and for organizations and individuals to borrow for salt sales;
Banks serving the poor shall provide loans to poor households under the povertyloan mechanism based on local government recommendations in the area where thesalt producers reside;
d) The Ministry of Planning and Investment and the Ministry of Finance shall seekfunding sources from domestic and foreign organizations and individuals forinvestment, joint ventures, and the development of large-scale industrial saltprocessing facilities and salt fields of high quality for industrial production andexport.
3. Regarding science and technology
Encouraging organizations and individuals to conduct scientific research andtechnology transfer in salt production and processing.
The Ministry of Agriculture and Rural Development shall allocate funds annuallyin its agricultural extension plan to implement salt extension activities aimed athelping salt producers adopt advanced techniques and technologies.
The Ministry of Agriculture and Rural Development shall develop plans to trainmanagement, business, and technical staff in salt-related fields, including sendingstaff abroad for training to quickly build a capable team of managers, businesspeople, and technicians in salt-related fields.
4. Regarding taxes
The Ministry of Finance shall study and propose to the Government to submit tothe National Assembly for amendments to certain tax policies in the direction offreezing land use tax for salt production land; including edible salt and raw saltsources in the scope of value-added tax with a zero percent rate.
5. Regarding the organization of salt production and sales facilities
a) The Ministry of Agriculture and Rural Development and People's Committees ofprovinces and cities producing salt shall reorganize state-owned enterprises, reformthe management of state-owned enterprises towards providing material supplyservices, product sales, and processing, linking production, processing, and saltcirculation; encouraging all economic sectors to organize production, processing,and sales.
b) The Ministry of Agriculture and Rural Development shall direct the Vietnam SaltCorporation to construct industrial salt production facilities and high-quality saltsources; supplying salt to mountainous areas; supporting localities to establishsalt cooperatives, especially salt sales cooperatives to help salt producers timelyconsume salt.
Article 2.THIS DECISION SHALL TAKE EFFECT 15 DAYS FROM THE DATE OF SIGNATURE.
Article 3. The Ministers of Ministries, Heads of agencies equivalent to ministries, Heads ofagencies under the Government, and Chairmen of People's Committees ofprovinces and centrally-administered cities shall be responsible for implementingthis Decision./.
